“Failing” CRCT = Retention

3rd to 4th and 5th to 6th

All students who did not “Meet Expectations” on the 3rd grade Reading CRCT,

and all students who did not ”Meet Expectations” on the 5thgrade Reading or Math CRCT,shall be retained in 3rd or 5th grade (with or without parent approval).

State Rule:160-4-2-.11

No third grade student shall be promoted to the fourth grade if the studentdoes not achieve grade level on the Criterion-Referenced Competency Test in reading.

No fifth grade student shall be promoted to the sixth grade if the studentdoes not achieve grade level on the Criterion-Referenced Competency Test in readingand the Criterion-Referenced Competency Test in mathematics.

If the parent wishes to appeal the retention because it is in the best interest of the student to be placed in the next grade, then a Placement Committee Meeting must take place and there must be a unanimous decision to place the student in the next grade.

At the Placement Committee Meeting, the 3rd or 5th grade committee (of administrator, teacher(s), parent) complete the front page of the Promotion/Retention Form and then send the form to the 4th or 5th grade who will decide upon the appropriate instructional plan for the student.

The basis for placement in the 4th or 5th grade must be one of the following:

  1. the student will receive instructional support from Special Education services (in which case the IEP Committee is the Placement Committee)
  2. the student will receive instructional support from ESOL services
  3. the student has a CRCT score of 790 or higher in reading and 790 or higher in math and will receive additional instructional support from elementary or middle school programs purposefully designed to assist students with difficulties in achieving grade level standards.

Students not meeting any of the above criteria will be retained in regular 3rd or 5thgrade.

All students who are retained or placed must have a plan for individualized, differentiated, and accelerated instruction for the next school year.
