Hamilton Family Center, a nationally recognized non-profit, has been working to end homelessness for more than 23 years, and offers care at every level. We are the largest providers of housing options, eviction prevention assistance, shelter, and home-based support services for homeless families in San Francisco.

Our mission is to break the cycle of homelessness and poverty. Through a “Housing First” approach, we provide a continuum of housing solutions and hands-on services that promote self-sufficiency for families and individuals, and foster the potential of children and youth. Our programs fall into four service areas: Emergency & Interim Shelter, Permanent Housing, Children & Youth, and Asset Development.

Scope of Work:

·  Paint all the exterior elevations (included major walls, rails, conduits, gutters, downspouts, all sheet metal ducks and chimney on the roof and all objects attached to the exterior wall) of one building located on1631 Hayes and one building located on1503 Fell St., San Francisco.

·  Water proofing of the outside stairwell on side of Fell Bldg. and dismantling of one large trellis on the front of Hayes and one small trellis on the front of Fell.

·  Include tented scaffolding on all necessary areas and portable toilet.

·  Job should be done one building at a time.

·  One primer coating of appropriate primer.

·  Two full finishing coats of elastomeric stucco paint on stucco surfaces.

·  Two full finishing coats of Acrylic industrial enamel on wood and metal surfaces.

·  Up to three (3) colors to approx or match existing. In case of color change, Hamilton will provide the name of the new colors.

·  Clean all surpluses and debris from the work premises.

Exterior preparation:

·  All loose and peeling paint should be thoroughly scraped off surfaces. All missing or loose windows glazing putty should be re - glazed.

·  All cracks, particularly around windows and joints, should be caulked and sealed.

·  All materials should be of highest quality and workmanship should be of a high professional standard.

·  All paint stripped woodwork should be sanded to provide a uniform finish wherever possible.

·  All gaps trim separations and joints less than 1/4" between dissimilar materials should be filled with a flexible elastic sealant to a smooth, fine, finished appearance. Major depressions will be filled.

·  Existing glossy surfaces should be sanded to a dull finish to ensure adhesion of new coatings. All surfaces to be painted should be cured, clean, sound, dry, and free from dust, dirt, mildew, or other contaminants that might adversely affect the appearance and performance of the coatings.

·  Any mildew or fungus growth will be treated prior to painting.

·  Rusty surfaces and protruding nails above paint plane will be sunk, treated with rust/stain sealer and filled.

·  Small holes and deep depressions on wood should be filled with a wood-epoxy patching compound.

·  Greater than hairline cracks should be caulked with an elastomeric caulk.

·  Dirt and grime should be cleaned by pressure washing.

Coatings:

After preparation, the first coat should be of the recommended heavy duty professional stucco/polymeric primer or acrylic enamel primer applied on all surfaces. The first and second finishing coat should be the recommended paint for proper coverage, particularly on bare or raw wood. Paints will be of professional quality Sherwin Williams, ICI Fortis or Kelly Moore. Depending on certain colors an equivalent paint and manufacturer may be used.

Project Specifications

The contractor will provide labor and or materials for the work as outlined in the following specifications. The contractor will furnish all equipment to complete the site work relating to this project and responsible for all the construction related clean up and debris disposal.

Site Location: 1631 Hayes Street. San Francisco, CA 94117. The project encompasses 20 housing units total that are separated by two buildings 10 units in each. Our preference is that one building at a time be worked on to not disturb operations and resident activity.

Performance Timeline: It is anticipated that the work required for this project will be done with a routine schedule until completion. Working hours for the contractors will normally be between 8:00AM – 5:00PM on weekdays, excluding Federal holidays. If the contractor desires to work an alternative schedule, he or she must obtain prior approval from the Facilities Supervisor or other designated Hamilton Family Center representative.

Liability: The contractor shall comply with all applicable workers’ compensation, occupational disease, health and safety laws and regulations as required under laws of the State of California. This includes professional liability insurance, errors and omission liability insurance for the services rendered under this project, and commercial general liability insurance. The Contractor shall maintain Automobile Liability insurance on all owned and non-owned motor vehicles used on the site or in connection with the scope of work.

The Contractor shall be responsible to check and determine that all necessary precautions have been taken to protect property, residents, and agency employees in all areas where this contract is being accomplished. Damage caused by failure of the contractor to exercise care in the performance of work shall be repaired to the satisfaction of the Facilities Supervisor, Program Director, or designated representative without additional cost the agency.

Proposal Requirements: Total length of the technical and cost proposal shall not exceed 15 pages. Sample reports, accreditation certificates, and other background information is not subject to the 15 page limitation and may be incorporated to the proposal. Proposals are to include all labor and expenses required to successfully complete the project in compliance with the RFP.

To be considered responsive, the proposal shall include the following elements:

Corporate Qualifications.

List 5 recently completed projects of direct relevance to the work proposed. Include contact names/phone numbers for each listed project. Include a sample or representative report of the general type anticipated for this project.

Qualifications of Key Personnel.

Describe the experience, qualifications, and role of key personnel anticipated to be directly involved in the work. Include proof that personnel working on the project have current certification.

Technical Proposal.

Describe technical approach to the work if available. Include unique or innovative methods, instrumentation, software, etc. that enable timely, cost effective, and high quality assessments.

Liability: Copies of project insurance coverage.

Schedule.

Provide a project timeline to complete the work.

Evaluation Criteria: Award is anticipated to the highest ranking proposal that is both responsive and responsible. All proposals received by the closing date and time will be opened, reviewed and rated based upon items outlined in the proposal requirements. Hamilton Family Center makes no guarantee that an award will be made as a result of the RFP, and reserves the right to accept or reject any or all submittals, waive any formalities or minor technical inconsistencies, or delete any item/requirements from this RFP or contract when deemed to be in the best interests of the project.
