DearValued customers,

In compliance with the Safety of Life at Sea Convention (SOLAS) recommendation, the Marine Department, subject to the Amendments to Section 3A of “Merchants Shipping (Safety) (Carriage of Cargoes) Regulation (Cap, 369 AV), the law of Hong Kong, requires all shipper concerned, as shown on the original master Bill of Lading, to provide the mandatory verification of the gross mass of container with cargo packed in Hong Kong (VGM) as from 1st July 2016 onwards. Container without the verified gross mass provided by the shipper concerned will be rejected from loading onboard the intended export vessel. Where missing VGM results in the container not being loaded, the shipper will be liable for all associated costs.

For both Nissin HK’s FCL & LCL NVOCC services, we rely on our customers and shippers toprovide us with accurate VGM details in order to provide to the ocean carrier. The responsibility for providing accurate VGM details is the actual responsibility of the actual shipper. Shipper who loaded or arranged loading of container.Any inaccuracies in VGM details are the responsibility of the actual shipper. If there any additional surcharge/delay loading of the inaccurate information in VGM, Nissin HK reserve the rights to charge you for any extra cost arising of it.

VGM related charge in Nissin

  1. For LCL shipment, a VGM handling fee of USD 15.00 per Bill of Lading will be implement from shipment sailing on 1st July 2016
  2. For FCL shipment, a VGM handling fee of USD 6 per container (Minimum. USD 20.00 per Bill of Lading)
  3. For FCL shipment which using method 1 which using our container haulage service, the weighting charge per container and the additional operation charge will be charged by at cost basis.
  4. For FCL shipment, any VGM fee charged by carriers to be charged by shipper on “back to back” basis

The VGM can be obtained by the following Method(s):

Method 1

Upon the conclusion of packing and sealing a container, the shipper may arrange weighing of the packed container by using a weighing scale approved by Marine Department. For a container weighed by the approved weighing scale, the shipper requires to have a weighing document showing the weighing scale’s authorization number, the name of the weighing scale operator, the date of weighing, the container number, and the seal number with signature of the weighing scale operating staff and company stamp.

Method 2

The shipper may weigh all the package and cargo items, including the mass of the pallets dunnage and the other securing material to be packed in the container, and add the tare mass of the container to the sum of the single mass using a method certified by Marine Department. In other words, the shipper opting for method 2 shall submit the application of registration before employing this method for the gross mass verification.

The shipper shall declare the verified gross mass obtained in the shipping document by quoting the registration number and submitted to the carrier and the terminal via carrier sufficiently in advance.

Remarks: The verified gross mass shall not exceed the weight limitation as set forth by our principal under which have been stipulated in our empty collection order/document.
