DearComrades,

ThetimeforaseriousstruggleontheimmediatefinancialdemandsoftheBSNLworkershasarrived.YouarefullyawarethattheUnions/AssociationsinBSNLhavebeendemandingtheBSNL Managementforsettlementofthelongpendingdemandsoftheworkers.ThoughtheGovtofIndia, DPEandDOThadissued orders/approvalfor merger of78.2%IDAwithpayfrom01.01.2007,three yearsbackin2009itself,theManagementhasbeendelayingthesameonthepleaofthebad financialconditionofthecompany.78.2%IDAmergerismostimportantsinceitis partofthebasicpay,andallowances, pensionetcarecalculatedonthisamount.

78.2%IDAmergerisnecessaryforfullneutralizationofthecostofliving.Delayin

ImplementationofthisIDAmergerhasresultedinseriouslosstothepensionersandthe workers. Whilefullneutralizationisimplementedforthenon-absorbed ITSofficers,itisdeniedtotheBSNLabsorbed/recruitedemployees.Thisdiscriminationshouldend andthe mergershould be orderedfor theBSNLworkersimmediately.

Thevarious allowancesfortheExecutives/Non-Executives havenotbeenrevisedforalongperiodononepleaoranother.Thishasresultedindenialofjustice totheemployees.Forexample,whiletheNE-1employeegetsatransportallowance

ofamereRs.300/-permonth,thetopmanagementofficersgetRs.10000/-ormoreeitherbygranting luxury carswithdriverallowanceandpetrolchargesorthroughhightransportallowance.MedicalAllowancesasperBSNLMRSRulesaredeniedtothe employeesasalsopensioners. Curtailment ismadeonAllIndiaLTCandEncashmentofLeave.Whilechildcareleaveisallowedbythegovernment, itis deniedtotheexecutiveandnon-executiveemployees.SuperannuationBenefitsasperDPEguidelinesarenotimplementedforBSNLrecruitedemployees.Infact,theBSNLmanagementhasarbitrarilydeniedthebenefitofPayandallowancesorderedbyGovernmentandDPE.Atthesametimeallbenefits,perks andallowancesaregrantedtonon-absorbedITSofficersbythesamemanagement.On25thofMay,this year,fifteenallowancesincludinghikedtransportallowancearegrantedtothem.Thoughtheordersaresuspended for thetime beingafter thestrikenotice wasissued bytheforumofUnions/Associations,mentalityofBSNLmanagementcouldbewellunderstood by this different treatment and discrimination against BSNLabsorbed/recruitedemployees. This injustice cannotbe tolerated any more.

TheBSNLUnions/Associations havebeenmakingall-out effortsforthedevelopmentandexpansionofBSNL.ItwasonlyduetotheAnti-PSUpoliciesofthegovernmentandlethargyand inefficiencyoftheBSNLmanagementwhichmainlyconsistofunabsorbedITSofficerswhoareleastconcernedforthedevelopmentand expansionofservicesandinterestofworkersthatthefutureofthecompanyisatperil. Duetotheuncertaintyprevailinginthecompanybythenon-relieving of repatriatedITSofficers,thefinancialviabilityofthecompanyhasbeenadverselyaffectedandmarket sharereduced.ItwasonlyaftercontinuedstrugglesbytheUnions/Associations, that Management has been compelled to initiate theprocurementofeventhebarestminimumequipments.Themanagementhas norighttoimposetheburden oftheirmismanagementandlossofrevenueontheshouldersofhardworkinganddedicatedemployees.

Whilewearetryingtoimprovetheservicesononeside,wehavealsotoensurethat the workers’ interests are safe guarded. We cannot allow themanagementto trampleuponourrightsandjustifieddemands.ThatiswhytheUnions/ Associations have come together under the Forum of BSNLUnions/AssociationsandservednoticeonBSNLManagementforindefinitestrikewitheffectfrom 13thJune2012on thedemandsmentionedabove.Thedemonstrationson

31st MayandDharnaon6th June2012inpreparationforthestrikehavebeen

completesuccessthroughoutthecountry.Theworkers’responsetotheprogramhasbeen inspiring.

So far, the BSNL Management has not taken any initiative for any fruitful discussion except requesting the Forum to withdraw the strike. There in no other alternative left to the workers but to go on strike and strike with our all might.

We call upon all the BSNL Executives and Non-Executive in Punjab Circle to stand united and make the strike a complete success to compel the Management to accept our fully justified long pending demands.
