Minutes of the meeting of BMW Committee-3 held on 24-11-09.

The following are the records of discussions:-

1. Some units which were asked to apply for renewal of their authorization have informed that the number of total patient treated by them is less than 1000 per month. An affidavit has also been submitted to this office in this regard. The Committee at the initial stage has no reason to disbelieve what they are saying in their affidavit. However, it was decided that a random inspection shall be carried out in about 10 % cases to verify their claims.

2. It was decided that whenever an inspection is carried out by trainee engineer to verify the number of patient all the evidence/ proof or detailed record etc. should also be collected. Dr. Gautam, the Medical Superintendent, ArunAsafAliHospital suggested that the entire data of BMW-3 cases should be computerized. This would help in knowing the date of the expiry of the application. The hospitals may be informed one month before the date of expiry of authorization to submit the application for renewal.

3. It was informed by the trainee engineer that the staff deputed in many hospitals is not aware of the provisions of the Bio-Medical Waste (Management & Handling Rules). The Committee members felt that some kind of training should be imparted to nursing homes. It was decided that matter be put up administratively.

4. There are about 20 cases in which the files are not traceable. In the previous meeting, it was decided that files should be re-constituted and pending applications be disposed off urgently. But little progress has been made by trainee engineer. It was decided that trainee engineer should re-constitute all these files without any fail and these files should be put up administratively as sufficient time has already lapsed. The decisions shall be ratified by the Committee in the next meeting.

5. It was observed that the large number of Delhi Government dispensaries have not submitted their applications for renewal of authorization despite a letter from DPCC. Though a show cause notice is being sent to these hospitals/ dispensaries, it was decided that a letter may be sent to Director, DHS with a copy to Dr. Bagotia, CMO of BMW.

6. It was informed by trainee engineer that during inspection some of the Delhi Jal Board dispensaries were not having needle destroyer. The members of Committee raised concern and it was decided that a letter should be sent to DJB head office, informing that these dispensaries be provided the needle destroyer on urgent basis.

7. It was brought to the notice of the Committee members that so far as the Drug units are concerned the necessary records pertaining to Water and Air Act have been forwarded to the concerned CMC for deciding the consent applications under Water and Air Act. In view of this, it was decided that BMW Committee shall confine only to the issues related to BMW rules, the issues pertaining to ETP and DG sets and other sources of Water and Air pollution shall be dealt with by the concerned CMC. The decision of the Committee shall be intimated to the CMC, again.
