PRESENTATION OF THE ASSOCIATION AMAF-BENIN

The Association: (Amis de l’Afrique Francophone-Bénin) Friends of Francophone Africa-Benin (AMAF-BENIN) is a humanitarian and development organization engaged in the process of monitoring the UN resolutions in relation to the International Conference on Environment and Development Nation 1992 in Rio de Janeiro and the Social Summit on Development 2000 in New York.

Established in 2008 in the Republic of Benin and affiliated AMAF-France, AMAF-BENIN aims to overcome the socio-economic and environmental issues in order to contribute to improving the living conditions of the people of Benin and to the achievement of Millennium Development Goals (MDGs).

PROJECT SUMMARY

Draft Resolution Energy in Rural Areas 'ERRA' aims to transform rural communities in Benin and Africa, constrained by energy instability, drinking water and lack ofcommunication .It is to establish an innovative and efficient technology (Watly) to harness solar energy to improve municipal services, especially the services of electrical energy, drinking water and internet connection and create framework conditions for sustainable local economic development.

It is a social action on behalf of poor communities to address not only the issues of poverty and vulnerability, but also to advance the prospects of a reduction of risks to the environment and limit the endemic diseases, morbidity and mortality due to poor hygiene and several types of pollution, and promote a healthy and productive life for people in general.

I-Background and Rational

The people of the Republic of Benin like those countries in Sub-Saharan Africa, face difficulties in access to electricity, drinking water and internet connection which means unemployment and youth migration, insecurity, rising costs and limited health services and education, with consequences for the environment and involves any promotion of a healthy and productive lives.

The results of the national survey on the collection of the aspirations of people of Benin for the reconstruction of the country describe a general expectation fundamentally to a healthy environment and social welfare. These results allowed the makers to project long-term prospects expressed through several documents including (Benin ALAFIA 2025), the government's desire to achieve this dream of people to make Benin by 2025 , "a beacon, a well-governed, united in peace, prosperous and competitive economy, cultural influence and social welfare." To do this, we need an efficient and sustainable energy security, clean water and the internet to improve social services and boost the development of economic activities.

Also, the extent of energy poverty, polluted water and lack of communication infrastructures in Benin Republic it is an obstacle to the development of population and particularly in rural areas.

According to a study by the Benin Centre for Scientific and Technical Research in 2013, nearly 60% continuous energy consumption comes from traditional energy firewood and charcoal, against 35% for oil products and only 5 % for electricity; besides this electricity is used by only 25% of Benin's population on average, with less than 4% in rural areas. The case of the lakeside Common Sô-Ava is more alarming, it is one of the poorest and most isolated community in the Republic of Benin Commons. According to statistics from the General Census of Population and Housing (RGPH3-2002), the common-Sô Ava has a population of 101,975 inhabitants in 42 villages and Districts 7 and only 2 villages are electrified by their proximity to another nearby town. This rate of electric blanket represents 5% of the common and the drinking water is 26%. Similarly, the rate of health coverage is the lowest in the country and the internet did not even exist in this county. This is a silent crisis reinforces the cycle of poverty and increasing disparities among marginalized communities.

Thus, it is urgent to take action accordingly to overcome the various irregularities related to electrical energy poverty, safe water and communication services, to significantly reduce poverty and initiate a socio-economic development of poor communities.

The implementation of this project is part of a general process to ensure the supply of clean and sustainable electricity and drinking water, to build capacity in electrification and support the right to water and the Sanitation (DEA) and the Internet as an essential tool for improving the living conditions of the populations. It is also part of the National Strategy for Growth and Reduction of Poverty and in major national and international strategic development in the long terms.

So to help the development policy of governments in general, for the achievement of the Millennium Development Goals (MDGs) and promote the initiatives of the Rural Electrification (RE) of the Government of Benin, Facility energy (FE) of the European Union and the Power Africa (PA) of the United States Government to promote the development and happiness of poor communities and the value of human health, education and environment, the Association Friends of Francophone Africa-Benin (AMAF-BENIN) promotes over several years, a series of activities to provide sustainable electricity, drinking water and efficient internet connection to rural communities in Benin and Africa:

Socio-economic level:

- Create employment in the medium and long term for young people;

- Open up new opportunities for communities in difficulty, constrained by the lack of infrastructures and a proper grid service in the possibilities of progress and development;

- Meets the needs expressed widely by village people to improve their living conditions.

Policy level:

- As part of the National Strategy for Growth and Reduction of Poverty which made ​​energy security one of its priorities;

- Contribute to the achievement of the Millennium Development Goals (MDGs).

I-2- Objectives

- Ensuring energy security, clean water and internet connection to village communities and advance the prospects for reducing the risk of environmental degradation;

- Improve health services and education by the availability of clean and sustainable electricity, drinking water and internet connection to give a chance of survival for women and children in rural areas where most die during childbirth night;

- Create favorable conditions for local economic investments and other social services for poverty reduction.

II-The Description (the Shares)

1 / Planning / Develop a plan of action and management that will guide the consultation document and to keep the receipts of the project.
2 / Resource Mobilization / It will set in motion a campaign to mobilize financial resources through GlobalGiving to inform potential financial partners and seek their support for the project.
3 / Choice of location and realization of the installation media / The proposed site layout will be made with local and municipal authorities. A base will be conducted on site to support the machine.
4 / Acquisition of Materials / The aim here is to organize the loading and transporting equipment from Spain to Benin, to transit formalities to final destination.
5 / Installation of equipment / This will install a Watly L machine with all accessories, with a production capacity of 20 kWh of electricity and 100 liters of drinking water per day in addition to the internet. For the future, the system will be enhanced to produce more than 100 kWh of electricity and 1,000 liters of drinking water per day. Also, other machines will be installed in almost all villages of the municipality Sô-Ava to ensure the energy security of the entire county.
6 / Awareness - Introduction and Training / People will be sensitized and initiated the use of the machine. They will also be educated to civilization and self-monitoring to meet the machine, away from acts of vandalism or theft.
7 / Production / The main purpose is the production of clean and sustainable renewable energy to SÖ6Ava and remote areas of Benin and Africa that are not connected to any power grid, to gradually replace the Chinese lanterns, generators used ... for lighting needs in order to preserve the environment.
8 / Quality control / The Watly machine certified to analyzes of accredited laboratories and the results demonstrate an excellent water quality. However, the water produced will be submitted to the Directorate of Food and Applied Nutrition (DANA) for quality control.
9 / Marketing / The products offered as electricity, drinking water and the internet are products in great demand by village communities. To this end, AMAF-BENIN will handle the distribution of products directly to consumers. It will ensure that the sale price is within the reach of all village communities and will be below the price charged by the existing electricity networks in the country. It would be well for drinking water and the internet. The revenue from the sale will pay the salaries of project staff, strengthen the system and purchase other machines to the point of the project to scale throughout the town of Ava Sô-and long-term through all the remote areas of Benin and Africa.
10 / Creating a Web site for the project / This will create a website related logos and addresses of partners to give visibility to the project. The site will post images and reports on the project and provide information on its evolution.
11 / Creating a Social Enterprise and Change of Responsibility / A Social Enterprise will be established to continue the management of activities once the project is completed. The responsibility will be passed to the Social Enterprise that will ensure the management and sustainability of the project.
12 / monitoring and Evaluations / A local monitoring committee composed of leaders of NGOs, representatives of local or municipal authorities and elders of the town is set up and will monitor activities and report the results to AMAF-BENIN, which will be returned to the following partners cycle of continuous improvement.

- Schoolchildren children and students who will benefit from the electricity and internet access for academic research and improve their conditions of study and their family units.

- The entire population of the lake Town Sô-Ava and tourists.

IV-Methodology (Strategies)

The implementation of the project is scheduled for a twenty-four duration (24) months in each beneficiary village. Equipment (machines) should be shipped from Spain and route to the Republic of Benin until after the mobilization of financial resources. However, campaigns to mobilize financial resources will continue to strengthen and the acquisition of new equipment to bring the project to scale across all the villages of the municipality of Sô-Ava and all remote areas of Benin and Sub-Saharan Africa. Electricity power and the volume of water will be distributed according to size each Structure, Enterprise and household. Outreach activities will be during the first months of the project and a technician Watly would be early in the project for the installation of equipment and provide training for local staff in the use and maintenance of the machine. Needless to transfer powers to the Association: AMAF-BENIN and will ensure the maintenance of quality of production. A local committee will be responsible for tracking and monitoring equipment. Thus, cooperation with the Beninese Agency for Rural Electrification and Energy Management (ABERME), National Water Partnership of Benin(GPW/PNE-Benin) and Water and Sanitation for Africa (EAA) will determine synergy action to ensure the quality of all operations.

V-Management Team

There will be a coordination composed of members of AMAF-BENIN, managers and accountants and technicians in renewable energy that will be responsible for coordinating all activities of the project, to provide guidance and ensure the proper execution of the project.

VI-Sustainability

During the implementation of the project, it will be created a Social Enterprise under local law to be the legal entity of ERRA project and ensures its good governance and sustainability. It will make semi-annual coordination and AMAF-BENIN, which will be returned to partner relationships. The receipts of the activities will be donated at the end of the project, the Social Enterprise for further activities. Project coordination and AMAF-BENIN will monitor and communicate sufficient information to local authorities and partners. They will use the website to communicate and give a high profile project, the publication of photos and information to boost tourism development in the Municipality of Sô-Ava.
