High Risk Warrants

The purpose of this order is to establish the policy for using the Special Response Team in serving high risk warrants.

Policy The Special Response Team shall provide high-risk warrant services for the Yarmouth Police Department and any local law enforcement agency requesting such services. All requests for the use of the Special Response Team for high-risk warrants must be approved by the Tactical Commander or his designee.

Procedures

Criteria- The Special Response Team maybe used to conduct a warrant service if the following criteria exist:

·  Fortified locations

·  Weapons

·  Known gang members or violence

·  Propensity for violence exists

·  Unusual circumstances which are beyond the capability of the requesting agency

Intelligence- All available intelligence should be considered as part of the decision making process for a high-risk warrant service. This intelligence should include, but is not limited to the following:

·  Type of building

o  Commercial

o  Residential

o  Apartment/Condo

·  Photographs/Video

·  Interior/Exterior diagrams of locations

o  Door types

o  Window types/sizes

o  Fortifications

o  Point of entries

·  Surrounding Area

o  Fence

o  Walls

o  Cover

o  Concealment

o  Animals

o  Hostile Neighbors

·  Occupants

o  Suspect(s) and their backgrounds

o  Types of weapons

o  Children/Elderly/Disabled

·  Special considerations/dangerous conditions

·  Other information deemed necessary by the Team Supervisor or Team Leader

Planning- The following factors should be considered in planning all Special Response Team high-risk warrant services:

·  Type of warrant

o  Search

o  Arrest

o  Both

·  Whether the warrant is:

o  Knock

o  No knock

o  Surround and call out

·  Type of entry necessitated

o  Dynamic

o  Covert

o  Other

·  The entry plan

o  Primary plan

o  Secondary plan

o  Method of entry

o  Location of personnel

o  Assignment of personnel

o  Perimeter

o  Escape Route

·  Contingency/Compromise Plan

·  Pre-planned route of travel to deliver personnel without compromising the operation

·  Fire Department notification with a designated stand-by location for ambulance personnel if needed

·  Other factors deemed necessary by the Entry Team Leader

Briefing

·  Search/arrest warrant

·  Situation

·  Suspect Information

·  Weapons

·  Personnel Assignments

·  All other information deemed necessary by Entry Team Leader

Operational Execution

·  Secure the location

·  Secure all occupants

·  Diagram of location with photographs

·  Document any damages

·  Obtain medical care for any injured suspects

·  Release location to Detectives

Post Operation

·  After Action debrief with all involved, if possible

·  After Action debrief with Special Response Team only

·  Assignment of field reports
