STRUCTURAL FIRES

PURPOSE: The purpose of this SOG is to establish the duties and operating guidelines of the Fayetteville Fire Dept. during structural fire alarms.

ORDER OF RESPONSE: / 1) Engine

DUTIES OF THOSE RESPONDING:

1)CHIEFS/INCIDENT COMMANDER

a)Establish and maintain Incident Command System, as established by NFPA and OSHA guidelines.

b)Establish and maintain Personnel Accountability System.

c)Determine the need for additional manpower and/or equipment.

d)Ensure the safety of the operation.

e)Coordinate with other agencies.

f)Inform incoming apparatus of placement and/or need of a water source.

g)Inform incoming apparatus of conditions at the scene.

h)Determine the cause of the fire.

2)FIRE POLICE

a)The first fire police on the scene will monitor Channel 2 to receive instructions from Command.

b)Secure the scene so emergency vehicles can be positioned to operate properly at the scene.

c)Reroute traffic to provide for the safety of department personnel and equipment, and provide for the flow of the motoring public.

d)Place warning devices, flares, cones, etc. to warn the general public of a hazardous condition.

3)ENGINE

a)Place apparatus so that the front of the involved structure is accessible for the placement of the truck.

b)Establish water supply if so advised or deemed necessary by the officer of the apparatus.

c)Prepare for the offensive fire attack unless advised differently or the size-up by the apparatus officer dictates differently.

d)Offensive Mode of Operation:

  1. Connect to the fire dept. sprinkler connection if water gong is operating or directed.
  2. Stretch appropriate hand lines into the structure to suppress the fire and/or protect avenues of egress during rescues.
  3. Perform interior horizontal ventilation as necessary.

e)Defensive Mode of Operation:

  1. Connect and pump into fire dept. sprinkler connection if directed by the Chief.
  2. Place into operation appropriate water delivery systems.

4)TRUCK

a)Establish water supply if so advised or deemed necessary by the officer of the apparatus.

b)Position truck at the scene to ensure the safety of the vehicle and firefighters in the event of a structural collapse.

c)Raise the aerial ladder in the direction of the fire in preparation for its use.

d)Offensive Mode of Operation:

  1. Perform horizontal and/or vertical ventilation as directed.
  2. Perform forcible entry to support the operations of the engine and rescue.
  3. Place ground ladders and effect rescue of victims from windows, porches, etc.
  4. Place ground ladders to give an alternate means of egress to units working inside the structure.

e)Defensive Mode of Operation:

  1. Perform horizontal and/or vertical ventilation as directed.
  2. Place elevated stream in operation if so directed.

5)RESCUE

a)Place apparatus so as to provide the best lighting possible, if needed.

b)Establish SCBA bottle exchange area.

c)Prepare for offensive operations unless advised differently.

d)Offensive Mode of Operations:

  1. Perform primary/secondary search and rescue functions.
  2. Perform interior ventilation as needed.
  3. Assists engine and/or truck operations as directed.

6)AMBULANCE

a)Place ambulance in a position that is close to the scene but far enough away so it is not blocked by the operation.

b)Provide medical screening at the SCBA bottle exchange area.

c)Provide medical aid/transport as required.

d)Complete PCR’s to appropriately document the incident.

7)ADDITIONAL MANPOWER/EQUIPMENT

a)Respond to the station and stand by.

b)Notify Incident Commander of number and capability of personnel available when radio channel is clear.

c)Respond to scene as directed and report to Command.

d)Bring additional equipment to the scene as directed by Command.
