I.OPENING OF THE MEETING

A.Call Meeting to Order

The regularmeeting of the Kings County Behavioral Health Advisory Board was called to order at 12:05 p.m. by the Chairman.

B. Introductions

There was a brief introduction of Board members, staff and guests.

  1. UNSCHEDULED APPEARANCES
  • Brenda Randle presented information regarding the Community Day of Prayer that will take place on October 30th @ noon at 5 different locations around Kings County. This event is in conjunction with Mental Health Awareness Month and the National Day of Prayer on behalf of the Kings County Spirituality Organization as part of the Statewide Spirituality Initiative.
  1. CHAIRMAN UPDATES

Approval of Minutes

The minutes of September 28, 2015 were presented to the Board for approval. Joe Nevesmade a motion to approve the minutesand Joe Wrightseconded.All were in favor.Pat abstained.

November/December Schedule

The Board discussed the schedule for November and Joe Wright made a motion to cancel this meeting and Debraseconded. All were in favor.

Board Member Resignation

Ken read a resignation letter from Jennifer Schmidt. Joe Neves made a motion to accept her resignation and Debra seconded. All were in favor.

  1. SUBCOMMITTEE REPORTS

None.

  1. MENTAL HEALTH/SUD/BH UPDATES

Kings United Way-211/HMIS

Fedieson Landicho and others from Kings United Way presented on the great work that is being done in regards to the 211 service, the HMIS data system and the innovative research and development that Fedieson is doing in regards to a new 211 platform that can be used on smart phones.

MHSOAC Community Forum

Katie Arnst presented on the Mental Health Services Oversight & Accountability Commission (MHSOAC) Community Forum on the impact and progress of the Mental Health Services Act. The forum will take place in Fresno County on November 5th with neighboring counties invited as well. Members received informational flyers.

  1. KINGS COUNTY COMMUNITY UPDATES
  • Joe Wright discussed the new Veteran Driver’s License that they will be taking applications for beginning on Monday.Legislation passed this year that required the DMV to put the word “Veteran” on the driver’s licenses of Veterans that requested this.
  • Introduced the new Director of the Department of Human Services, Sonja Bugay, and discussed her role on this board, which is a delegable position within her department.
  1. KINGS VIEW UPDATE

Kristen Traub from Kings View presented information and a video regarding the DRAW (Depression Reduction Achieving Wellness) program that is taking place on college campuses.

  1. OAK WELLNESS CENTER UPDATE
  • Debra presented information from her attendance at the CA Association of Behavioral Health Boards. She brought back a board

member binder that Tulare County shared with their group that can be used by the other counties.

  • Debra also stated that the Data Notebook was submitted along with 38 other counties. The next one will be due in March with the subject being foster children.
  • Debra reminded the board members of the mandatory Ethics Training.
