Minutes of the Regular Meeting held on Monday, June 23, 2014

I.  CALL TO ORDER AND ROLL CALL

Mr. Joseph McGuire called the meeting to order at 6:30 P.M.

II.  FLAG SALUTE AND PLEDGE OF ALLEGIANCE

Mr. Joseph McGuire led all those present in a salute to the flag.

III.  PUBLIC ANNOUNCEMENT BY PRESIDING OFFICER

Adequate notice of this meeting has been emailed to the municipal clerk and the Rockleigh School Business Administrator, and was also published in The Record on January 9, 2014.

IV.  APPROVAL OF MINUTES

On a motion by Mr. Bargna and seconded by Mrs. DeGennaro, the Northvale Board of Education approved the following Northvale Public School District minutes:

VI  SUPERINTENDENT’S REPORT

  • In attendance were Mr. Herndon, Mrs. Endo and Captain Essmann from the Northvale Police Department.
  • Mr. Pinajian stated that it was a very positive and enjoyable end of the year for all students and staff.
  • Item #15 was amended to reflect the hiring of the School Psychologist at Step 1 /MA+16

Mr. Bargna motioned and Mrs. DeGennaro seconded the motion that Resolutions 1 through 17 be accepted as presented.

1.  Ms. Deborah Trainor as Interim Business Administrator/Board Secretary for the 2014-2015 school year beginning July 1, 2014 through June 30, 2015.

2.  Mr. Joseph Barcadepone as Custodian/Bus Driver for the 2014-2015 school year beginning July 1, 2014 through June 30, 2015.

3.  To accept the resignation of Dr. Linda Salta, for the purpose of retirement, effective June 30, 2014.

4.  To accept the resignation of Mrs. Debra Gadino, for the purpose of retirement, effective June 30 2014.

5.  Approve Ms. Debra Cicchetti, in the Shared Service Agreement of the 0.5 School Social Worker position with the Norwood Board of Education (2.5 days a week for the 2014-2015 school year).

6.  The following summer aides for special needs Northvale Students at the Region III Summer School. (8:15 am - 12:00 pm beginning July 1 through July 31, 2014.

7.  Approve the Technology Shared Service Agreement between the Northvale Public School and the Northern Valley Regional High School District for the 2014-2015 school year.

8.  Approve the Northvale Public School Professional Development Plan for the 2014-2015 school.

9.  Approve the 2014 – 2015 Northvale Public School Mentoring Plan

10.  Approve the 2014-2017 Northvale Public School Bilingual/ELS (3 year-plan).

11.  Approve the contract between West Bergen Mental Healthcare and the Region III Special Services for the 2014-2015 school year.

12.  Approve the re-hire of the following Substitutes for the 2014-2015 school year.

VII  SCHOOL BUSINESS ADMINISTRATOR’S REPORT

Mr. Bargna motioned and Mrs. DeGennaro seconded the motion that Resolutions 1 through 19 be accepted as presented.

1. General Fund warrants: June Bill List #1 $295,210.35

June Payroll #1 $542,194.80

Milk Fund warrant: May Milk $ 1,116.12

2. Report of the Board Secretary [click] and Report of the Treasurer [click] for the month ending May, 2014; and

Further, that in compliance with NJAC 6A: 23-2.11(c) 4, the Northvale School District Board of Education certifies that no major account or fund has been over-expended and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year.

3. Transfer of funds between budgetary line items for May 2014 in compliance with NJ S-1701 Regulations (10% cap).

4. Appointment of Suzanne Burroughs as Treasurer of School Moneys for the 2014-2015 school year at a salary of $5,263

5. Legal Cost Control

WHEREAS, the District acknowledges that it has exceeded the 130% statewide average for legal cost, and

WHEREAS, the District shall establish internal controls to reduce legal cost when possible, and if not, provide evidence that such procedures would not result in a reduction of cost,

THEREFORE BE IT RESOLVED that the District will:

1) Limit the number of persons with authority to request services to the Superintendent, Business Administrator, Principal and the Child Study Team Chairperson,

2) Establish guidance to prevent the use of legal counsel unnecessarily for management decisions where information is readily available through policy, administrative regulations and professional source materials,

3) That request for legal advice be made in writing and maintained on file,

4) Maintain a log of all legal counsel and that all legal bills be compared to the contact log.

6. Transfer of Current Year Surplus to Reserve

WHEREAS, NJSA 18A: 21-2 and NJSA 18A: 7G-13 permit a Board of Education to establish and/or deposit into certain reserve accounts at year end, and

WHEREAS, the aforementioned statutes authorize procedures, under the authority of the Commissioner of Education, which permit a board of education to transfer anticipated excess current revenue or unexpended appropriations into reserve accounts during the month of June by board resolution, and

WHEREAS, the Northvale Board of Education wishes to deposit anticipated current year surplus into a Capital Reserve account at year end, and

WHEREAS, the Northvale Board of Education has determined to deposit an amount of unreserved, undesignated fund balance for the year end June 30, 2014, an amount not to exceed $75,000.00 into the Capital Reserve and Maintenance Reserve and an amount not to exceed the maximum allowable amount defined by the district’s Long Range Facility Plan subject to the verification upon completion of the Audit;

NOW THEREFORE BE IT RESOLVED by the Northvale Board of Education that it hereby authorizes the district’s School Business Administrator to make this transfer consistent with all applicable laws and regulations.

7. The submission of the FY 2015 IDEA Entitlement application/allocations in consortium with the Rockleigh School District as listed below:

8. The submission of a Letter of Intent to Participate in the New Jersey Digital Readiness for Learning & Assessment Project (DRLAP) Broadband Component E-Rate Consortium, which aims to help new Jersey schools increase their data telecommunications capabilities for online assessments and digital learning and furthermore the letter of intent does not bind the Northvale Board of Education to purchase any services but expresses the good faith intent to participate in the procurement process and ultimately purchase services as part of a consortium in order to get the best value for the district's telecommunications dollars.

9. Award Eastern Datacomm, Hackensack, NJ to install a new clock and bell system in the amount of $22,808.00

10. Award Rug & Floor Store, Inc. Saddle Brook, NJ under State Contract #A81751 to install new VCT flooring in the Link Hallway and Copy Room in the amount of $5,100.68

11. Award Ackerson Drapery, Lakewood, NJ to furnish and install 89 new window security shades in the amount of $3,790.00

12. Gas Supply Service Agreement with South Jersey Energy Company, Hammonton, NJ as part of the Alliance for Competitive Energy Services (ACES) from June 1, 2014 through May 31, 2016.

13. Contract with WorkPlace Connection, Paramus, NJ for Drug and Alcohol Testing Services from July 1, 2014 through July 1, 2016 at rates from $55.00 to $180.00 based on the service requested

14. Brown & Brown Benefits Advisors, Inc., Livingston, NJ as Health Consultant Advisors from July1, 2014 through July 1, 2015 at a cost of $12,000.00 (No increase)

15. As per the recommendation of Brown & Brown Benefits Advisors, Inc., an increase of 5% dental premium from July 1, 2014 through June 30, 2015, which is the first increase in five years with Delta Dental

16. Anthony Coppola attending the following meetings:

a.  Communicating Information in Microsoft Visio on July 9, 2014 in New Brunswick, NJ (registration $239 plus mileage/toll)

b.  CEFM Update on August 5, 2014 in Hackensack, NJ (registration $225 plus mileage)

17. Notice of Board meeting start time change as follows:

  • August 25th Board Retreat meeting to begin at 6:00 pm with the regular meeting to follow at 7:00 pm

ADJOURN INTO EXECUTIVE SESSION

WHEREAS, the Open Public Meeting Act and the Northvale Board of Education policy reserve the right within the constraints of state law to sit in executive session; and

WHEREAS, there now exists a need for this board to meet in an executive session; now, therefore, be it

RESOLVED, that the Northvale Board of Education adjourn into executive session for personnel matters. No action will be taken; and

Motioned by Mr. Bargna and seconded by Mrs. DeGennaro, the meeting adjourned at 6:50 p.m. with all in favor.
