On the basis of the Article 26 of the Law on Marine Fisheries (Official Journal of the Republic of Montenegro, No. 55/2003), the Ministry of Agriculture, Forestry and Water Management has issued

ON METHOD, TYPE AND QUANTITY OF FISHING TOOLS AND GEAR THAT CAN BE USED IN SPORT-RECREATIONAL FISHING, FORMS, NUMBER AND CONTENTS FOR THE SPORT FISHING PERMITS
Article 1
Sport fishing can be done only with the following means: fishing lines, one rod for angle throwing, underwater gun without explosive charge, harpoons, longlines of up to 150 angles and tridents with a torch of up to 400 candelas or without it, one fish-trap, with use of rowing boats, sailing boats or motor boats.
For joint sport fishing (of members of sport fishing associations, tourists and other sport competitions) bigger fishing, sport or other vessels can be used.
Collecting o fish, sponges and corals can be done only with manual tools such as: rakes, pincers and divers’ knife.
Article 2
In fishing with fishing lines, angles of curve width not less than 7 millimeters can be used while in fishing with floating fishing lines, the curve width must not be less than 9 mm.
Article 3
A person engaged in sport fishing with an underwater gun can move in water and under the sea only by its own power and on that occasion must have a signal float of light on the sea surface.
Article 4
The size of an angle is measured by width of the outer edges of the curve, that is, the greatest distance between the outer edge of the front and back curve of the angle.
Article 5
The permit for sport-recreational fishing is issued by the local self-management body in charge of sport and recreational affairs, in compliance with the form of the permit enclosed in this Rulebook and is integral part thereof (appendix 1).
Article 6
This Rulebook shall enter into force on the eighth day from the day of its publishing in the Official Journal of the Republic of Montenegro.
