1.0 Confirmation of Minutes of the following meeting
1.1 March 2014 monthly meeting held Monday 10 March 2014
On the proposal of Cllr. Leonard seconded by Cllr. Killian, the members confirmed the minutes of the monthly meeting held Monday 10 March 2014.
1.2 Special in Committee Meetings held Tuesday 25 March, Tuesday 1 April, and Friday 4 April 2014
On the proposal of Cllr. Leonard seconded by Cllr. Killian, the members confirmed the minutes of the three Special meetings. Cllr.O’Connor abstained.
2.0 Matters arising from the minutes
Cllr. O’Connor wanted it noted that during the process on the proposed variation on the C.D.P. he only considered documentation and information provided by the Executive.
3.0 Expressions of Sympathy & Congratulations
The members extended congratulations to the following:
- Paddy Maher, Dunshaughlin Community College student, on winning the junior title at the Aviva Leinster Schools Cross Country Championships recently.
4.0 To Consider matters in respect of Protocol Committee in relation to:

On the proposal of Cllr. Killian and seconded by Cllr. Leonard, the members agreed to go into committee to discuss this item. Cllr. McGowan voiced her objection to this.

5.0 To receive aReport on the Household and Bio-waste Regulations 2013 from Environment Dept
Larry Whelan circulated and presented a report on the matter. The members welcomed the roll out of Brown Bins in Ashbourne from 1 July 2014 and raised a number of queries which were answered by the officials present.

6.0 Matters raised with the permission of the Cathaoirleach
The members raised the following issues:
- Update on Dunboyne Graveyard. The Area Administrator advised that the Council had not received any request to undertake site investigation works on Council lands at the rear of Dunboyne burial ground nor any submissions / queries on the matter since the last Area meeting. The Area Manager advised that the Area Engineer would prepare a map for the May meeting showing proposed sites identified by the members. These sites could then be investigated as to their suitability for a graveyard.
- Update on Housing matters. The Area Administrator advised on the numbers on the Social Housing List in the Area; tenders were being sought for the refurbishment of the three vacant houses in Kilbreena; and that the Council had no plans at present to build Social Houses in Ratoath. The Area Manager said that the Council was confident it would receive an allocation to deal with all 34 voids in the county.
- Low rate of Rent Supplement in Meath. The Area Manager advised that Housing Dept. has made several requests to the Department of Social Protection to review the cap and bring it into line with adjoining Local Authorities.
- Update on CIS Scheme. The Area Manager advised that one application had been received for the Dunshaughlin Area. All applications were currently being assessed.
- The members asked that the Council write to the OPW requesting that the proceeds of the sale of Kilmessan Garda Barracks be used to upgrade facilities in the village.
- Lack of outdoor staff. The Area Manager said this was a cause for concern and the current debate on the transition to Municipal District status included a detailed assessment of outdoor staff and roles to try to ensure that the Municipal Districts are properly resourced.
- Update on plans to realign Milltown Road, Ashbourne.
7.0 Correspondence / Items raised by the Area Manager
- The Area Manager advised that the May meeting would be Adrian’s last as Area Engineer
- The members agreed to hold the May meeting at 9.00 Monday 12 May 2014 in the Board Room, Innovation House, Navan.
