PART II - PLANNING AND CONTROL OF CREW ACCOMMODATION

allocation of each space and the disposition of furniture, fitting, the means and arrangement of ventilation,

lighting, heating and the sanitary arrangements been reviewed by a competent authority on behalf of the

Government of the country of this registry?   

PART III - CREW ACCOMMODATION REQUIREMENTS

1) Is the location of crew accommodation and means of access, structure and arrangement in relation to other

spaces such as to ensure adequate security and protection against weather and sea, and insulation from

heat or cold, undue noise or effluvia from other spaces?   

2) Are sleeping room arranged so that no direct openings exist between them and spaces for cargo and

machinery or from galleys, lamp and paint rooms or from engine, deck and other bulk storerooms,

drying rooms, communal wash places or water closets?   

3) a. Are external bulkheads of sleeping rooms and mess rooms adequately insulated?   

b. Are machinery casings and all boundary bulkheads of galleys and other spaces in which

heat is produced adequately insulated where there is a possibility of resulting heat in adjoining

accommodations or passageways?   

c. Has adequate protection been provided from heat effects of steam and/or hot water service

pipes?   

4) Are internal bulkheads constructed of approved material which is not likely to harbor vermin?   

5) Are sleeping rooms, mess rooms, recreation rooms and alleyways in the crew accommodation spaces

adequately insulated to prevent condensation or overheating?   

6) a. Are main steam and exhaust pipes for winches and similar gear installed so that they do not pass

through crew accommodation?   

b. Where the installation of such piping through alleyways leading to crew accommodation

is technically unavoidable, are they adequately insulated and encased?   

b. Has the use of tongue and groove boarding or any other form of construction likely to harbor

the crew is living or working on board and conditions so required?   

air or electricity?   

4) If the heating is provided by a stove, have measures been taken to ensure that the stove IS of

sufficient size, properly installed and guarded and that the air is not fouled?   

5) Is the heating system capable of maintaining the temperature in crew accommodations at a

satisfactory level under normal conditions of weather and climate likely to be met with on service?   

6) Have the radiators and other heating apparatuses been so placed and, where necessary, shielded so as

to avoid risk of fire or danger or discomfort to the occupants?   

1) Unless this is a passenger ship, where special arrangements may be permitted, are sleeping rooms

and mess rooms properly lighted by natural light and provided with adequate artificial light?   

person with normal vision to read on a clear day an ordinary newspaper in any part of the space

available for free movement?   

c. Where it is not possible to provide adequate natural lighting does the artificial lighting provided

meet the above minimum standard?   

b. In the absence of two independent sources of electricity for lighting is additional lighting

2) Unless in exceptional cases because of the size, type or intended service of the vessel where it would be

unreasonable or impracticable to locate sleeping rooms amidship or aft, are sleeping rooms located in

the forepart of the ship aft of the collision bulkhead?   

3) In passenger ships where special permission has been obtained to locate sleeping rooms below

the load line, and satisfactory arrangements have been made for lighting and ventilation, are such

rooms in no case immediately beneath a working alleyway?   

4) Is the minimum floor area per person of sleeping rooms intended for ratings not less than:

a. 20 sq ft. or 1.85 sq mtr. in vessels under 800 tons?   

b. 25 sq ft. or 2.35 sq. mtr. in vessels 800 tons or over but under 3000 tons?   

c. 30 sq. ft. or 2.78 sq. mtr. in vessels of 3000 tons or over?   

d. In passenger vessels in which more than four ratings are berthed in one room is the minimum

area per person not less than 24 sq. ft. or 2.22 sq. mtr.?   

5) In the case of ships which employ such groups of ratings as necessitate the employment of substantially larger number of ratings than would otherwise be employed and where special consideration has been obtained for a reduction is the minimum floor area of sleeping rooms per person is:

a. the total sleeping space allotted to the group or groups not less than would have been allotted had

the numbers not been so increased,   

b. Is the minimum floor area of sleeping rooms not less than:

(i) 18 sq ft (1.67 sq mtr) per person in ships under 3000 tons?   

(ii) 20 sq ft (1.85 sq mtr.) per person in ships of 3000 tons or over?   

6) Does the measurement of the floor area include the space occupied by berths and lockers, chests of

drawers and seats and exclude small or irregularly shaped spaces which do not add effectively to the

space available for free movement and the installation of furniture?   

7) Is the clear head room in crew sleeping rooms not less than 6 ft 3 in. (190 cm)?   

8) Unless the requirements have been relaxed in the case of small vessels are there sufficient number of

sleeping rooms to provide a separate room for each department?   

9) Is the maximum number of persons allowed to occupy sleeping rooms not in excess of the following:

a. Officers in charge of a department, navigating and engineer officers in charge of a watch

and senior radio officers or operators: one person per room?   

b. Other officers: one person per room wherever possible and in no case more than two?   

c. Other ratings: two or three persons per room?   

10) In the case of certain passenger vessels after consultation with interested shipowner, seafarer trade

unions and the Administration is the maximum number of ratings per sleeping room permitted, not

more than 10?   

11) Is the maximum number of persons to be accommodated in any sleeping room indelibly and legibly marked

someplace in the room where it can be conveniently seen?   

12) Are individual berths provided for each member of the crew?   

13) When berths are installed side by side, is access to each berth gained without going over the other

party?   

14) a. Where berths are fitted in tiers, are they installed a maximum of two high?   

b. Where berths are placed along the ship's side are they single tier where a side light is fitted

above the berth?   

15) a. Where double tier berths are fitted, is the lower berth not less than 12 in. (30 cm) above

the floor?   

b. Is the upper berth placed approximately midway between the bottom of the lower berth and

the lower side of the deck head beam?   

16) Are the minimum inside dimensions of each berth not less than 6 ft 3 in by 2 ft 3 in

( 190 cm X 68 cm)?   

17) Is the frame work and the leeboard, if any, of a berth of approved material, hard, smooth and not likely

to corrode or to harbor vermin?   

18) If tubular frames are used for the construction of berths are they completely sealed and without

perforations which would give access to vermin?   

19) a. Is each berth fitted with a spring bottom or a spring mattress and with a mattress of approved

material?   

b. Has the use of straw stuffing or other material likely to harbor vermin been avoided?   

20) Where one berth is installed over another, has a dustproof bottom of wood, canvas or other material been

fitted beneath the spring bottom of the upper berth?   

21) Have the sleeping rooms been so planned and equipped so as to ensure reasonable comfort for the

occupants and to facilitate tidiness?   

22) a. Does the room's furnishings include a clothes locker for each occupant?   

b. Are the minimum dimension not less than 5 ft (152 cm) in weight with a cross section area of

300 sq in. (19.30 sq dc) and fitted with a shelf and hasp for a padlock?   

NOTE: The padlock shall be provided by the occupant.

23) Is each sleeping room provided with a table or desk of the fixed, dropleaf or slide out type, and with

comfortable seating accommodations as necessary?   

24) Is the furniture constructed of smooth, hard material not liable to warp or corrode?   

25) Is the drawer or equivalent space for each occupant not less than 2 cu ft (0.056 cu mtr.)?   

26) Are sleeping rooms fitted with curtains for the side lights?   
