VERNON SELECTBOARD

ORGANIZATIONAL MEETING

Vice-Chair Sandra Harris called the meeting to order at 8:08 P.M.

RE-ORGANIZATION OF THE BOARD

SELECTBOARD CHAIR

Vice-Chair Sandra Harris opened nominations for Chair. JEFF DUNKLEE MADE THE MOTION TO ELECT JOSH UNRUH A CHAIR. Chris Parker seconded the motion. THE MOTION CARRIED WITH 4 AYES AND 1 ABSTENTION and Josh Unruh assumed the Chair’s duties.

SELECTBOARD VICE-CHAIR

JEFF DUNKLEE MADE THE MOTION TO ELECT SANDRA HARRIS AS VICE-CHAIR. Jean Carr seconded the motion. THE MOTION CARRIED WITH 4 AYES AND 1 ABSTENTION.

SELECTBOARD CLERK

JEFF DUNKLEE MADE THE MOTION TO ELECT JEAN CARR AS SELECTBOARD CLERK. Chris Parker seconded the motion. THE MOTION CARRIED WITH 4 AYES AND 1 ABSTENTION.

CHAIR’S REMARKS

Chair Unruh thanked the Board for their approval of him as Chair this year.

INTERNAL BUSINESS – STATUTORY REQUIREMENTS

MEETING DATES

JEFF DUNKLEE MADE THE MOTION TO SET THE REGULAR SELECTBOARD MEETING DATES AS THE FIRST AND THIRD TUESDAY OF EACH MONTH STARTING AT 6:30 P.M. Sandra Harris seconded the motion. THE MOTION CARRIED.

MEETING PROCEDURAL RULES

JEFF DUNKLEE MADE THE MOTION TO SET THE PROCEDURAL BASE FOR RUNNING MEETINGS AS ROBERT’S RULES OF ORDER, 11TH EDITION SUMMARIZED. Sandra Harris seconded the motion. THE MOTION CARRIED.

APPOINTMENT OF RECORDING SECRETARY

SANDRA HARRIS MADE THE MOTION TO APPOINT MICHELLE MILLERICK AS RECORDING SECRETARY FOR THE SELECTBOARD. Jeff Dunklee seconded the motion. THE MOTION CARRIED.

MEDIA CHOICE

JEFF DUNKLEE MADE THE MOTION TO APPOINT THE FOLLOWING AS MEDIA CHOICES FOR THE VERNON SELECTBOARD:

Chris Parker seconded the motion. THE MOTION CARRIED.

FENCE VIEWERS

SANDRA HARRIS MADE THE MOTION TO APPOINT THE FOLLOWING AS FENCE VIEWERS FOR THE TOWN OF VERNON:

POUND KEEPER

JEAN CARR MADE THE MOTION TO APPIONT THE FOLLOWING AS POUND KEEPER FOR THE TOWN OF VERNON:

• WINDHAM COUNTY HUMANE SOCIETY

Chris Parker seconded the motion. THE MOTION CARRIED.

INSPECTORS OF LUMBER, SHINGLES AND WOOD

SANDRA HARRIS MADE THE MOTION TO APPOINT THE FOLLOWING AS INSPECTORS OF LUMBER, SHINGLES AND WOOD FOR THE TOWN OF VERNON:

Chris Parker seconded the motion. THE MOTION CARRIED.

WEIGHER OF COAL

SANDRA HARRIS MADE THE MOTION TO APPOINT THE FOLLOWING AS WEIGHERS OF COAL FOR THE TOWON OF VERNON:

• ANNETTE ROYDON
• CHRISTIANE HOWE

Chris Parker seconded the motion. THE MOTION CARRIED.

TREE WARDEN

JEAN CARR MADE THE MOTION TO APPOINT THE FOLLOWING AS TREE WARDENS FOR THE TOWN OF VERNON:

• ROLAND WALKER JR.
• ANNETTE ROYDON

Jeff Dunklee seconded the motion. THE MOTION CARRIED.

ADDITIONS TO THE AGENDA

AGREEMENT

SANDRA HARRIS MADE THE MOTION THAT PREMATURE GENERAL PUBLIC KNOWLEDGE OF THE AGREEMENT WITH NORTHSTAR WILL CLEARLY PLACE THE TOWN OF VERNON AT A SUBSTANTIAL DISADVANTAGE BY DISCLOSING ITS NEGOTIATION STRATEGY. Jeff Dunklee seconded the motion. THE MOTION CARRIED.

SANDRA HARRIS MADE THE MOTION THAT THE BOARD ENTER INTO EXECUTIVE SESSION WITH THE TOWN ADMINISTRATOR TO DISCUSS THE TOWN’S AGREEMENT WITH NORTHSTAR UNDER THE PROVISIONS OF TITLE 1, SECTION 313(A)(1) OF THE VERMONT STATUTES. Jean Carr seconded the motion. THE MOTION CARRIED.

The executive session lasted from 8:16 to 8:22 P.M. when Chair Unruh stated the Board had met in executive session and no action had been taken.

SANDRA HARRIS MADE THE MOTION THAT THE BOARD APPROVE AND SIGN THE AGREEMENT DATED MARCH 6, 23018 WITH NORTHSTAR DECOMMISSIONING HOLDINGS, LLC; NORTHSTAR NUCLEAR DECOMMISSIONING COMPANY, LLC; NORTHSTAR GROUP SERVICES, INC.; AND NORTHSTAR VERMONT YANKEE, LLC (TOGETHER, “NORTHSTAR”). Jean Carr seconded the motion. THE MOTION CARRIED and the agreement was signed by the Board.

TOWN ADMINISTRATOR UPDATE

Administrator Michelle Pong informed the Board of the Spring Selectboard Institute on March 24th and UVM’s TOEC on April 3rd or April 10th for those wishing to attend.

ADJOURNMENT:

CHAIR UNRUH DECLARED THE MEETING ADJOURNED AT 8:30.
