SUMMARY OF THE ISSUES
State regulations for the California English Language Development Test (CELDT) and the California Assessment of Student Performance and Progress (CAASPP) System each include, as a condition to be eligible for apportionment reimbursement, an annual deadline for the return of a certified State Testing Apportionment Information Report for prior year testing.
The local educational agencies(LEAs) filing for this waiver request missed the regulatory deadline for one or more State Testing Apportionment Information Report(s) for the 2015–16school year.

The California Department of Education (CDE) recommends that the state regulatory deadline for submission of the StateTesting Apportionment Information Reports be waived for the LEAs and school year(s) shown on Attachment 1.
SUMMARY OF KEY ISSUES
Each fall, the CDE develops separate State Testing Apportionment Information Reports for the CELDTand CAASPP compiled from data produced by the testing contractors. Standardized Testing and Reporting reports were developed and distributed from 1998 to 2013. The reports include the amount to be apportioned to the LEA based on the number of pupils tested during the previous school year. The CDE distributes the reports to the LEAs. State regulations require each LEA to certify the accuracy of the report by returning a signed report to the CDE by the regulatory deadline.
The LEAs filing for this waiver request missed the regulatory deadline for one or more State Testing Apportionment Information Report(s) for the2015–16school year.
CDE staff verified that these LEAssubmitted their report after the deadline and are required to submit a waiver as a condition to receive the applicable apportionment reimbursement.
Demographic Information:
Arvin Union School District has a student population of 3,071 and is located in asmall city in Kern County.
Camino Union Elementary School District has a student population of 416 and is located in a rural area of El Dorado County.
Camino Union Elementary School District has a student population of 96 and is located in a rural area of El Dorado County.
Chula Vista Elementary School District has a student population of 23,569 and is located in an urban area of San Diego County.
Cupertino Union School District has a student population of 18,860 and is located in an urban area of Santa Clara County.
Hillsborough City Elementary School District has a student population of 1,484 and is located in a suburban area of San Mateo County.
Lake Elementary School District has a student population of 173 and is located in a rural area of Glenn County.
Loomis Union Elementary School District has a student population of 2,918 and is located in a rural area of Placer County.
Newhall School District has a student population of 4,004 and is located in a suburban area of Los Angeles County.
Placentia-Yorba Linda Unified School District has a student population of 13,634 and is located in a suburban area of Orange County.
San Rafael City Elementary School District has a student population of 4,758 and is located in an urban area of Marin County.
San Rafael City High School District has a student population of 2,519 and is located in an urban area of Marin County.
Ukiah Unified School District has a student population of 5,854 and is located in a rural area of Mendocino County.
Ventura Unified School District has a student population of 17,432 and is located in a small city in Ventura County.
