Council Meeting – July 2, 2015

Mayor Thomas L. Hardesty called meeting to orderat 6:30 p.m. with the following council members present:Bobby Andriot, Mike Zoeller, Donna Eaton,Shane Suttor, and Frank Page.

Absent: Jon Swindler

City Employees Present: Jennifer Herrell, Fire Chief Kevin Baker, Austin Sasser, and Carla Wainscott.

City Attorney: Steven Gregory

Invocation: Rev. Don Burley, 1st Harmony Worship Center

All present pledged allegiance to the flag.

Minutes Special Called Meeting June 16, 2015

Councilmember Suttor moved to approve the minutes of the June 16, 2015 meeting as read by council members prior to the meeting. Seconded by Councilmember Andriot.

All voted “aye” and motion carried. Absent: Jon Swindler.

Ordinance No. 2015-07-02 – An Ordinance Establishing a Revision to the System Development Charge Requirements for new connections to the Consolidated Municipal Waterworks and Sewer System of the Shelbyville Water and Sewer Commission – 2nd Reading – Steven Gregory

Steven Gregory, City Attorney, read an ordinance of the City of Shelbyville converting its Water Treatment Plant from chlorine treatment to chloramine treatment which is used by other water providers in the region. The ordinance changed the wording from shall to may.

Mr. Hurt, resident, asked questions regarding selling water from Guist Creek Lake and the water available in the lake. The residents are objecting to this ordinance and ask council to consider not passing. It does have an effect on the habitat and residents. Mayor Hardesty stated the water withdrawal would be at a minimum. The Water Company has also taken steps to protect the water by taking daily samples and placing restrictions on the water.

It was introduced for second reading by Councilmember Zoeller. Seconded by Councilmember Page.

Upon roll call, the following council members voted “aye”: Bobby Andriot, Mike Zoeller, Donna Eaton, Shane Suttor, and Frank Page. Absent: Jon Swindler.

Motion carried.

Resolution – Authorizing the Mayor to make application for and, upon approval, to enter into an Agreement with the Kentucky Office of Homeland Security to execute any documents which are deemed necessary to facilitate and administer the project and to act as the Authorized Correspondent for this project. – Steve Gregory, City Attorney

Fire Chief Baker is applying for a grant as part of Homeland Security for the purpose of purchasing digital radios according to FCC mandates. The amount is approximately $20,000. If it doesn’t take care of everything, it will come from the Fire Department’s budget.

Councilmember Page moved to approve the Resolution. Seconded by Councilmember Eaton.

All voted “aye” and motion carried. Absent: Jon Swindler.

Department Reports

Jennifer Herrell, City Engineer/Public Works Director, reported bids for new trucks were opened. Discuss at a later date. Everything else on report.

Eilene Collins, Shelby Development Corporation, talked about the Horse Show Jubilee. Breakfast tickets are sold out, but hoping to get more. Spencer and Henry Counties are coming back to the art show. Jack Brammer will be the speaker. J. D. Shelburne will be playing at the Street Concert on July 25, 2015.

Fire Chief Kevin Baker reported the department has hired 2 part-time and 2 full-time firefighters. Finally, we will be up to staff.

Mayor’s Report

Mayor Hardesty reported city offices will be closed on July 3, 2015. The park will have fireworks beginning at dusk. Lake Shelby Fish Fry will be held on July 17, 2015. Property owners who have delinquent property taxes will receive a letter notifying them of foreclosure on their property. Steve Gregory, City Attorney, is to start foreclosure proceedings on Monday. For tall grass and weeds, call Code Enforcement. Trash cans should be taken off street within 48 hours of trash collection.

Council Reports

Councilmember Andriot stated staining of bricks looks wonderful. He wants to know about tearing down properties and are some on Bland Ave.? Republic Services has not replaced the old green trash carts with the new blue carts.

Councilmember Zoeller stated residents are not leaving space between trash carts for Republic Services to pick up.

Councilmember Zoeller moved to adjourn at 7:02 p.m. Seconded by Councilmember Andriot.
