1.  36 Principal, Alternate and Technical Committee members as of January 31, 2009) Mel Sanders established a quorum with 19 voting members present

2.  All IEEE meetings, including SCC 18, are open to all wishing to attend; however, Business Meeting voting is limited to IEEE-SA ER only

Sue Vogel recognized Daleep Mohla for his years of service as chair of SCC-18 and numerous other IEEE activities

The entire SCC-18 Team recognizes Donald Dunn and Aramco Services for all the hospitality extended

6.  IEEE SA External Representative (ER) Overview (Ben Johnson and Sue Vogel)

Ben presented an overview of the IEEE Standards Association requirements (see attached IEEE ER Power Point Presentation)

External Representative (ER) APPLICATION TO IEEE-SA

IEEE members to fill out an application form based upon IEEE-SA (Updated) December 2008 Operations Manual along with an NFPA application form. These will be forwarded to IEEE-SA for ER positions. Included will be a list of categories (being developed) that each member will use to "self categorize within SCC18." These will then enable IEEE-SA to ensure that a balanced representation of IEEE members is maintained. Successful applications to IEEE-SA would then be submitted to NFPA for acceptance within the "User category" of the NFPA process (see action item No. 6).

Revised Bylaws

The SCC18 committee must complete the revision to the Bylaws (Policies and Procedures) for SCC18 as directed by the Standards Association. A task group will be needed to complete the revision, and submit the new document to SCC18 for adoption, and then submittal to the SA. A Draft of this document has been prepared, but a review and revision is necessary to address additional changes and to document the "User category" issue as it is resolved between IEEE-SA and NFPA.

NFPA Scope Statements

Files containing Scope Statements of NFPA documents on which IEEE members serve will be made available when completed. Those files will be sent to all SCC 18 Members and will then also be posted upon the Public SCC 18 web page.

a)  IEEE-SA ER SCC 18 representative openings

i.  Reference current openings in attendance list above

ii. Mel Sanders to distribute a list with open IEEE standards representation including current members with plans to withdraw.

b)  At present, SCC-18 should treat each proposal on its own merits

9.  IEEE-SA ER SCC 18 TC Approval Process for Directed Vote

a)  Sue Vogel to provide SCC-18 IEEE-SASB voting Directions on proposals utilizing NESC for correlation purposes.
