The meeting was called to order by Weldon Harber, with the following trustees answering to roll call: Ralph Bowley, Mike French, Al Lehr, Linda Lehr, Laura Schaefer and Mike Todd. The Pledge of Allegiance was recited.

Laura clarified on the February 22nd minutes that the ramps weren’t put in the 60/40 project. A motion was made by Ralph Bowley to approve the February 22nd minutes. Al Lehr seconded the motion. The motion carried unanimously.

COMMUNICATIONS OR CORRESPONDENCE: none

COMMITTEE ON ACCOUNTS AND COMPUTERS: Ralph Bowley stated he reviewed the bills. Ralph Bowley made a motion to pay the bills. Mike Todd seconded the motion. The motion carried unanimously.

Ralph stated the computers and scanner are all working fine.

Ralph stated that the Village has saved almost $20,300 since signing up with Cost Recovery Corporation. Mayor Harber stated the Village saved $1,660.43 during the month of February.

Mayor Harber stated the budget for the next fiscal year had been completed. If anyone had suggestions, they can talk to Tracy Holmes. Ralph stated there will be a public meeting on Monday, April 4th. The Village Board will review the budget at the next Village Board meeting.

PERSONNEL: none

PUBLIC WORKS:

SEWER: Al Lehr stated he talked to Brian and everything is going fine at the sewer plant. They had high flow due to the recent storms.

WATER: Al Lehr stated there wasn’t a pay request. The electrician had been out for three days the prior week. Al stated Randy Burk said it should be in use by April 1st. Don Traiteur agreed.

REFUSE: Al Lehr stated Tracy Holmes has scheduled Heavy Haul Day for White goods for Saturday, April 2nd.

MOSQUITO CONTROL: none

STREETS, ALLEYS AND SIDEWALKS: Mike Todd stated the concrete projects are done for the year. The only thing that needs to be done is the seeding and strawing. The Village Maintenance staff will take care of that.

PUBLIC BUILDINGS, MAINTENANCE, AND EQUIPMENT: Mike Todd stated they ordered the new police car. They don’t have an arrival date yet.

Mike Todd stated the new maintenance truck had to be sent for repairs for a hydraulic leak. It’s still under warranty.

CABLE SERVICES AND CELL TOWERS: Linda Lehr stated Charter Communication subscribers should have received information on pricing updates.

ORDINANCES AND RESOLUTIONS: Mike French stated Ordinance 1076 is for Zoning case A-38 for the Evansco property. Mike French pointed out that section one states the application is denied because this is the original request. Section two states the property is granted parking for one truck under the current owner which will expire if ownership changes hands. Mike French made a motion to accept Ordinance 1076 as presented. Al Lehr seconded the motion. The motion passed with Ralph Bowley, Mike French, Al Lehr, Linda Lehr, and Laura Schaefer voting yes and with Mike Todd abstaining.

ANNEXATIONS: none

PARKS, POOL AND RECREATION: Laura Schaefer stated she received a letter from the treasurer of the Millstadt Sports Association asking the Village for their annual donation to sponsor a Little League team. It will cost $200. Laura Schaefer made a motion to offer support to the local Little League team and sponsor a team for $200. Mike Todd seconded the motion. The motion carried unanimously.

Laura Schaefer stated the next Park Board meeting will held on Thursday, March 24th at 7:30pm at West End Tavern. It is open to the public.

CEMETERY: none

COMMUNITY CENTER: Linda Lehr stated the Community Center has several fund raisers coming up. On Saturday, April 9th, the Optimists Club is having a Bar-B-Que at Muskopf’s Garage. Ralph Bowley stated all proceeds will be donated to the Community Center. On Saturday, April 16th, the patrons at the Community Center will be having a Bag and Jewelry Sale. They are currently collecting gently used purses and jewelry. Anyone wanting to donate can contact the Community Center. Mayor Harber stated they are going to try to get televised on Fox 2 News. On Wednesday, March 23rd, the Mayor and elected officials are going to help with Meals on Wheels and deliver home delivered meals. Patty Evansco has already had some volunteers for it. Mayor Harber stated the meals start at 11:30am.

Linda stated the Center will be having a Fat Tuesday party on March 8th to celebrate Mardi Gras. They will be having a Quilters Appreciation Day on Wednesday, March 9th. It will be put on by some high school seniors as a community service project.

Mike Todd reminded everyone that there will be a Bunco Night at St. James Parish on Thursday, March 31st to help raise money for the Community Center.

PLANNING COMMISSION & ECONOMIC DEVELOPMENT: Mike French stated the next Planning Commission meeting will be held on Tuesday, March 15th at 7:00pm at the Village Hall.

Mayor Harber stated that the Metro Regional Planning Commission is requesting payment to continue membership.

PUBLIC SAFETY:

Police Department – none

Emergency Service and Disaster Agency - none

Fire Department – Elmer Hettenhausen stated the repairs on the siren on the water tower had been completed. The repairs on the other siren are going to cost $6,800. Elmer stated the fire department asked the Village for help but the Village Attorney told them no. Elmer stated when storms come, someone from the fire department has to go to the fire house and blow the siren. There are problems with having just the one siren; residents including the grade school can’t hear it. Elmer asked who is responsible for providing protection by using the alert system. Mayor Harber answered that he had contacted Smithton and they use Cencom. He is going to get more information. Elmer stated the call alert system won’t contact everyone. Linda Lehr asked if the current sirens can be set up to be remotely triggered. Mayor Harber stated that is what Cencom would do by using the National Weather Service alerts. Elmer stated they discussed this issue at the last monthly fire department meeting. One comment made was to just let the inoperable siren rust. Discussion followed about who should be responsible for the upkeep and activation of the siren. Mayor Harber said he will look into it more and get back with the fire department. Mike Todd asked Elmer who the fire department thought should be responsible. Elmer responded that it wasn’t the fire department.

BUILDING COMMISSIONER: Steve Muskopf stated no permits were issued.

Mike French stated the Board should wait to approve the new Zoning maps because Randy Burk hadn’t brought them yet.

OLD BUSINESS: Linda Lehr reminded everyone that the DARE and Explorer programs will be holding a Trivia Night on Saturday, March 12th at 7:30pm at the St. James Parrish Center. Those 2 programs rely solely on fundraising.

NEW BUSINESS: Mayor Harber reminded the Board that Village Attorney Mike Flynn will be unable to attend the next Village Board meeting.

ADJOURNMENT: Ralph Bowley made a motion to adjourn the general Village Board meeting and was seconded by Laura Schaefer. The motion carried unanimously.
