1. BACKGROUND
The project titled “Upscaling the Nigerian Flash Drying Experience for Sustainable Regional Trade and Income generation in West Africa (UDESWA)” is sponsored by the World Bank under the auspices of the West and Central African Council for Agricultural Research and Development (CORAF/WECARD). The project is led by the Federal University of Agriculture, Abeokuta, Nigeria in partnership with four West African institutions.
The main objective of the project is to promote efficient and proven drying technologies for sustainable food security and poverty alleviation in West Africa. The project will reduce/remove drudgery and postharvest losses being experienced by smallholder farmers. In order to make a significant and sustainable contribution to post harvest technology and remove/reduce drudgery involved in processing and preserving of harvests for sustainable food security in West Africa, the project team recognizes that effective project implementation extends far beyond the evolvement and promotion of proven commercialized drying technologies, hence the project comprehensive approach will include attention to the social dynamics (social and economic dimensions) that extend beyond material improvements from evolvement and promotion of proven commercialized drying technologies. The project will pay particular attention to issues of livelihood change (with a focus on the opportunities and constraints to adoption), gender impacts, poverty elimination, environmental impacts, market development, and sustainability of the project within the project communities and scaling up of such even beyond the catchment areas. The novel/innovative technologies and systems that will be developed from the project will contribute immensely to reduction of postharvest losses through drying. The project output will also be useful for policy maker in poverty alleviation and pro-poor farmers’ livelihood improvement initiatives. Data generated from the study will serve as knowledge base for national and regional network of professional involved in drying, entrepreneurial development and capacity building. 2.Outlineof the Contract
To supply and install a flash drier for producing good Quality flour from root and tuber crops in Nigeria, Ghana, Benin Republic and Sierra-Leone as well as to provide suitable accessories, spare spares and training of staff and designated technicians to enable local operation and maintenance.
3 Drier specifications
3.1 Type of drier
Multi-cyclone(six) flash drier to take de-watered (pressed) wet cake and dry in to flour with not more than 10% moisture content.
3.2Performancespecifications
The drier will be capable of meeting the following performance levels.

3.3 Fuel source
The drier is to offer dual fuel option to permit the use of electricity/cooking gas depending or what is available in each country (details of this shall be elucidated after the award of the contract) when available, and to allow for burning of diesel oil or kerosene or agricultural waste at other times. The electrical heating is deemed to be the primary one, since this is far more cost effective.

3.7 Delivery outlet
The delivery method/outlet from the cyclones, ie single bagoutlet, double bagoutlet, bin, and method of control (shut-off slide, diverter valve or other).

Note; a standard heater will include thermal protection (built in thermocouple). Cascade control is to reduce over-heating risks in the event of fan failure by dropping out stages in such an event.

3.9 Fuel source (heating)
Fuel will be normal 35second (diesel) fuel, although the quality is unknown and a suitable in-line filter will be required.

3.11 Materials used in construction
Allmaterials shallbeappropriateforthepurpose.
In general all items in contact with the product shall be of stainless steel construction. The heat exchanger shall be made from high carbon steel ('boilerplate') or other steel with improved high temperature corrosion resistance. Other components, for example such as mounting frames, may be made from mild steel.

3.12 Installation
The unit is to be installed into an existing building that has been constructed for the purpose. The floor is concrete, and it is clad in corrugated steel metal sheet. The building may need to be modified or reworked to suit the equipment if need be as may be recommended by the flash dryer supplier.
3.13 Commissioning

3.16 Documentation(s)

Details of any amendments to drawing carried out on site during installation. Installation and maintenance manual for any proprietary items (for example burner).
Maintenance schedule (operations and frequency, for example 'Main fan bearings:-to be lubricated with NSF–H1foodgrade grease every 100 hours of operation')
4.Warranty
Please detail the warranty period and terms you are offering, for example 12months warranty against all defects in manufacturing and installation. However, not less than one year warranty shall be required for all our equipment.
5.Timescales
Please the flash dryer shall be supplied as stated after completion of contractual arrangements:

6.Delivery
Delivery at the factory site in Nigeria/Benin Republic/Ghana/Sierra-Leone Malawi to be done under our supervision.
