MINUTES OF THE VILLAGE OF CATSKILL BOARD OF TRUSTEES

The meeting was called to order by President Seeley, and opened with the Pledge of Allegiance.

REORGANIZATIONAL MEETING:

The Oath of Office was administered to the newly elected officials, William Wootton and Joseph Kozloski, at the Village Clerk’s office on March 17 and 23, 2011, respectively.

The Deputy-Clerk accepted nominations for Village President. Motion by Chewens, second by Kozloski, to nominate Vincent Seeley. The Deputy-Clerk then turned the meeting over to Seeley, who thanked the Board for it’s support.

Seeley reappointed James Chewens as Vice President, and said he looked forward to working with him again.

Committee appointments were tabled.

Motion by Chewens, second by McCulloch to approve the Daily Mail as the official newspaper. AYES: All Trustees. Motion carried.

Motion by Chewens, second by Kozloski to approve the Bank of Greene County, First Niagara and JP Morgan/Chase as the official banks. AYES: All Trustees. Motion carried.

Motion by McCulloch, second by Kehoe, to hold Village Board meetings on the 2nd and 4th Mondays of the month located at the Fire Department meeting room on Central Avenue, Catskill. AYES: All Trustees. Motion carried.

Motion made by Chewens, second by Kozloski to retain the firm of Wilson, Elser, Mozkowitz, Edelman & Dicker – Alex Betke, Esq. as the Village attorneys. AYES: All Trustees. Motion carried.

The Investment and Procurement policies were tabled.

Motion by McCulloch, second by Chewens to approve the attached resolution regarding advance approval of claims. Ayes: All Trustees. Motion carried.

Motion by McCulloch, second by Kozloski to approve the attached resolution regarding mileage allowance. Ayes: All Trustees. Motion carried.

Motion by McCulloch, second by Kehoe to approve purchases from local vendors with a price differential not to exceed 10%. Ayes: All Trustees. Motion carried.

Motion by McCulloch, second by Chewens to certify the election results as follows:

Wootton: 39 votes

Kozloski: 78 votes

Ayes: Seeley, Chewens, McCulloch and Kehoe. Kozloski obstained. Motion passed.

Motion by Kehoe, second by Chewens to approve attendance at meetings and training schools sponsored by the Conference of Mayors, Mohawk Hudson Association of Village Officials, Capital District Village Clerks Association, and State and Federal agencies.

Ayes: All Trustees. Motion passed.

AGENDA:

Motion by McCulloch, second by Kozloski to approve payment of audited bills. AYES: All Trustees present. Motion carried.

Motion by McCulloch, second by Chewens to approve Treasurers report and DPW report. AYES: All Trustees present. Motion carried.

Motion made by McCulloch, second by Kozloski to allow Catskill American Legion-Honeyford Memorial Post 110 to hold their annual “Poppy” day on May 7, 2011 (rain date 5/8) from 8:00 AM until late afternoon, at Catskill Commons’ 3-way intersection. Also, approval for their annual fund raiser at the same location/hours on September 11, 2011. AYES: All Trustees. Motion carried.

Motion made by McCulloch, second by Kozloski, to accept chemical bids for the water and sewer plants as attached. AYES: All Trustees.

Motion made by Chewens, second by McCulloch, to approve installation of a hydrogen fuel cell and storage cabinet at the cell tower on Hamburg Road. AYES: All Trustees.

Nancy Richards spoke with respect to Yellow Belly Films who is looking to shoot a movie on Saturday, April 23, 2011. This would entail shutting down Water Street for approximately 2 hours. The film crew is also shooting at the Cus D’Amato Gym. Kozloski made a motion to allow the shutting of Water St. for approximately 2 hours on 4/23/2011, second by McCulloch, who mentioned that the proper people/agencies must be notified prior to street closing. AYES: All Trustees. Chewens was opposed to closing the street, but no problem with shooting their film.

Farmer’s Market issue: President Seeley gave a rundown of how the Farmer’s Market got to the present. Spokesperson Bill Oravsky did a ‘poll’ on the street and received 22 signatures for the Farmer’s Market (FM) not closing Main Street and possibly moving same to Church Street. Pat Feinman and Art Klein of Functional Sculpture Tile/Cabinetry, Jade and Tom Thorton of Van Gordon’s/Looking Pretty, Roger Benn of Red Hook Shoe, Nick Lekakis of A&G Texas Weiners, are all in favor of FM, but not if it closes Main Street. Letter was read from Anthony Salierno regarding the safety aspects of closing Main Street for the Market.

Yael Manor-McMorrow of Bell’s Café had a list of signatures (62) of those in favor of leaving the Farmer’s Market on Main Street and closing Main Street for it. Lillian Johnson of Imagine That!, Stan Raven, landlord, Deb Samuels, Village resident, all agree that the Farmer’s Market is great for the Village.

The Board would like to work on a compromise somehow. Possibly closing half of Main Street and putting vendors on the sidewalks. It was concluded that Main Street would be opened and the placement of the Farmer’s Market was tabled until the next Village Board meeting.
