ROLL CALL AND CONFIRMATION OF QUORUM:

The meeting started at 1:10 PM. Roll was taken and a quorum was present.

VERIFICATION OF POSTING:

Donna Sanders verified that the agenda was timely posted.

WELCOME AND INTRODUCTIONS:

Jean Peyton welcomed everyone to the meeting. She requested that item VI be placed ahead of the other items due to Mary Evilsizer from Southern Nevada Center for Independent Living (SNCIL) having to leave early.

DISCUSSION/POSSIBLE ACTION RECOMMENDING THAT NEVADA

JOBCONNECT PURCHASE INDEPENDENT LIVING CENTER DISABILITY

GUIDES WITH INFORMATION ABOUT CUSTODIAL CAREGIVER SERVICES FOR DISABLED CONSUMERS.

Mary Evilsizer, of SNCIL, spoke about the Las Vegas Resource Pocket Guide and how it could benefit individuals at the JobConnects. She said people with disabilities seeking employment need to know the various types of support, such as caregivers, transportation, childcare, and full service gas stations.

Mary Evilsizer said the printing cost is $7.65 per book. The guide covers from Tonopah South. The Northern Nevada Center for Independent Living has a list and a Web page of personal care attendants.

Karla McComb suggested to Ardell Galbraith that the Southern Nevada Workforce Investment Board have a copy for its office.

Moshe Bialac suggested that there should be something like the pocket guide in Northern Nevada, especially in the rural areas. He asked if there is any way the State Workforce Investment Board (SWIB) could support such a project. Karla suggested Moshe come to the Governor’s Council on Rehabilitation and Employment of People with Disabilities (GCREPD) and make a presentation to recommend a pocket guide in Northern Nevada for students with disabilities.

Moshe Bialac moved to ask SWIB to financially support development of a consumer guide in Northern Nevada. Dr. Tom Venardos seconded the motion. Karla McComb amended the motion by saying the SWIB should be asked to provide funding for such a guide statewide, with Mary Evilsizer providing expertise to help Northern Nevada develop its own guide. Moshe Bialac asked if this would provide copies for the One-Stops. Karla McComb answered “no.” Dr. Tom Venardos seconded the amended motion. All were in favor.

Jean Peyton will place this item on the SWIB agenda for the next meeting and will encourage Moshe Bialac to attend. Carol Sala asked Mary Evilszier whether the pocket guide is placed on the SNCIL website. She said it can be seen at www.sncil.org

Carol Sala remarked that the Nevada Department of Health and Human Services has a Nevada Care Connection for caregiver services. The address is: http://aging.state.nv.us/index.htm Then click on Help for Caregivers.

Jean Peyton thanked Mary Evilszier and said she would contact Tami Nash to have the Committee’s approved motion on the GWIB agenda to request funding for the pocketguide to cover Northern, Southern, and Rural Nevada.

APPROVAL OF MINUTES:

A motion was made by Moshe Bialac and seconded by Karla McComb to approve the minutes of August 15, 2005. All were in favor.

PRESENTATION on SOUTHERN NEVADA WORKFORCE INVESTMENT BOARD

(SNWIB)/GOODWILL OF SOUTHERN NEVADA YOUTH PROGRAM.

Ardell Galbraith said he is familiar with the program and that SNWIB has a contract with

Goodwill of Southern Nevada. There is a request for additional funds at the upcoming GWIB

Finance Committee meeting to allow the Goodwill program to continue.

DISCUSSION/POSSIBLE ACTION ABOUT CONDUCTING A CUSTOMER

SATISFACTION SURVEY AT NEVADA JOBCONNECT OFFICES.

Jolie Daugherty asked if the survey is for all disabled or just 16-21 year olds. Dr. Tom Venardos

said the survey started out for 16-21 years old. Jolie said it will make a huge difference in cost.

Only 11 per cent total customers who are disabled will be in the 16-21 year old range.

Ardell Galbraith said the entire Workforce Investment System population is 17,141, with 512 individuals who are disabled with a substantial impediment to employment. The cost is about $16 -$24 per person for a completed response.

Discussion went on about definitions of individuals with disabilities served and about the

different programs that serve such individuals, survey costs per individual, and numbers served

under the Wagner-Peyser Act, and so on. At the end of the discussion, Dr. Tom Venardos moved

that Jean take the estimate of $5,000 and request funds from the Governor’s Workforce Investment Board to do a sampling by phone calls of youth and adults with disabilities served in SFY2005 for the 512 individuals associated with Title I of the Workforce Investment Act and of the 357 individuals served by JobConnect. Karla McComb seconded the motion. All were in favor.

DISCUSSION/POSSIBLE ACTION – DEPARTMENT OF LABOR’S NAVIGATOR

PROGRAM:

Jean Peyton remarked she had nothing more to update. She stated at the last meeting Richard

Blue thought the JobConnect offices might be able to set aside a person for that role. There is an

attachment with the minutes.

Ardell Galbraith suggested this item be on the agenda for the next meeting. This will be a

discussion and possible action item.

DISCUSSION – GOVERNOR’S WORKFORCE INVESTMENT BOARD’S YOUTH

COUNCIL TASKFORCE COMMITTEE:

Ardell Galbraith said that the Youth Council Taskforce Committee is on target for the youth

Conference in mid-April 2006. Funding has been secured. Mary-Ann Brown or Ardell Galbraith

will give a complete report at the January 23, 2006 meeting of this committee.

PUBLIC COMMENTS:

Moshe Bialac said there is a Disability Awareness Day in the Las Vegas area in October and

hoped that One-Stop Centers be represented. Dr. Coleman said it is his understanding there will

be vocational rehabilitation representatives at the event. Bill Hamilton said there is a similar

event in Henderson in April 2006 and one this month at TMCC in Northern Nevada.
