STOWEY-SUTTON PARISH COUNCIL

Minutes of the meeting held in the Methodist Hall on the 1st December 2010.

Present: Councillors K Betton (Chairman), K Tatham, A Thornhill, T Jutsum, E Blackman and Mrs E Balmforth. There were two parishioners present.

2. MINUTES

The minutes of the meeting held on 3rd November 2010 having been circulated, were agreed, signed and dated.

3. MATTERS ARISING FROM THE MINUTES

There were none.

4. MEMBERS DECLARATIONS OF INTEREST IN MATTERS ON THE AGENDA

6a ii) Councillor Mrs Balmforth declared an interest as a member of the Chew Valley Recreational Trail.

5. CHAIRMAN’S REPORT

The Chairman reported that there had been problems with the Post box being sealed for some time but it has now been reopened.

6a PLANNING APPLICATIONS

i)  2 Sutton Park, Bishop Sutton

Erection of first floor extension above existing garage.

Support.

ii)  Chew Valley Lake Walking & Cycle Trail, Walley Lane, Chew Magna.

Support with reservations as we would prefer the route to be separate from the existing path as we are unhappy with mixing cyclists with walkers. We also believe there should be ramp access at either end of the bridge, for disabled users.

iii)  Mistletoe Cottage, Sutton Hill Rd, Bishop Sutton. (pre - application consultation).

Erection of two dwellings on land to the rear of Mistletoe Cottage.

Support.

iv)  19 Sutton Park, Bishop Sutton.

Erection of a first floor rear extension above existing garage (Resubmission).

Support.

v)  Danesborough, Sutton Hill Rd, Bishop Sutton.

Erection of a dwelling in the rear garden.

Support with reservations on the width of the splay on the access road.

vi)  Folly Farm, Folly Lane, Stowey.

Change of use from Class C2 to Mixed Use combining Classes C2/D2 for residential education, wedding ceremonies and receptions with ancillary cafe, teaching and workshop facilities (Retrospective).

At this point the meeting was opened for parishioners to speak. The meeting resumed with a vote to support the application but with reservations and would prefer there to be a limit of a maximum of 1 event per week and for a limited period of a maximum of three years. The vote was carried by 5 votes for and 1 against.

6b RESULTS OF PLANNING APPLICATIONS

i)  The Lodge, Sutton Court, Stowey.

External alterations for the replacement of existing windows and French doors with timber framed double glazing (Regularisation).

Consent.

7. DISTRICT COUNCILLOR’S REPORT

The integration of Health & Social Care Services has proved to be particularly successful. It ensures that people who need care and support can get it easily and from one organisation. It means that this one service provides community nursing and community hospitals as well as adult social care together with three community resource centres in Bath , Keynsham and Midsomer Norton. A recent care quality commissioning inspection judged on seven counts resulted in a performing well assessment in all instances. The Government has announced the closure of PCT's by 2013 and the NHS is required to identify a new home for its community health services. In B&NES we wish to protect our integrated model of care so have elected to create a new standalone body by way of a social enterprise. This organisation will focus on community health and social care in B&NES and allow us to build onour successful track record.

8. ALCA SGM

The Special General Meeting of ALCA is to take place tonight when a decision will be made on the way forward. It is the Parish Council’s view that should ALCA be dissolved we would wish to join the Somerset Association of Local Councils.

9. REPORT FROM SECOND COMMUNITY MEDIATION MEETING

Councillors Tatham and Jutsum attended this meeting which was again, well attended. Various ideas and proposals were considered. It was decided to form a Youth Council consisting of the youths who were in attendance at the meeting. They will meet three times before Christmas and will report back to the next community mediation meeting which will be held on the 17th January 2011.

10. HEDGEROWS, ROADS & PAVEMENTS

i) Hayes Corner? It was reported that the chevron sign has been knocked down. This will be reported to B&NES.

11. FOOTPATHS

There was nothing to report.

12. FINANCES

i) Request for financial assistance from Mendip Hills AONB.

This was referred to the Finance Working Party for their meeting.

iii) Employees holiday pay.

It has been recommended by the Accountants that the Clerk and the Cleaner should be paid their holiday pay in monthly instalments of 1/12th of the annual amount each month. This was proposed by Councillor Mrs Balmforth, seconded by Councillor Blackman and unanimously agreed. This arrangement will begin on the 1st January 2011.

ii) Cheques for signature.

Details of the current financial situation were given: -

It was recommended that £1,100.00 be transferred from the Reserve Account to the Current Account.

Adoption of the Financial Statement was proposed by Councillor Blackman seconded by Councillor Thornhill and unanimously agreed.

13 DATE OF NEXT MEETING

The next meeting will be held on Wednesday 5th January 2011 at 7.30pm in the Methodist Hall.

There being no other business the meeting closed at 9.05pm.
