ANIMAL CONTROL OFFICER—POLICE DEPARTMENT
JOB SUMMARY
Enforces animal welfare and control laws and ordinances by picking up stray domestic animals, wildlife, and deceased animals; enforces local, state, and federal animal cruelty laws. Patrols the City and responds to calls to locate and pick up stray, injured, or dead animals. Impounds animals at large and removes dead animals from street. Removes wildlife from private homes and businesses and relocates to an appropriate area or facility. Completes written reports to describe all activities and actions. Enforces City codes by issuing verbal and written warnings or issuing citations. Coordinates with police, and other departments pertaining to animal-related problems in emergency and non-emergency situations. Takes bite reports, captures and locates animals involved in bites to humans; determines appropriate course of action. Restrains wild and/or dangerous animals without harming the animal. Testifies in court as required. Picks up and disposes of dead animals in safe and appropriate manner. Performs other related duties as assigned.
DESIRABLE QUALIFICATIONS
Education and Experience: High School diploma or GED; and, Six months to one year of progressively responsible related experience; or, Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. Licenses and Certifications: Valid State Driver's License. Knowledge of: Techniques utilized in the humane capture and handling of domestic and wild animals. Basic domestic and wild animal behavior. Breeds and types of domestic animals. Types of drugs and dosages for tranquilizing purposes and various drugs used for different types of animals. Applicable state, federal and local ordinances, laws, rules and regulations. Symptoms of illness or disease in animals. Skill In: Using tact, discretion, initiative and independent judgment within established guidelines. Communicating clearly and effectively, orally and in writing. Restraining wild and/or dangerous animals. Mental and Physical Abilities: Ability to understand and carry out oral and written instructions, giving close attention to detail and accuracy. Ability to read and interpret documents such as safety rules, operation and maintenance instructions, procedure manuals, and so forth. Ability to write routine reports and correspondence. Ability to deal with the public in stressful situations. Ability to detect symptoms of rabies. Ability to handle dangerous animals without injury to self or animals. Ability to deal with problems involving several concrete variables in standardized situations. While performing the essential functions of this job the employee is frequently required to stand, walk, sit, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, lift and/or move in excess of 100 pounds, and speak and hear. Working Conditions: The incumbent's working conditions are typically loud due to barking dogs. While performing the essential functions of this position the employee is frequently exposed to fumes or airborne particles, outdoor weather conditions, and toxic or caustic chemicals and occasionally exposed to dangerous or vicious animals.
