The 22nd International Balloon Meet in Velikie Luki

The Organizing Committee and the Directorate of the 22nd International Balloon Meet in Velikie Luki are grateful for your attention and interest in our competition. The organizers of the event are Pskov region administration and Velikie Luki municipality. The authorized representative of them is the Balloon Federation of Pskov region.
Within the bounds of the Meet the 12thCup of Russian Hot Air Balloon Sports will take place which is held in accordance with the integrated calendar plan of Ministry of Tourism and Sports of Russia and is authorized by the Balloon Federation of Russia. The event is a rating one for Russian pilots.

- Rules
The competitions will be without observers. Competition Rules can be found on the official event site - 2017: In order to make the general briefing more effective the directorate would be thankful for the prior sending to their e-mail () of any questions that you have while getting acquainted with the rules.
- The objectives of the competitions and definition of champion
During the International Balloon Meet the following competitions will be held:
-the 10th Cup of Friendship (for all participants)
-the 12th Cup of Russian Hot air Balloon Sports (for Russian participants)
-the 13th Cup of Velikie Luki (for frequent participants of International Balloon Meets in Velikie Luki, who took part in 10 International Meets in Velikie Luki on the moment of registration)
-the 11th Cup of Princess Olga (for female pilots)
All pilots will compete in the same tasks. They will be scored in one scoring list simultaneously for all competitors. The final results will be determined separately for the following categories; the champions in all categories will be awarded with medals and prizes.
-“The Cup of Friendship” – winner will be the competitor with the highest aggregated score among all competitors by the end of the event. The absolute winner will be given prize money.
-“The Cup of Russia” - winner will be the Russian competitor with the highest aggregated score among the Russian competitors by the end of the event.
-“The Velikie Luki Cup” – winner will be the competitor with the highest aggregated by the results of flights made in the period of June 13-16, 2017 among all competitors according to the conditions given above.
-“The Princess Olga Cup” – winner will be determined as the female pilot with the highest aggregated score among all female competitors. In accordance with FAI code “In the feminine category all persons on board of the aerostat must be female”.
- Requirements for the competitors
The competitions are open for all Russian and foreign competitors.Maximum number of the participants is 40. Preliminary number of foreign participants is not more than 6.Information about pilots who presented application forms and about officials is given on the official event site – “Velikie Luki-2017” - www:balloon-cup.ru
Any hot air balloon pilot who has presented application form in time can participate in the event (for those who will take part in “Cup of Russia” the application form is to be presented in accordance with the requirements given by the Russian Hot Air Balloon Federation Bureau) and who has paid a registration fee, and who meets the following requirements by the moment of registration;
-hot air balloon pilot qualification for at least 1 year;
- flying time as a pilot-in-command not less than 50 hours.
In order to follow applicable requirements and to provide safety of flights each pilot taking part in any event flights is to have an operable radio station of the aviation range (118-136 MHz) which have to be presented on registration.
Russian pilots who want to participate in the Cup of Russian and who satisfy the abovementioned requirements, are to present the application form not later than April 20, 2017 by 24.00 Moscow time.
Pilots who do not participate in the Cup of Russia are to present the application form not later than April 27, 2017 by 24.00 Moscow time.
Digital colour photos of the pilot and of the balloon should be received by the organizing committee together with the application form.
- Registration
On registration the pilots will submit the radio station with the given characteristics and the following original documents:
-valid national hot air balloon pilot license;
-health certificate;
-pilot log book;
-balloon log book
-registration documents and certificate of airworthiness
-certificate of insurance against all claims by third parties and accident insurance (pilot and passengers) valid for the period of the Event.
-passport or Identification (to be submitted personally).
Please, enclose the copies of the abovementioned documents to the application form.
- Registration Fee
The registration fee for participating in the event is 6000 rbl. According to the decision made by the organizing committee 10 first rated pilots of Russian Balloon Federation are remitted from registration fee.

In heading “purpose”: “registration fee for participation”.
At the meeting on 17.11.2016 there were established the amounts of additional payments for pilots during the authorized events held on the territory of Russian Federation;
To have payments at the amount of 1000 rbl from all participants (including foreign ones) for participation in the authorized events.
Pilots who want to take part in the Meet are to pay the registration fee until May 15, 2017.
Pilot and 3 members of his team who have complied with all these requirements in time and have been registered and allowed to participate in the Event will be provided for the period of the Event with the following:
-competition rules
-maps
-meteo and other flight information
-morning coffee (June 13-16)
-gas filling for balloons in the amount of 150 l. for the coming flight
-meals (lunch+dinner) for the period of flights (June 13-16, 2017)
-visiting ceremonies and cultural programmes
-Event souvenirs.

- Insurance
The insurance limit against third parties is determined as 20000 Euro or its equivalent in rubles..At the end of the year 2016 there were changes in the Air Law (par.132, item 2). Each pilot and passenger shall be insured to a minimum of 1million rubles.If necessary, you can obtain the liability insurance, the insurance for pilot and passengers during registration.
- Retrieve Vehicles
If you submit to the directorate e-mail (, fax 81153 7-44-87) until the 20th of May your request for the retrieve vehicle the organizing committee will assist you to rent a retrieve vehicle for the period from the 13th to the 16th of June (possible type of vehicle – GAZel) with the driver. The organizing committee will partly compensate for the rent expenses.The approximate cost of rent for the indicated period is 8000 rubles (gasoline included).
- Accommodation
The organizing committee helps the participants to stay in “Yubileinaya” hotel or in the hostel of medical college (ul.Gorhaya,3; distance to the competition center is about 300 m).
-In case of staying at the hotel “Yubileinaya” ( the participant pays 50% of the room price.The reservation under these conditions for the period of stay from 11.06.2017 at 14.00 Moscow time until 12.00 17.06.2017 should be made from the 3d of April until the 24th of April. The range and quantity of rooms at the hotel are limited; the reservation is made based on the sequence of received requests and official applications for the participation in the event.
If the participants need special conditions of living or official registration of stay/meals they have to coordinate this with the hotel administration.
-staying at the hostel of medical college is made at the expense of the organizing committee. The hostel guests are to guarantee order and to comply with the requirements of the college administration.
Upon the receipt of the official application, the issues of reservation at thehotel “Yubileinaya” or staying at the medical college hostel will be coordinated with the representative of the Directorate (e-mail: , tel. +7926998 43 51).
CHECK-OUT at “Yubileinaya” hotel and the hostel of medical college is on the 17th of June, 2017 at 12.00 Moscow time.
- Advertising
The Event organizers have a right to locate the advertisement of the official sponsors and organizers of the Event on the balloon basket and to organize the participation in free flights for the press and sponsors. In case the advertisement of the official sponsors and Event organizers is located on the envelope and coordinated with the Directorate the expenses for the participation in the Event will be partly compensated.
Any advertising for the period of the Event in Velikie Luki shall be coordinated with the Directorate of the Eventin advance. In case of violation of this condition the competitor can be dismissed from the Event.
- Fiesta
Fiesta flights will be held within the bounds of the Meet. Qualification requirements to the fiesta flights, registration and insurance rules are similar to the given above. Registration fee for the fiesta participants is 2000 rbl.
Fiesta participants who have complied with all these requirements in time and have been registered and allowed to participate in the fiesta will be provided with the following:
-maps
-meteo and other flight information
-morning coffee (June 13-16)
-visiting ceremonies and cultural programmes
-Event souvenirs.
