Asat the 25thJune2015,ofthefree earlyeducation /childcareplaces1153available places 758 eligible2yearoldshaveaccessedaplace givingusatake-up of65.74%(CYP100)thisisnotcurrently on target tomeetthe85%asagreedby2016.A further63 youngpeoplehavebeenapproved butwho haveyettostartatasetting. Thisshouldhelpusmeetourinterimtargetreported toDfEtohave800 places filled bythe end ofsummerterm.

The numberofSecondaryschools judged asgoodoroutstanding(CYP203b)at the closeofQuarter1 was45.5%.Thishas missed our targetofthosethathavean inspection ratinghavingno lessthan50% achievinglessthangood. Ofour16 schools(13 Secondaryschools,2specialschoolsand1Pupil referral unit),2arecurrentlyrated outstanding,3good,6requiringimprovementand0inadequate.The remaining5do nothaveajudgement, 4havenewstatusasAcademyconverterschools,1asanewly opened free school which meansthattheydo nothaveacurrentOfstedjudgementuntilfirstinspected (usuallyin the 6thtermafterconvertingoropening).

Whilethisperformanceislower than whatwasreportedinQ4themeasuredoesnowincludefree schools,special schoolandpupilreferral units.InQ1three inspections tookplacewith2schools requiringimprovementand 1gettinga goodjudgment.

CYP301: Number of full CAF’s initiated

Therewerea totalof238 CAF’s initiated duringtheperiod (CYP301). Thisshowsasignificant improvementon 2014/15 for the sameperiodof139CAF’sand meets the locallyagreedtargetwhichis toimproveon previousyear’sperformance. Thisisthe resultofimprovedpartneragencyengagement duetothe expansionofthe CAFTeamandworkofthe CAFSupportOfficers.Securingfull multi- agencyengagementinCAF remainsakeypriority inthe improvementplansofthe Council and the Stockton Local SafeguardingChildren's Board.

CYP302: Proportion of children becoming the subject of a child protection plan for a second or subsequent time, within 2 years

Performanceforthe quartershowsthatthe proportion ofchildren becomingthe subjectofachild protection planforasecondorsubsequenttime (CYP302),within2yearsis 15.6%,thisequatesto12 children fromacohortof77 who havebeenthe subjectofachildprotectionplan forasecond or subsequenttime.The 12 children concerned werefrom9familysibling groups. Thisisan improvement on the 2014/15 samequarters dataof18.6%,butremainssomewaybelowtargetexpectations of8% orlessofchildren becomingthe subjectofasecondorsubsequenttimewithin24 months. Performancecontinues tobemonitoredon amonthlybasis atthe Children'sSocial CarePerformance Clinicwhereindividualcases arereviewed todeterminewhetheranyfurtheractionscould have preventedasecondorsubsequentplan.

CYP303: Proportion of child protection plans lasting 2 years or more

The proportion ofchildprotection planslasting2yearsor more(CYP303)forthe quartershowsan outturnof14.2%thisequatesto15 children fromacohortof106,who werethe subjectofachild protection planlasting2yearsor more. Thisshowsan increaseon the samequartersdatafor2014/15 of10.3%andissignificantlybelowtargetexpectations of2%orlessofchildren becomingthe subjectof aplan lasting2yearsor more.Cases arereviewed atthe Children’sSocialCarePerformanceClinicto ensurethattimelyaction isbeentaken and robustactionplansareinplacetoensurecases are stepped downpromptlywhensafetodo so.Followingthe lastclinicno concernswereraised relatingto theabove15 casesandall deemed tobe appropraite.

CYP304: Long term placement stability for looked after children - proportion in current placement for 2 years or more

The longtermplacementstabilityforlookedafterchildren(CYP304)outturnforthe quarteris66.0% this equatesto103 children andyoungpeoplewho werelivingintheirplacementforatleast2yearsfroma cohortof156who hadbeenincarecontinuouslyforatleast2.5years. Thisisan improvementon June 2014/15 performanceof54.0%andhas metandexceeded targetexpectationsof60%ormorechildren livingintheir currentplacement for2years ormore.

CYP305: Proportion of care Leavers in Education, Employment and Training (EET current 16 to 21 yr olds)

Duringthe quartertherewere32 careleaversaged 16-21 ofwhich18 werein (EET)Education, Employment (CYP305)this gavean outturn of56.3%. Thisshowsadecreaseon the performanceof 61.1%forthe sameperiod for2014/15 thoughcurrentperformanceiswithintargetrangeof55.0%or better.

CYP306 (a): Adoption Timescales (average time, in days, between a child entering care and moving in with its adoptive family, for children who have been adopted during the period)

CYP306 (b): Adoption Timescales (average time, in days, between the Local Authority receiving Court Authority to place a child and the Local Authority deciding on a match to an adoptive family)

Duringthe quarter, the average timebetweenachildenteringcareandmovinginwithitsadoptive familywas611 days(CYP306a). Althoughthisisadecline on 2014/15Q1performanceof478days, wearecurrentlyon targetwhichis tobe betterthanthe 3yearEnglandaverageandtargetof628days. Duringthe quartertheaveragetimeindaysbetweentheLocal Authorityreceivingcourtauthorityto placeachildand decidingon a matchtoan adoptivefamily(CYP306b)was271days. Thisisbelow the2014/15 Q1performanceof194 daysand somewayoffourtargetwhichis tobebetter than the latest3yearEnglandaverageof217 days.

Improvingperformanceinthisaspectofthe adoption process hasbeenthesubjectofdetailed analysis, andanumberofactionsareinplace,forexample:

When matchesforchildren cannotbe foundwithinexistingprovision,placementsaresoughtwithout delaythrough the adoption register,regionalconsortiumand nationaladvertising.Thismixed economy approachtoadoption ensures thatchildren arematched asearlyaspossible, theyexperienceminimal delayand permanenceissecured at the earliestopportunity.
