AGENDA ITEM 3.6: RECOMMENDATIONS FOR THE MANUAL ON THE GLOBAL DATA-PROCESSING AND FORECASTING SYSTEM AND FOR THE GUIDE ON THE GLOBAL DATA-PROCESSING SYSTEM

SUMMARY

DECISIONS/ACTIONS REQUIRED:

Adopt draft Recommendation 3.6(3)/1 — Mapping of existing GDPFS Centres onto the corresponding designations described in the revised Manual on the GDPFS.

Draft Recommendation 3.6(3)/1 (CBS-16)

MAPPING OF EXISTING GDPFS CENTRES ONTO THE CORRESPONDING DESIGNATIONS DESCRIBED IN THE REVISED MANUAL ON THE GDPFS

THE COMMISSION FOR BASIC SYSTEMS,

Considering:

(1)  The Manual on the Global Data-processing and Forecasting System (WMO-No. 485),

(2)  The proposed revised Manual on the GDPFS (WMO-No. 485), as given in the Annexes to draft Recommendations 3.6(1)/1 (CBS-16), 3.6(2)/1 (CBS-16) and 3.6(3)/1 (CBS-16),

(3)  The Abridged Report with Resolutions and Recommendations of the 2014 Extraordinary Session of the Commission for Basic Systems,

Realizing that the new Manual introduces a clear definition for a World Meteorological Centre (WMC), which shall be appointed if fulfilling the following functions:

(1)  RSMC for global deterministic numerical weather prediction,

(2)  RSMC for global ensemble numerical weather prediction,

(3)  RSMC for global numerical long-range prediction (known as Global Producing Centre for Long-range Forecasts),

Realizing further that, as per the summary of changes of functions and procedures agreed at CBS-Ext.(2014), Regional Specialized Meteorological Centres (RSMCs) with geographical specialization would become RSMCs with specialization in one (or more) of the following activities:

(1)  RSMC for regional severe weather forecasting,

(2)  RSMC for global deterministic numerical weather prediction,

(3)  RSMC for limited-area deterministic weather prediction,

(4)  RSMC for global ensemble numerical weather prediction,

(5)  RSMC for limited-area ensemble numerical weather prediction,

Acknowledging that RSMCs with other activity specialization are redefined in the revised Manual on the GDPFS for clarity in the description of functions, not altering the designation criteria,

Having considered that a number of WMO Members hosting a WMC and/or an RSMC confirmed the mapping of their centres onto the corresponding designations described in the revised Manual on the GDPFS, and are seeking designation,

Noting with concern that many WMO Members currently hosting RSMCs with geographical specialization have not as yet confirmed the mapping of their centres onto the corresponding designations for RSMCs with specialization in one (or more) of the activities described above,

Urges:

(1) WMO Members currently hosting a WMC and/or an RSMC that have not as yet confirmed the mapping of their centres onto the corresponding designations described in the revised Manual on the GDPFS, to do so as a matter of urgency and inform the Secretary-General, as appropriate;

(2) WMO Members currently hosting RSMCs with geographical specialization, to initiate as soon as possible their demonstration phases of operational capabilities as candidates for RSMCs with activity specialization, to ensure their completion prior to Cg-18;

(3) WMO Members seeking designation as WMCs, to initiate, as soon as possible, their demonstration phases of operational capabilities to ensure their completion prior to Cg18;

Recommends to the Executive Council that:

(1) The existing WMCs and RSMCs retain their status until the eighteenth session of the World Meteorological Congress (Cg-18), in 2019, and their inclusion in Part 3, items 1 to 3, of the revised Manual on the GDPFS, as given in the Annex; however, to retain status after Cg-18, they need to demonstrate compliance by Cg-18;

(2) WMO Members currently hosting a WMC and/or an RSMC with activity specialization that have confirmed the mapping of their centres onto the corresponding designations described in the revised Manual on the GDPFS, and that the presentation of their demonstration of capabilities against the new activity specializations has provided evidence that these candidates have complied with all mandatory functions, be included in Part 3, items 1 and 3, of the revised Manual on the GDPFS, as given in the Annex;

(3) The establishment of an Executive Council Task Team on GDPFS Centre criteria/ functions and designation, comprising representatives of technical commissions and regional associations, to review compliance of GDPFS Centres against the designation criteria, as part of the WMO Quality Management Framework (QMF). Noting that deferring the review of GDPFS Centre criteria/functions and their proposed designation until the next CBS session would represent a significant delay in the implementation of important Quality Management processes by candidate centres, and the introduction of the revised Manual would not be fully completed by the Eighteenth World Meteorological Congress, as required by Cg-17.

These lead centres are fully responsible for discharging the mandatory functions of the RCC Network, with the support of the following contributing NMHSs:
