Action Items
Roots of Health Inequity Training: Units 4 & 5 / Kathleen Grassi presented on the Roots of Health Inequity Training for Unit 4. Becky Nanyonjo presented on the Roots of Health Inequity Training for Unit 5. David Luchini and Van Do-Reynoso facilitated on the discussion questions that were discussed with Steve Roussos as he was unable to attend the training. Members participated in discussion regarding the various topic questions. / -Retreat Discussion: Unit 5, Social Justice
-Members brainstorm and bring with them to the Strategic Planning Retreat ways to incorporate the Roots of Health Inequity Training into their community and/or health department
Cost Estimation Pilot / Dr. Paul Brown summarized a training that he conducted with a group from Baja California in terms of economic evaluations. Paul Brown suggested a possible workshop on April 21st and 22nd 2016 on integrating health outcomes into local health departments in Wawona at the UC Merced cabins. He recommended two options for training for CDPH and SJV public health leaders. The first option includes economic evaluations and cost effectiveness information, which focuses on long term and larger societies. The second option includes a focus on return on investment, which is a shorter time frame and focuses on the local health department level. The members preferred the second option as it is more practical and asked about the type of person who should also attend the event. Paul Brown also suggested brining a financial analyst who works on budgets to better understand the process. Paul suggested that the number of attendees should be around 20 people. Van explained that she wanted to invite about 4 or 5 participants. Paul Brown explained that this would be a trial process where the members can help to draft the agenda and also provide feedback and suggestions for the future. Kathleen suggested a two-day immersion into the material that includes a practical application where the members can test out the tools. Linda, Becky, and Tammy wanted to participate in option 2, the return on investment option. Paul asked for a few people to assist him with framing the agenda for the training. / -The members agreed that Option #2 would be most useful and they agreed to send a maximum of 4 people per county

/ Kings: Beth Gazarek explained that they will have an examiner for PHAB review their application. They have assigned Domain Champions within their department to determine what documents they have and what documents they need in terms of accreditation.
Stanislaus: Becky Nanyonjo stated that they were awarded the NACCHO grant for the Electronic Performance Management System. They will be working with Donna and Allison to start that process. They will submit their PHAB application in 1.5 months. They have just finished their strategic planning process and plan to share their information with the group at the SJVPHC Retreat in Cambria. She also wanted to invite someone to share the experience of strategic planning/accreditation from their department at the retreat. They are working on recruiting various positions with a health promotion vision. Van suggested that Becky invite the strategic planning expert to an in-person meeting and other counties can invite their participants as well. She explained that the epidemiologists in her county and other counties are interested in starting an epidemiologist group.
Fresno: David Luchini explained that they have been working on F-CHIP for one total year and they have developed a new website, They just completed accreditation training for frontline staff. They have a new CAO for Fresno County. Dr. Bird has a new Facebook account and he has a new team to assist with social media and their website. They are still focusing on nursing recruitment and retention. They have also had staff ask about flexible schedules. Their PICH subcontract with the Public Health Institute is going to the board. They also have a new animal control, with a focus on adoption and compassion.
Madera: Van Do-Reynososummarized that they are planning to allow flexible schedules to new nurses so they can work in public health and acquire clinical hours at the same time. Van explained that she has split the nurse managers to they there are some off on Monday and some off on Friday. Van explained that the quick strike funding could be used for the governing for racial equity training. They are going to focus on accreditation over the next year. She explained that they have a large number of surveys in Spanish and they have had more difficulty in terms of coding for Spanish surveys. They are excited for the results as they have been able to get information from various communities that have not been reached before. She typed up the notes from Lessons on Accreditation from the CHIAC meeting and will share with the members. She cited the connection between the capacity of staff and their passion for various domains. She explained the need to engage all staff in accreditation and public health topics. Van recommended restructuring the agenda in order to provide an increased focus on accreditation. She explained that their MAPP steering committee is a milestone within their community and they have received increased funding through AB-109.
Merced: Kathleen Grassi explained that they are beginning to start work on accreditation. They have a new epidemiologist who will be working 50% of her time on accreditation. They are going to use the MAPP process which will include community meetings by county supervisor districts. They are working with both hospitals and have been assisting them with their community health assessments. They are hoping for Spring 2016 to begin the submit process and have various employees assisting in determining what needs to be done for each domain. Kathleen asked about the governing for racial equity training cohort to start in January 2016. They submitted their application as a team of 10 people, with 8 people from public health and 2 people from mental health. They are funding this cost of $10,000 through a local TCE grant. Kathleen will report back on this training and content updates.
Calaveras: Linda Winn stated that they assembled their accreditation team and participated in the training in August. She explained about her experience, both personal and professional, during the fire in Calaveras County.
San Joaquin: Tammy Evansstated that they have also been trying to focus on emergency preparedness. In terms of accreditation, they have completed their CHA and are working on their health assessment and creating domain teams. They have developed 10 areas of focus and the managers must sign up for two and they must include other staff to assist with these topic areas. They are planning to apply for accreditation in Spring 2017. They are going to screen, Raising of America, and they are having small group discussions. Dr. Garza is planning to attend a meeting in Sacramento in terms of the drought with a focus on farm workers. He explained that the Health Equity Office wants to focus on the San Joaquin Valley. Tammy was asked to be the Public Health Representative for the School Based Health Alliance and she will bring back information to the Consortium in the future.

Lunch Break: Associate Members Join At Lunch
Regional Focus around Obesity Prevention / Sara Bosse presented regarding the NEOP program. The Snap Ed Program advisory team has local county members to provide feedback and Sara is the representative for the San Joaquin Valley. They are looking for a regional focus around obesity prevention and they chose to focus on land use planning and zoning. The work plan that will begin in October 2016 will be 3 years, as opposed to the previous funding which was only 1 year. Various options include walkability, availability of green space, joint use for school sites, and a focus on parks and zoning. / -Van explained that the SJVPHC will review this issue at the retreat and Sara will follow up with the Consortium
Data Reports / John Capitmanstated that there are three regional reports that have been reviewed and there are policy briefs related to that. Kathleen rewrote one of the data reports in order to be more useful to the county. John explained that he has sent the documents to the other counties and is looking for ways to move this process forward. John felt that an in-person meeting with Emanuel and the Fresno employees was very helpful and suggested this for other counties. He also suggested an interview with county participants to get the information that they need. Members explained that they will get information to John and his team within the next few weeks. Becky wanted to set up a meeting with John and his team. Tammy explained that she needs to follow up with Dr. Garza regarding the data reports. Beth explained that she will also follow up on this but they are trying to determine the best audience for their briefs.
John explained that the two remaining briefs were scheduled to be on different topics. He will reach out to the sub group regarding the two remaining data reports. / -John and Emanuel will follow up with Becky/Stanislaus to set up a time to discuss this further

Health Equity Cohort Update / John Capitman explained that the progress of the projects within each county should be expanded to include an additional year of
CCASSC, Behavioral, Probation, and Education Next Steps / Van Do-Reynoso summarized that the CSAC Poverty Working Group Joint Presentation, Hub Walsh, Merced County Supervisor invited CCASSC and SJVPHC to present data and strategies, including maps with various indicators. The plan is to provide a joint presentation to CSAC in Spring 2016 with preparation in December.
