Appropriations Committee Meeting Minutes
October 2, 2007

The meeting began at 6:10 pm.
Rebecca Ellingsworth motioned to approve SPHIS a budget of $3,000 for this fiscal year to be taken as follows: $2,000 from Travel Fund, and $1,000 from the Project Fund. This motion was seconded by Erica Downs.
The committee had requested these funds from the President’s discretionary fund at the past Senate meeting. Kate Brueggemann will provide the breakdown of the budget for the discretionary funds to the committee prior to the next meeting on October 16, 2007.
Kate also suggested the committee meet at another time to discuss SGA’s budget to review at reallocating the $3,000 back to the Fund requests, the committee agreed.
Chair Luka, per Suzanne Galbreath’s request, recommended limiting the qty of requests per meeting. Rebecca recommended meeting at 5:30. Not all members can meet that early but there would be enough members for quorum. The new meeting time will be 5:30pm.
After discussion, the decision was made that Suzanne will email on Monday prior to the meeting, the # of requests to determine whether the committee will meet at 5:30 or 6:00pm.
Chair Luka requested from Suzanne the amount that was in the reserve fund for last fiscal year. He also requested the amounts on June 30, 2007 that were left in all of the budgets for SGA and if she could bring that to the next meeting.
The following Project Fund requests were heard and approved.

Approval was based on the fact that the event has to be open to all students. OJ agreed to change the wording on the flyer “Open to all students”.
The following Speaker Fund requests were heard and approved.

The following Travel Fund requests were heard and approved.

The following requests were not heard and will be returning at the next meeting on October 16, 2007. They will be the first heard.
Ultimate – Travel Funds Request for several tournaments - $750.00
Student Health Law Assoc – Project Fund request for SHLA & LBA - $210.00
The following requests were not heard and maybe returning to the next meeting pending further information.
NPHC – Project Fund request for Homecoming - $500
Due to the fact the received funding last year for this event they would have been denied, however, Marquita Polk with NPHC stated these funds came from the President. Erica Downs is going to check with the SGA president and will advise.
Common Ground – Project Fund for U of L Pride Week - $1,000
They were asked if SGA provided funds for last years event, and Ryan Kuyers with Common Ground was unsure. Common Ground is moving the event to next month and will fill out a new request form for the next meeting on October 16, 2007, if they did not receive funding last year.
In closing, Suzanne was asked to check the rule where “all students” are able to attend the events if SGA is co-sponsoring by providing funds. If this rule is required, a motion will need to be made to add to all request forms for future students.
Suzanne is also going to try and obtain a copy of the ABS rules for funding requests.
