PROGRAM OVERVIEW
Pursuant to the Budget Act of 2012, a total of $1,800,000 in Victim Witness Assistance (VWA) funds was allocated to the Victim Information and Notification Everyday (VINE) Program. The VWA Fund was established by Penal Code §13835 to deposit specified penalty assessments for the purpose of financing local assistance centers serving victims and witnesses to crimes.
VINE is a National Victim Notification Network. This service allows crime victims to anonymously obtain timely and reliable information about criminal cases and the custody status of offenders 24-hours a day. Victims and other concerned citizens can also register to be notified by phone, email, text message SMS or TTY device to be notified when an offender’s custody status changes.
VINE works by communicating with jail and prison booking systems in near real-time by transmitting updated information to the Appriss Data Network, which manages the automated interfaces and monitors offender status. When a change in the custody status of an offender occurs, county jails and state prison facilities transmit information through Appriss, which then immediately notifies registered crime victims of the offender’s new status.
