4.bi. The particulars of its organization, functions and duties :

The Centre for Plant Biotechnology (CPB) was established as Centre for Research and Application in Plant Tissue Culture (CRAPTC), on March 01, 2000 jointly by Department of Biotechnology, New Delhi and Haryana State Council for Science & Technology, Department of Science & Technology, Government of Haryana in the premises of CCS Haryana Agricultural University, Hisar. The centre has well equipped plant tissue culture laboratories and is engaged in the multiplication of elite germplasm of several crops through tissue culture. In view of the emphasis laid by the State Govt. to diversify farming and shift towards unconventional form of cultivation, this centre has an immense role in providing good quality planting material of crop plants, horticultural crops, forest trees and medicinal and aromatic plants to the farmers. The centre was renamed as CPB in October, 2007 to widen its research mandate.

The centre has been divided into three divisions namely Plant Tissue Culture, Plant Molecular Biology and DNA Testing & Diagnostics .

1.  The Department of Biotechnology, Government of India declared Centre for Plant Biotechnology (CPB) as the regional hardening facility during the 10th Five Year Plan under Consortium on Micropropagation Research and Technology Development.

2.  CPB has been identified as a Centre of Excellence for Bio-resource and Plant Biotechnology Research and Application by Department of Science and Technology, Haryana.

3.  Within a few years of its existence, the centre has earned a national renown for its contributions to Plant Tissue Culture. Due to efficient working of this centre the Haryana State Council renamed this centre to encompass DNA fingerprinting, molecular biology and virus diagnostics.

4.  The centre will soon develop a DNA fingerprinting and testing facility for quality of hybrid and transgenic plants.

Currently five projects worth about Rs. 1.62 crores sponsored by DBT and DST are being run at this Centre.

(a) Bio-diesel Mission Project

The Planning Commission, Government of India, through the Department of Science & Technology, New Delhi has provided a grant of Rs. 88.35 lacs to CPB under bio-diesel mission for producing 1.5 lac superior quality Jatropha plants per year. The centre provides these plants to the farmers free of cost and also supports their cultivation by providing maintenance cost.

(b) Bamboo Mission Project

The Planning Commission, Government of India through the Department of Science & Technology, New Delhi has also provided a grant of Rs. 44.55 lacs to CPB under Bamboo Mission Project for the production and supply of 17,500 in vitro raised high quality bamboo plants (Bambusa bamboos, Guadua angustifolia, Dendrocalamus asper, Dendrocalamus hamiltonii). The centre will provide these plants to the farmers free of cost and is also supporting their cultivation by providing maintenance cost.

(c) Patent Information Centre

Scientists and policy makers need more information, orientation and facilities for protecting the products of intellectual prowess of Indian Scientists and to gain advantageous position in the competitive technological game for economic growth. CPB has been chosen as a “Patent Information Centre” by Department of Science & Technology, Govt. of India

(d) Vermiculture Unit

To encourage organic farming, check soil pollution, improve soil fertility and to generate self employment, CPB has established its own vermiculture unit. It has also developed a cost effective potting mixture and has been engaged in production and distribution of vermicompost and earth worms to local farmers.

(e) Mehandi Project

This project was sanctioned by Haryana State Council for Science & Technology in April, 2007 with the objectives of

1.  Development of protocol for in vitro multiplication of Lawsonia inermis

2.  Rapid multiplication of existing planting material of elite genotypes/species of mehandi.

3.  Study of field performance of in vitro raised plantlets in arid ecological zones, and

4.  Standardization of agro-technological package for Lawsonia inermis in Haryana.
