Post Title: Trust HR Lead Specialist

Evaluation: Points 674 Grade N11

Responsible to: Executive Principal

Job Purpose: To act as Lead Specialist on HR issues across the Trust through the development and delivery of HR strategies, plans, policies and practice.

To deliver a comprehensive, high quality and fully intergrated HR service across the Trust.

Main Duties: The following is typical of the duties the postholder will be expected to

perform. It is not necessarily exhaustive and other duties of a similar

nature and level may be required from time to time.

HR Advice

1.  Deliver a comprehensive HR service including the provision of professional and confidential HR and employment law support, advice and guidance.

2.  Provide support, coaching and training to Trust and school leaders on the people management and HR implications of policy and strategy.

3.  Inform and advise the Trust Executive Team on personnel matters in order to identify trends and facilitate strategic decision-making.

4.  Review and advise amendments to HR-related policies and procedures in line with The Trust’s annual cycle.

5.  Attend, and lead where required, HR-related meetings and forums across the Trust.

6.  Take responsibility for employee relations and case management in relation to sickness absence, disciplinary issues and capability processes.

7.  Advise on organisational structures and workforce planning, including job evaluations and leading on redundancy and restructuring consultations across the Trust.

8.  Contribute to the due diligence and project management process for schools wishing to join the Trust for any HR aspects, including TUPE consultations and restructuring exercises. Lead on HR-related consultations with trade unions.

HR Service Development

9.  Manage, and evaluate the effectiveness of, external support including legal advice and Occupational Health services.

10.  Develop and maintain HR policies, systems and procedures, maintaining an efficient and effective HR communication strategy

11.  Contribute to the management and evaluation of appraisal processes.

12.  Ensure all HR-related statutory reports and returns, including workforce census and single central register are completed.

Recruitment and Safeguarding

13.  Lead the Trust’s recruitment and retention strategies, ensuring that the highest standards for job design, recruitment and selection are maintained throughout the Trust including overseeing safer recruitment practice

14.  Lead and develop strategies and practices to support staff well being

15.  Contribute to the planning, management and evaluation of broad and high quality CPD provision throughout the Trust.

16.  Ensure initial contract documents for employees are prepared and updated within required timescales.

Payroll/Budgetary Support

17.  Work with the Trust’s payroll provider to ensure the completeness and accuracy of the monthly payroll

18.  Manage CPD and associated budgets, ensuring that resources are used to provide a cost effective and efficient service.

Other duties and accountabilities:

19.  Provide leadership, motivation, support and performance management for staff with responsibility for HR procedures, in conjunction with their line managers.

20.  Take strategic responsibility for all HR elements of the Trust’s websites.

21.  Keep up to date with legislation and guidance from the CIPD, central government, Information Commissioner’s Office and other external sources, and advise the Executive Principal of any material changes and any actions required

22.  Ensure compliance with policies and procedures relating to child protection, Health & Safety and security, confidentiality and data protection, reporting all concerns to the Executive Principal.

23.  Promote and implement the Trust’s Equality Policy in all aspects of HR practice.
