CENTRAL BERKS REGIONAL POLICE COMMISSION

February 5, 2015

The February 5, 2015meeting of the Central Berks Regional Police Commission was called to order at 7:00PM by Chairman John Theodossiou. The meeting was opened with the pledge to the flag.Commissioners answering roll call included James Cocuzza, Benjamin Overley, John Theodossiou, and Todd Weikel. Josh Nowotarski and Donald Smith were absent. Also in attendance was Claudia Hurwitz, Secretary; Mark Merolla, Solicitor; Raymond Serafin, Chief of Police.

APPROVAL OF MINUTES:

MOTION TO: approve the January 15, 2015 meeting minutes, as presented.

FINANCIAL REPORTS:

MOTION TO: ratify payment of bills totaling $104,851.22, as presented.

MOTION TO: approve the January 2015 Treasurer’s Reporttotaling $300,615.99,as presented.

SOLICITOR’S REPORT:

MOTION TO: approve Resolution 11-15, appointing James Cocuzza as the Trustee for the Pension Plan.

COMMITTEE REPORTS:

Administration: no report.

Personnel: Officer Schade has completed the FTO program and is now on full patrol.

Finance: no report.

Equipment: no report.

Insurance/Pension: The Pension Committee is meeting with Morgan Stanley on 2/6/15.

Grants/Audits/Community Policing: Chief Serafin reported that there is a grant available for police departments that add an additional municipality to their coverage area. He will look into it as talks with Oley progress.

CHIEF AND SECRETARY:

Chief: There were 475 calls in January, a slight increase over last year. The child abduction cases in Wyomissing are not the same as the incident we had last year. Officers ID’d a second suspect in last month’s home invasion.

Secretary: Ms. Hurwitz gave everyone the 2014 Statement of Financial Interest form to fill out.

UPDATES:

Lower Alsace Township: no report.

Mount Penn Borough: no report.

Police Association: no report.

OLD BUSINESS: none.

NEW BUSINESS:

MOTION TO: allow Lower Alsace and Mount Penn code enforcement representatives to work out of the police building.

MOTION BY: Mr. TheodossiouSECONDED BY: Mr. CocuzzaVOICE VOTE: All in favor.

EXECUTIVE SESSION: Mr. Theodossiou called for executive session at 7:38PM to discuss potential litigation and personnel issues. The meeting reconvened at 8:09PM with the following action taken:

MOTION TO: -approve the special counsel appointed by the insurance company for potential litigation.

-approve Mr. Weikel as an additional signer on the department bank accounts.

-eliminate the monthly reimbursement for Mr. Nowotarski’s cell phone allowance.
