Basketball Rules
YMCA OBJECTIVES: To provide equal opportunities and participation for all youths through positive programs that teach good sportsmanship, teamwork, fair play and skill development.

POLICIES
- It is our expectation that all players will get the opportunity to play in each half. Try to keep the playing times as even as possible so that each player can get game experience. We want players to have fun. While winning is important to some, we see the real value of this league in our players getting exposure to the game of basketball. We want to keep their interest and have them develop a love of the game.
- All players must register and have fees paid to be eligible.
- Teams are divided by grade, school, neighborhood and requests for teammates and/or coaches. Requests are accepted but not guaranteed.
- Recreation teams are divided by the Youth Sports Staff. The Youth Sports staff has final jurisdiction.
- Team rosters will not be available until after the coaches meeting.
- Practices may not begin until after the coaches meeting.
- Practices are scheduled by the YMCA. Recreational teams may not practice more than once a week.
- Please keep post-season recognition simple. We do not want anyone to feel any less a “champion” than anyone else. Anything given to players in addition to YMCA certificates should be done away from the YMCA.
EQUIPMENT
- The YMCA furnishes game equipment and officials.
- Players should not wear anything that is dangerous; i.e. watches rings, earrings, bracelets, etc.
- Please carry game shoes to the game to avoid wet courts and hallways.
- Game shirts are black/white reversible mesh tank tops. Players need to buy these tanks, and can wear the same tank top until it is outgrown. Tanks do not need to be purchased each season. All jerseys need to be the same in color. The YMCA doesnot allow game shirts as t-shirts that are written on with t-shirt paint, markers, etc.
- Volunteer help is required from each team to assist in score keeping and timing of the game.

YMCA STAFF
YMCA personnel shall be present and visible at all games. If you encounter any problems or have suggestions, please contact the supervisor. If you have a question or suggestion concerning the game or league, please present it before or after the game to the supervisor, not during the game. Site supervisors have the final decision at all sites.
FAN CONDUCT AND SPORTSMANSHIP
Fans should remember:
- Only positive comments are appropriate
- Instructions should be given only by the coach
- Official’s calls are final.
- Coaches are responsible for their teams fan behavior.
- Treat the opposing team with as much respect as your own.
- Unsportsmanlike conduct by fans: 1) warning to coach and spectator
2) spectator will be asked to leave
COACH CONDUCT
Coaches should remember:
- Any coach participating in a fight will be ejected from the game and relieved of his/her coaching duties for the remainder of the season. You will not be allowed to coach a team in any YMCA of Greater Omaha youth league from this point on.
- If a team receives a technical foul the coach must remain seated for the remainder of the game. A coach receiving 2 technical fouls in one game will be ejected from the game, asked to leave, and will not be allowed to coach or attend the next scheduled game. If a coach receives two game suspensions due to a technical, he/she will not be allowed to coach the rest of the season.
- Harassment of officials is not allowed and will not be tolerated.
- To treat each child as an individual and be sensitive to each person’s feelings
- Be sensitive to the feelings of the opposing team.
- To enter the playing area only for time out or injury.
- You are a role model. Your attitudes/actions are on display to everyone.
- Please handle yourself in a calm, supportive, reinforcing, controlled manner.
- ONLY One coach and one asst. coach is allowed on the bench.
- Site supervisors will deal with problems involving coaches.
REFEREE/OFFICIAL
The referee:
- Has jurisdiction from the beginning until the end of the game. Their decisions are final.
- Can stop the game for an infringement of rules or interference by spectators or coaches.
- May caution or eject a player guilty of violent conduct, serious foul play, abusive or foul language or persistent infringement of the rules.
SITE SUPERVISOR
The site supervisor is responsible for:
- Being visible and available to coaches, players and parents at all times.
- Keeping games on schedule.
- Training volunteer scorekeepers (one from each team).
- Distributing information to coaches.
- Handling problems/situations as they occur.
- Keeping all food and drink out of the gym.
- Keeping people off stages and out of hallways, etc.
PLAYING RULES
- Any player participating in a fight will be ejected from the game and banned permanently from participation in any further games and leagues at the YMCA. You will be banned from becoming a spectator during any youth sports game at any or our locations.
- Any player receiving a technical foul for unsportsmanlike conduct must sit out the remainder of the game and the officials determine severity and determine if they can play in the next scheduled game.
- Benches are furnished for coaches/players. One coach and one asst. coach are allowed on the team bench. Coaches must remain on the bench except to signal time-out, check injury, congratulate a good play or confer with the scorer’s table. Technical fouls are given for infractions of this rule.
- Time limits: Game will consist of two 20 minute halves with a running clock, except for the last minute for each half where it will stop on dead ball situation. Overtime will be 2 minutes in length.
- Spectators or coaches yelling at scorekeepers will be asked to leave the game.
- Scorekeepers yelling at officials (or creating any problems) will be asked to leave the gym.
- 3 Minute half-time.
- Each team is allowed one time-out per half with no carryover. Time-outs last one minuteand may be called by a player or by the coach.
- All players will be allowed five fouls before ejection from the game.
- Since there is a running clock for most of the game, free throws will only be shot on shooting fouls…no one on one’s. The 3rd/4th grade division will be awarded one point and the ball out of bounds on shooting fouls, whereas the 5th/6th grade division will shoot.
- Game time is forfeit time. A game may be started and played with four players.
- Coaches are to fill out team line up on the official scoresheet and provide one volunteer scorekeeper prior to each game.
- Dunking is not allowed before, during or after a game by players, spectators or coaches.
- The 3-point shot is in effect for only if the line is marked on the gym floor.
- The ball will be given out of bounds to each team alternately on a jump ball situation.
- Technical fouls may be awarded at the discretion of the official for violation of rules. Two shot free throws and possession for player/coach/bench technical.
- On the second technical foul the coach will be asked to leave the gym area. You are role models for these kids.
Nebraska or IowaStateHigh School rules apply except for the above.
OFFENSIVE/DEFENSE:
- There is a three-second lane violation.
- Back court violations will be called.
- Over and back will be called.
- Players must check in at the scores table and brought into the game by the official. Officials mustcall in subs from the scorer’s table.
- 3rd/4th grade division will employ half-court man-to-man defense only. No zone and no trapping allowed.
- 5th/6th grade division will allow any defense and any kind of full-court pressure. These players should be exposed to a higher level of strategy and play.
- Any team that builds a lead over 15 points will not be allowed to full-court press.
