MINUTES OF Tuesday , January 5, 2016

The Lawrence County Commissioners’ Meeting was opened with the Pledge of Allegiance to the Flag followed by a Moment of Silence.

The Lawrence County Commissioners’ Meeting of Tuesday January 5, 2016 was called to order by Commissioner Dan Vogler, at 10;00 am in the Commissioners’ Meeting Room. Office Manager Carol MacDonald called the Roll. Those in attendance were, Commissioners, Dan Vogler, Robert Del Signore, Sr., Steve Craig,; Chief Clerk/County Administrator James Gagliano, Clarence Nelson, Joe Venasco, Richard Rapone, Brian Melcer, Ken Langford, Don Dougherty, Carlyle Janiel, and Debbie Morris, New Castle News and Eric Poole, Ellwood City Ledger. It was stated for the record that the meeting is being taped. Those wishing to speak shall be given five minutes. If they need more time, they are to see the Chief Clerk at another time and he will arrange for them to meet with the Commissioners. Those speaking are to state for the record their names, addresses and the nature of their business.

APPROVAL OF MINUTES

Moved by Mr. Del Signore seconded by Mr. Craig to accept and file the minutes. Motion carried 3-0.

WRITTEN CORRESPONDENCE

1. Tube City IMS, dated December 23, 2015, giving Act 14 notification for a State Only Permit Renewal for work to be done in Taylor Township.

2. Hillcrest Group, dated December 23, 2015, giving Act 24 notification for an Air Quality Plan Approval Application, for work to be done in Taylor Township.

3. Pennsylvania American Water, dated December 29, 2015, giving Act 14 notification for a Water Systems Improvement permit for work to be done in Shenango Township.

R E S O L U T I O N R-2016-004

WHEREAS, the Lawrence County Treasurer’s Department is in need of a professional service provider for the printing and mailing of 2016 tax services agreement; and

WHEREAS, Spring Hill Laser Services Corporation, (S.H.L.S.), P. O. box 79, Sterling, Pennsylvania, 18463, in concert with Evaluator Services and Technology, Inc. (EST) of 1225 South Main Street, Suite 204, Greensburg, PA 15601, has proposed to provide the necessary service and support for the printing and mailing of the Lawrence County tax bill statements.

NOW, THEREFORE, BE IT RESOLVED BY THE LAWRENCE COUNTY BOARD OF COMMISSIONERS, that:

1.  Authorization is given to sign an agreement with S.H.L.S, and EST to provide the necessary service and support for the printing and mailing of tax bills for the year 2016.

2.  The services provided shall be as identified in the attached Scope of Work, Appendix A.

3.  The amount of the agreement shall not exceed $33,305.48 ($1,248.00-EST services, $9,053.88 S.H.L.S, and $23,003.60 USPS).

Moved by Mr. Del Signore seconded by Mr. Craig to approve said resolution. Motion carried 3-0.

R E S O L U T I O N R-2016-005

WHEREAS, the Lawrence County Department of Public Safety is tasked with the responsibility of monitoring weather conditions in order to provide adequate warnings when necessary; and

WHEREAS, Earth Networks dba WeatherBug provides a unique weather observation network that provides the required services and submitted a cost estimate for those services;

NOW, THEREFORE BE IT RESOLVED BY THE LAWRENCE COUNTY BOARD OF COMMISSIONERS, that:

1.  Earth Networks dba WeatherBug, of 12410 Milestone Center Drive, Suite 300 Germantown, MD 20876 will provide the equipment and software as identified in the attached agreement.

2.  the cost for the equipment and software installation will not exceed $11,750.00.

3.  all work shall be completed within the terms identified in the attached agreement.

4.  The Chairman, or his designee, is authorized to sign all documentation.

R E S O L U T I O N R-2016-006

WHEREAS, the Mental Health and Developmental Services is responsible for the diagnosis, care, treatment, and rehabilitation of the mentally disabled, and

WHEREAS, Lawrence County, through its Mental Health and Developmental Services desires to contract for certain services; and

WHEREAS, the Mental Health/Intellectual Disability Act of 1966 and the Department of Public Welfare fiscal regulations provide for the purchase of office equipment and services, and

NOW, THEREFORE, be it resolved by the Lawrence County Board of Commissioners, that:

1.  The agreement listed in item 2 shall be approved starting January 4, 2016

2.  Authorization is hereby given to execute the following addendum:

Southwest Behavioral Health Management, Inc. - as detailed in attachment designated 2016-006 Program description and rates are also listed within the attachment.

Moved by Mr. Del Signore seconded by Mr. Craig to approve said resolution. Motion carried 3-0.

R E S O L U T I O N R-2016-007

WHEREAS, it has been determined that there is a need to install specialized equipment as part of the sanitary sewer system at the Correctional Facility; and

WHEREAS, a “Bid for Services” was advertised for General Construction and Electrical Construction; bids were received, opened and reviewed; and

WHEREAS, after a review by appropriate staff of all bids received, it was recommended to the Board of Commissioners that G.B. Sand Company, Inc. be awarded the General Construction contract and McCurley Houston Electric, Inc., be awarded the Electrical Construction contract;

NOW, THEREFORE BE IT RESOLVED BY THE LAWRENCE COUNTY BOARD OF COMMISSIONERS; that

1.  G.B. Sand Company, Inc. of 1050 Frew Mill Road, New Castle, PA, 16101 is hereby awarded the General Construction contract for the “Jail Grinder Pump” project for an amount not to exceed $39,825.00.

2.  McCurley Houston Electric, Inc. of 2429 Eastbrook Road, New Castle, PA 16105 is awarded the Electrical Construction contract for the “Jail Grinder Pump” project for an amount not to exceed $11,500.00.

Moved by Mr. Del Signore seconded by Mr. Craig to approve said resolution. Motion carried 3-0.
