Regular Town Council Meeting

February 8, 2011

Council Members (C/M) present: C/M K. Moss, C/M Walker, C/M James, V/M Paige, C/M S. Moss, and C/M B. Moss

C/M absent: none

Others present: Mayor Toney; Peggy Johnson, Clerk; Tana Knott, Farmville Herald; Lillian LeSueur, Tammy Baird, Samantha Baird, Angelia Saxon.

The meeting was held at the Dillwyn Town Hall located at 1030 Main Street, Dillwyn, VA, on February 8, 2011, at 7:00 p.m. The invocation was given by C/M K. Moss and the Pledge of Allegiance was led by Mayor Toney.

The Mayor asked the council if there were any changes or corrections to the January 2011, minutes. Motion made by C/M K. Moss and seconded by C/M James to accept the minutes as presented. Motion passed unanimously. Ayes: C/M James, C/M Walker, C/M B. Moss, C/M K. Moss, V/M Paige, and C/M S. Moss. Nays: none.

The Mayor opened the meeting and declared there was a quorum in attendance.

Mayor Toney recognized Lillian LeSueur and expressed his comments. The Clerk read the resolution for Edward LeSueur. The resolution was presented to Mrs. LeSueur. Angela Saxon asked about any plans for a permanent plaque or something, that she would like to be involved.

Transportation Enhancement: Motion was made by V/M Paige and seconded by C/M James to employ LPDA to continue as the engineer firm for this project. Motion passed unanimously. Ayes: C/M James, C/M Walker, C/M B. Moss, C/M K. Moss, V/M Paige, and C/M S. Moss. Nays: none.

The Mayor stated that the amendment to Phase 4 was delivered to Pam Liston.

Revitalization Project: The council listed the members to be on this committee to be called Dillwyn Revitalization Committee: Margaret Stout and Sandra Moss, Buckingham Chamber of Commerce; Acie Allen, John Staton, Shawn Bolden, business and commercial property owners; V/M Linda Paige, town council. C/M S. Moss to add this item to the town newsletter to see if any other person in the town would like to be on this committee.

Drainage Project: The council has been notified that there are still grant money available. The Clerk was asked to contact Robbie Coates for a deadline to have the grant submitted. The Clerk was also asked to contact Hurt & Proffitt to get a quote on the amendments to the PER, 2007, as requested by Robbie Coates.

Street Maintenance Committee:

- Street lights: the light at Ellis Acres is out again.

- Yards: no report

- Town cleanup: scheduled for the upcoming Saturday.

Ellis Acres: C/M James advised that there has been no update on the lease. She expressed a thank you for the donation to Ellis Acres.

Tourism Committee: C/M S. Moss stated that the committee will meet on February 15 and

has invited Rebecca Cobb, Buckingham County’s representative to Virginia Retreat.

Town’s 100th anniversary: C/M S. Moss stated that the meeting in January was very good. The committee is in the process of talking to Jeanie Stinson, who is also working on the Buckingham County 250th anniversary, for any historic material for Arcadia Publishing to do a book on Dillwyn. April 9, 10 a.m. to noon, has been set as “Hunt for History”. Residents and others are invited to come and bring photos to be scanned to help with this book.

Town Newsletter: C/M S. Moss stated that she is still working on the new issue.

Properties owned by the Martins: It was requested that the Clerk send a letter to Roy and Cheryl Martin for the cleanup of the properties that they own on Oak St. The Clerk informed the council of the request by Roy Martin (by Tommy Ranson, Buckingham County Building Inspector,) to provide a handicap ramp to the entrance of the building at 17039 Oak St, Cheryl Martin, CPA. Motion was made by C/M K. Moss and seconded by C/M S. Moss for Mr. Martin to install the sidewalk in front of Cheryl Martin, CPA, with the same color as existing today. Motion passed unanimously. Ayes: C/M James, C/M Walker, C/M B. Moss, C/M K. Moss, V/M Paige, and C/M S. Moss. Nays: none.

UNFINISHED BUSINESS

Cemetery privacy fencing: C/M B. Moss stated that they have looked at, and still looking at, fencing. The cost is between $3,000.00 and $4,000.00. They are also looking at a stone wall.

Computer upgrades: Motion was made by V/M Paige and seconded by C/M James for the Clerk and C/M K. Moss to select any upgrades for the Clerk to do her job. Motion passed unanimously. Ayes: C/M James, C/M Walker, C/M B. Moss, C/M K. Moss, V/M Paige, and C/M S. Moss. Nays: none.

CRC support and Buckingham County Board of Supervisors: Motion was made by C/M K. Moss and seconded by C/M Walker for the town to send a resolution with CRC documentation to Danny LeSueur and copy Rebecca Carter. Motion passed unanimously. Ayes: C/M James, C/M Walker, C/M B. Moss, C/M K. Moss, V/M Paige, and C/M S. Moss. Nays: none.

NEW BUSINESS:

Storage Room Roof: The Clerk was asked to contact David Jamerson about the roof.

Parking signs: The Clerk to call Spencer Adams concerning if any Boy Scouts could paint the curbing. Replacement signs will be needed by 2015, plans by January 22, 2012.

2011 Virginia Community Development Regional Priorities report due Feb. 21: V/M Paige said that she would handle this report.

Lucky Management front lawn: the yard has been torn up by hanging the Christmas lights and the American flags. Tom England has contacted Ronnie Moss. Mr. England stated that he has boards for anyone to use so that the yard would not be torn up so much. It was

suggested that the Christmas Committee to remind Ronnie Moss about the Christmas lights. The Clerk to contact Spencer Adams about skipping this pole for the flags.

Bank of America CD renewal, Feb. 12: Motion made by C/M K. Moss and seconded by V/M Paige to leave the CD at the bank. Motion passed unanimously. Ayes: C/M James, C/M Walker, C/M B. Moss, C/M K. Moss, V/M Paige, and C/M S. Moss. Nays: none.

VML Insurance offering Environmental Impairment Liability and Cyber Liability at no additional cost: Motion made by C/M K. Moss and seconded by C/M S. Moss to accept this insurance. Motion passed unanimously. Ayes: C/M James, C/M Walker, C/M B. Moss, C/M K. Moss, V/M Paige, and C/M S. Moss. Nays: none.

Write-offs: Personal Property taxes as presented due to this person not being a town resident. Motion made by C/M K. Moss and seconded by C/M James to approve write-off. Motion passed unanimously. Ayes: C/M James, C/M Walker, C/M B. Moss, C/M K. Moss, V/M Paige, and C/M S. Moss. Nays: none.

Bill from Talbott Lawn Care for snow removal at library, $50.00: motion made by V/M Paige for the town to pay for snow removal at all times. The motion died for lack of a second. Motion made by C/M B. Moss and seconded by C/M K. Moss for the town to pay this bill, $50.00. Motion passed unanimously. Ayes: C/M James, C/M Walker, C/M B. Moss, C/M K. Moss, V/M Paige, and C/M S. Moss. Nays: none. Motion was made by C/M K. Moss and seconded by C/M Walker to pay up to $100.00 per occurrence. Motion passed unanimously. Ayes: C/M James, C/M Walker, C/M B. Moss, C/M K. Moss, V/M Paige, and C/M S. Moss. Nays: none.

C/M K. Moss would like the town to open for bids the grass cutting. The decision was not to bid as most of the council members are satisfied with the current contractor.

OTHER ITEMS

Zoning permit approved for garage on LeSueur ST. (Patricia Ratte).

Letter sent to Shirley Seay for donation of gravel in cemetery.

Keystone Ridge Designs offer to waive shipping on any order $3,000.00 or more on letter receptacles.

Grants available: Publishing Historical Records; Local Government Challenge Grant for the arts.

Donation acknowledgements from Fire Dept, Ellis Acres, Buckingham Public Library.

Tana Knott, Farmville Herald suggested a plaque in memory of Edward LeSueur with donations to purchase a rock (rock plaque)
