388/17APOLOGIES
Apologies were received from Councillors I Williams and M Dorrance.
389/17DECLARATIONS OF INTEREST
Councillor C Walsh declared an interest in the application from the Swansea and Brecon Diocese as he is a member of the group and asked Councillor Meredith to Chair when he left in the absence of the vice chair. The Town Clerk declared an interested in the application from the Gouesnou Twinning Association as she is a member of the group. Councillor M Weale declared a personal but not prejudicial interest in the application from Gouesnou Twinning Association.

The Minutes of the Meeting of the Finance and Establishment Committee held on 5 June 2017 (Pages 26 to 30) were taken as read, approved as a true record and signed.
391/17CORRESPONDENCE
Submitted a schedule of correspondence to this committee – Appendix F(A).
All the correspondences numbered 1 to 4 were noted and
received.
SECTION A – FINANCE
392/17BRECON JAZZ FUND REPORT
This was discussed in detail. Members were grateful for information at this early stage but found the 2 separate reports confusing and disjointed. The Town Clerk advised that Brecon Jazz Club are attending the Full Council meeting in January but the precept will be set by that time. After discussion it was

THAT the Jazz Festivalsubmit 1 grant application when doing so next year.
393/17APPLICATIONS FOR FINANCIAL ASSISTANCE
Submitted - Schedule of applications received for financial assistance (copies of which had been previously circulated - Appendix F(B)).

THAT the undermentioned applications for financial assistance be dealt with as follows:
URDD NATIONAL EISTEDDFOD 2018
RESOLVED
THAT a grant of £1,000 be awarded to the Brecon Fund Raising Appeal Committee for the Nation Urdd Eisteddfod 2018
BRECON VOLUNTEER BUREAU
RESOLVED
THAT a grant of £1,000 be awarded to the Brecon Volunteer Bureau
BRECON -GOUESNOU TWINNING
The Town Clerk asked the Chair if he would like her to leave during
discussions. The Chair was happy for the Town Clerk to remain during
discussions.
RESOLVED
THAT a grant of £700 be awarded to the Brecon-Gouesnou Twinning Association.
BRECON BRIDGE CLUB
Members raised concerns about low level of subs and funding for
refreshments. After discussion it was

THAT members did not feel able to support this application at
present.
BRECON TOWN CONCERT BAND
RESOLVED
THAT a grant of £618.50 be awarded to Brecon Town Concert Band.
BRECON BAROQUE FESTIVAL
RESOLVED
THAT a grant of £800 be awarded to Brecon Baroque Festival.
BRECKNOCK SOCIETY AND MUSEUM FRIENDS
RESOLVED
THAT a grant of £350 be awarded to the Brecknock Society and Museum Friends.
ST JOHNS CENTRE
At this point Councillor Walsh left the chamber as he declared an interest in
this application. Councillor Meredith took over in the absence of the Vice
Chair.
RESOLVED
THAT a grant of £5000 to be awarded to St John’s Centre
394/17STATEMENT OF ACCOUNTS PAID
Submitted - Statements of Accounts paid for the months of May, June, July and August 2017 copies of which had been previously circulated – Appendix F(C). During discussions it was asked if these documents could be emailed to members so that it was easier to read them.

THAT the above Statements of Account be received and approved.
395/17TERMS OF REFERENCE
The Town Clerk advised members that following the previous meeting of this Committee the Terms of Reference had been changed to include the additions. Following discussion it was

The Chair gave an overview of this for the benefit of members.

THAT the workplan be accepted and approved.
397/17PR OPPORTUNITIES ARISING FROM THE MEETING
Members agreed to publicise the Grants supporting local organisations awarded from the Meeting.
398/17ANY OTHER BUSINESS
The Chair asked for any suggestions for the precept for the forthcoming year,
and requested that ideas be sent to him or the Town Clerk.
