JOB DESCRIPTION & SPECIFICATION

JOB TITLE: Chief Executive Officer

BASE: Relate Centre, Othen House, 7 Sheffield Road, Chesterfield

SALARY: £21,665 for 30-hour week (£26,721 pro-rata) minimum of four days per week. Flexible to meet the demands of the job including some evening and weekend cover

Holidays: 175 hours pa (5 weeks annual leave) plus 10 bank holidays.

Contract to be reviewed annually.

JOB SCOPE

To ensure that the Relate Service is highly visible and accessible to individuals and couples living in the Chesterfield N.Derbyshire area.

To provide and maintain the five core elements of the Relate service which are: -

  • Relationship Counselling
  • Psychosexual Therapy
  • Family Counselling
  • Young People Counselling
  • Education and Training

To develop a funding strategy, including commissioned services and funding opportunities, to provide sustainability, and help to increase the capacity of the services we offer.

To ensure the effective operating of the centre through clear management and staff support.

To co-ordinate Board meetings and inform the board to help their decision making of strategic, operational and budget reports as required.

To organise the Annual General Meeting and present the end of year report.

To fulfil the duties of Company Secretary.

ACCOUNTABILITY

The CEO is accountable, through the Chair, to the Board of Directors

The CEO is responsible for the deployment and management of all volunteer and paid staff in the centre. He/she must work within local policies decided by the Board and within the overall framework of the Federation Agreement as a member of Relate. In discharging this accountability the CEO:

a.Will create and maintain a working environment in which the provision and development of services to clients can thrive.

b. Will secure and maintain the confidence of funding public authorities and other bodies with which the centre works, in addition to colleagues in the centre.

c. Will work with the Centre Supervisor(s) to ensure safe clinical practice of client services.

KEY TASKS

  1. To provide strategic leadership to ensure the sustainability and development of the provision in Chesterfield
  2. Work to develop the organisations scope and secure future financial stability.
  3. To lead, manage and co-ordinate all of the activities of the centre and to ensure the effective and safe delivery of counselling and training services in a conducive working environment for all.
  4. To ensure that the centre is welcoming, and represents a high quality provision
  5. To ensure all staff adhere to the policies of the organisation and maintain good professional practice.
  6. To manage change within the organisation including staffing, systems and practice
  7. Advise the Board of Trustees, as the policy making body, on matters concerning the management and strategy of the centre, and ensuring that:

a. The Board is properly informed

b. The Board is able to consider key issues that affect or improve the delivery of services

c. The Board is able to make decisions based upon good quality and timely information.

d. The Board and the Centre are run in line with National Relate Policy
  1. Be a representative for Chesterfield Relate at Relate Central management meetings or meetings to ensure Relate Chesterfield are compliant with National Relate directives, and that the Board of Trustees is fully informed of this.

STAFF MANAGEMENT

The CEO is responsible for: -

  1. The safe and welcoming provision of the centre and any outreach provision.
  2. The recruitment and induction of all volunteers and paid staff following good employment practice.
  3. Providing staff management and support and ensuring that all staff are aware of and adhere to the policies and procedures within the organisation
  4. Ensuring all counselling practitioner placements are operating in accordance with National guidance, working closely with the Clinical supervisor to manage this provision.
  5. Ensuring that all staff receives an appropriate level of training according to the demands of their role.
  6. Ensuring that clients receive a positive service monitored through client feedback, and following up on any complaints or issues raised, in a timely manner and are recorded and reported to the Board.
  7. Maintaining the financial systems to ensure staff and volunteer payments and financial accountability.
  8. Follows the National and Local Guidelines for staff supervision, discipline, grievance and appeals.

FINANCE AND BUDGETING

  1. Work closely with the Treasurer to prepare and present the on-going budget position and the financial report to the Board.
  2. Actively seeks funding and commissioned services, to secure the work of the centre and further develop provision in agreement with the Board.
  3. Monitors client contributions and makes recommendations to improve client contributions or subsidies for clients experiencing financial hardship.
  4. Deals with day-to-day budgetary requirements and payments.
  5. Ensures the Income and Expenditure accounts are completed and maintains an effective

payments process.

PLANNING AND DEVELOPMENT

  1. To review the work of the Centre.
  2. To lead the work with the Board to produce Development and Business plans
  3. To keep abreast of opportunities for new working practices and advise the board accordingly.

COMMUNICATION AND PUBLIC RELATIONS

  1. Ensures the centre has a strong communication system.
  2. Keeps Relate appropriately informed
  3. Works closely with other Relate Centres to keep abreast of developments/opportunities and joint working
  4. Maintains a high profile with local media to promote the work within the Centre
  5. Ensures funding providers receive the required reports and feedback.
  6. Maintains appropriate links with local authorities, other agencies and voluntary groups to ensure Relate is embedded within the local provision of services.

ADMINISTRATION, HEALTH AND SAFETY

Maintains and develops administrative systems in support of the activities of the Centre.

Maintains and develops efficient and confidential record keeping

Ensures that premises and equipment are adequately maintained.

Implements the agreed health and safety policy in line with current legislation and local regulations.

OTHER ASPECTS

  1. Work flexibly to meet the demands of the role including some evening and Saturday morning work.
