CLASS TITLE: REGISTERED NURSING CONSULTANT

ALLOCATION FACTOR(S)

This is nursing work in one of the following areas: (1) administering and implementing medical/nursing standards development in specialized programs or treatment and rehabilitation units; (2) assessing, planning, implementing, and evaluating a program for the education of the health staff for an agency; or (3) planning, coordinating, and implementing program policy and development or utilization control functions in the Medicaid Program or licensure and certification. The employee(s) in the position(s) allocated to this class exercise(s) independent judgment in formulating or assisting in the formulation of policies and procedures which have significant impact in personnel administration and/or preparation and administration of budgets.

EXAMPLES OF WORK PERFORMED:

  • Oversees the development and implementation of medical/nursing standards operating policies and procedures.
  • Serves as consultant to the facility director's office on all matters relating to professional nursing.
  • Makes periodic review of the unit activities and programs to assure compliance with nursing standards and policies.
  • Consults with the unit director in employing professional nurses.
  • Initiates and monitors studies to determine the validity of current nursing methods and practices.
  • Reviews, prepares, and forwards reports from supervisory nursing staff.
  • Participates in the training and research activities of the facility as required.
  • Assists in the development of the overall treatment and rehabilitation plan for specialized units.
  • Consults with other program personnel on nursing matters affecting the overall operations of the facility.
  • Provides leadership in the development of the health education program for the agency.
  • Assesses learning and resource needs and establishes health staff education goals for the department.
  • Consults with correctional institution health staff to determine education program needs.
  • Develops program policy, manuals and administrative rules.
  • Develops and implements program monitoring methodologies, techniques and plans; designs, implements and monitors corrective action plans.
  • Provides in-service training on medical and health care services, patient care assessments, and utilization practices.
  • Analyzes medical services provided, prepares and analyzes reports for referral of medical cases to peer review organizations.
  • Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES:

MINIMUM QUALIFICATIONS

  • Licensure as a Registered Professional Nurse in accordance with Florida Statute 464 or eligible to practice nursing in accordance with Florida Administrative Code 210-8.27 and four years of professional nursing experience, two years of which must have been in a supervisory or administrative capacity.
  • A bachelor's degree from an accredited college or university with a major in nursing can substitute for one year of the required general professional nursing experience.
  • A master's degree from an accredited college or university in nursing can substitute for two years of the required general professional nursing experience.
  • In addition to the above requirements, Florida Statute 985 requires any person employed in this class at the Department of Juvenile Justice must:
  • 1. Be at least 19 years of age.
  • 2. Be a high school graduate or its equivalent as determined by the commission.
  • 3. Not have been convicted of any felony or a misdemeanor involving perjury or a false statement, or have received a dishonorable discharge from any of the Armed Forces of the United States. Any person who, after September 30, 1999, pleads guilty or nolo contendere to or is found guilty of any felony or a misdemeanor involving perjury or false statement is not eligible for employment, notwithstanding suspension of sentence or withholding of adjudication. Notwithstanding this subparagraph, any person who pleads nolo contendere to a misdemeanor involving a false statement before October 1, 1999, and who has had such record of that plea sealed or expunged is not ineligible for employment for that reason.
  • 4. Abide by all the provisions of s. 985.01(2) regarding fingerprinting and background investigations and other screening requirements for personnel.
  • 5. Execute and submit to the department an affidavit-of-application form, adopted by the department, attesting to his or her compliance with subparagraphs 1. through 4. The affidavit must be executed under oath and constitutes an official statement under s. 837.06. The affidavit must include conspicuous language that the intentional false execution of the affidavit constitutes a misdemeanor of the second degree. The employing agency shall retain the affidavit.
