WASH Cluster Support Officer (NO-B), based in Myitkyina

UNICEF Myanmar is seeking to recruit adynamic,motivated and committedindividualtoprovide support to the WASH Cluster Coordinator to ensure that the activities planned in the Myanmar WASH Cluster Terms of Reference are implemented by the different cluster members at Kachin State level.

Under the supervision of the WASH Cluster Coordinator, Myitkyina, the incumbent will carry out the following tasks:-

MAJOR DUTIES AND RESPONSIBILITIES:

  • Provide support to activities in WASH Cluster Terms of Reference which include:-
  • Supporting WASH service delivery by providing a platform to ensure that service delivery is driven by the agreed strategic priorities and develop mechanisms to eliminate duplication of service delivery and identify gaps.
  • Assist the WASH Cluster Lead in informing strategic decision-making of the Humanitarian Country Team for the humanitarian response, based on needs assessment made by the WASH partners, and the analysis and identification of gaps.
  • Assist the WASH Cluster Lead in planning and strategy development through the update of WASH sector strategy, the application to WASH standards and guidelines, the clarification of funding requirements, prioritization, and WASH cluster contributions for the overall humanitarian funding considerations and liaison with the Health and other sectors in the Cholera/AWD preparedness actions.
  • Advocacy: Identify advocacy concerns at the implementation level to contribute to Humanitarian Country Team messaging and action, and undertake advocacy activities on behalf of WASH cluster partners and the affected population.
  • Monitoring and reporting on the implementation of the WASH cluster strategy and results; recommend corrective action where necessary.
  • Information Management:support the WASH cluster coordinator with analysis of gaps, information on camps and their related services, and liaise closely with the Yangon-based Information Officer in the production of IM products that serve the cluster.
  • Contingency planning/preparedness activities in areas situations where there is a high risk of recurring or significant new disaster.
  • Assist the WASH Cluster Coordinator in cluster co-ordination at the Kachin field level, in close collaboration with the State government of Kachin;
  • Ensure that all cluster co-ordination activities in Kachin are conflict sensitive in their approach;
  • Assist the WASH Cluster Coordinator in organizing, chairing WASH Cluster meetings as well as disseminating the results of WASH Cluster meetings at Kachin State level;
  • Support the WASH Cluster members with technical solutions to problems in the field, through the existing Technical Working Groups, and that the solutions and standards developed during these groups are disseminated and applied in the field;
  • Together with the UNICEF WASH Cluster lead, represent the cluster in the UN-OCHA (IASC) meetings and other relevant meetings/workshops/working groups etc.;
  • Ensure that relevant cross-cutting and inter cluster/sector issues are incorporated in the implementation of WASH cluster activities;
  • Support the WASH Cluster members to apply the relevant guidelines, minimum standards and other relevant standards in the implementation of activities at field level;
  • Work closely with the UNICEF WASH Cluster Coordinator and WASH Information Management consultant to ensure timely sharing and dissemination of information relevant to the WASH Cluster partners and UNICEF WASH teams in Kachin;
  • Assist the WASH cluster coordinator to support the partners of the cluster when required in areas such as sources of information/data, adopted strategies, standards, best practice in implementation, working with the Myanmar government (local level), WASH funding and briefings on issues related to the cluster.
  • Assist the WASH Cluster Coordinator to Identify and report on clearly defined results achieved by the sector/cluster to document the challenges and achievements of the WASH co-ordination team;
  • Assist the WASH cluster lead to develop Early Recovery WASH strategy when the response will have reached that stage;
  • Assist the WASH Cluster Lead in ensuring a proper exit strategy of the WASH Cluster when clusters will be deactivated, and handing over of the WASH in Emergency coordination responsibility to in-country UNICEF teams and local government in Kachin;
  • Perform any other responsibilities required to ensure smooth and efficient implementation of WASH activities by the WASH actors.

QUALIFICATIONS, SKILLS AND ATTRIBUTES required toperform the duties of the post:

  • Advanced degree in Civil Engineering, Hydrogeology, Public Health Engineering or other relevant technical area.
  • At least two (2) years' experience in provision of water supply and sanitation services in emergency operations;
  • Expertise in rapid assessments and public health risk analysis; strong links in humanitarian community;
  • Excellent oral, writing and presentation skills in English including use of essential computer software packages;
  • ability to work productively in a multi-cultural environment; good health and willingness to travel under difficult conditions;
  • Knowledge of Myanmar and/or Kachin and/or other languages will also be an asset;
  • Ability to facilitate workshops and meetings;
  • Ability to work in a diverse cultural environment, with an ability to tolerate alternative customs and beliefs.
