Job description

The All-Party Parliamentary Group on Global Tuberculosis (APPG on Global TB) is looking for an experienced and enthusiastic individual to act as its Co-ordinator. This is an exciting role focused onworking with UK parliamentarians, TB experts and advocacy networks to drive forward strategic and innovative campaigns that will raise the profile of the global (including UK) TB epidemic, help to accelerate efforts to meet Millennium Development Goal targets on TB, and have a tangible impact on people affected by the disease.

Background

The APPG on Global TB was established in 2006 in response to cross-party concern aboutthe growing scale and impact of the TB epidemic in the UK and worldwide. Members of the APPG believe that with more concerted global action and increased political will, most of the 1.7 million people who die from TB each year could be treated easily and cheaply and new TB infections could be dramatically reduced. The group has over 30 members from both the House of Commons and the House of Lords and is jointly chaired by representatives of thethreemajor UKpolitical parties: Andrew George MP (Liberal Democrat – West Cornwall and Isles of Scilly), Nick Herbert MP (Conservative – Arundel and South Downs) and Julie Morgan MP (Labour – Cardiff North). The APPG is also supported by a network of over 230 individuals representing the many diverse sectors involved in TB control.

To date, the APPG has been successful in galvanising political interest in TB in the UKand has provided a platform for discussion and debate on a range of TB-related issues. The APPG has also provided an opportunity for different stakeholders in the UK and further afield to come together and network on a regular basis. The APPG on Global TB works closely with other APPGs in the UK Parliament and with groups of Parliamentarians around the world with a similar commitment to eradicating TB.

The Secretariat for the APPG on Global TB is provided by RESULTS UK (see end of documentfor further information on RESULTS) who would directly employ the APPG Co-ordinator.

About the position

The APPG Co-ordinator will bring a new energy and enthusiasm, innovative ideas and additional expertise and capacity to an already successful Secretariat, enabling the APPG on Global TB to make faster progress towards achieving its objectives which include:

  • To campaign for TB to be made a political priority for the UK Government, political parties and the international community
  • To provide a forum for debate and discussion on issues relating to the global TB problem among Parliamentarians and other key stakeholders
  • To promote effective and sustainable solutions that will have a positive impact on reducing the burden of TB in the UK and internationally
  • To ensure that political and financial commitment for TB control from the UK Government and other sources is proportionate to the global need

Working closely with the three co-Chairs and other TB stakeholders, the APPG Co-ordinator will be involved in all aspects of the APPG’s work ranging from the day to day running of the group through to the implementation of original and targeted campaigns.

Responsibilities to include:

  • Identifying specific TB issues for the APPG to focus its work on (in association with other stakeholders)
  • Developing and implementing campaigns and activities based on the above highlighted issues
  • Maximising parliamentary processes to highlight World TB Day on 24th March
  • Increasing the number of APPG members both pre-and post general election
  • Supporting the development of a global network of parliamentarians with an interest in TB
  • Working with non-Parliamentary partners to maximise awareness and action on TB
  • Representing the APPG at major strategic UK and overseas TB meetings and conferences
  • Organising opportunities for MPs to experience TB issues (including site visits and delegations)
  • Researching and drafting APPG briefings and reports
  • Organising APPG meetings in parliament, including identifying speakers
  • Monitoring the impact of existing APPG reports and implementation of previous recommendations to the Departments of Health and International Development
  • Everyday administration of the APPG (e.g. keeping membership lists up to date)
  • Clear and effective communication with members and supporters (e.g. maintaining the APPG website, writing newsletters and monthly update reports for parliamentarians)
  • Maintain the APPG budget records
  • Helping to sustain, and where necessary generate, funding for the APPG

Person specification

The ideal candidate for this position would have the following attributes:

  • Passion and commitment to the cause of eradicating TB in the UK and internationally
  • Knowledge of the UK political system
  • Excellent communication and interpersonal skills
  • Excellent research and writing skills and experience of compiling reports
  • Experience of organising meetings and other events
  • Knowledge of public health issues and ideally some technical knowledge of TB
  • Strong computer skills (Microsoft Office)
  • Ability to work well as part of a small team and on own initiative
  • Ability to work on multiple projects with short-term deadlines
  • Ability to work in an open and inclusive manner and proven experience in consulting with multiple stakeholders in all stages of work

The following attributes are also desirable:

  • Experience of working in parliament
  • Experience of campaigning or advocacy work
  • Good existing contacts amongst policy-makers, practitioners and academics (in the field of TB control or politics)
  • Knowledge of international development/global health issues

Terms and conditions

This is a part time position for six months. There is the possibility of extension if funding becomes available. All terms and conditions are in line with RESULTS UK’s employment policy.

1. Starting date

The position is available from8th February 2010.

2. Salary

£21,000 pro rata

3. Hours of work

A full normal working week is 37.5 hours (excluding breaks), but as this is a part-time position of 3 days per week this post requires only 22.5 hours. These hours will be worked as agreed with the line manager but some flexibility may be required to meet the needs of the job. There is no paid overtime.

4. Holidays

20 days per year pro rata plus bank holidays.

5. Terms of contract

The APPG Co-ordinator’s contract is for six months. There is the possibility of extension if funding becomes available.

6. Probationary period

All new employees have a probationary period of three months.

7. Notice period

One month.

8. Location

The post will be based in RESULTS UK’s nationaloffice in central London.

9. Line manager

The post holder will be managed on a day-to-day basis by the RESULTS UK Executive Director. The post holder and RESULTS UK are ultimately responsible to the Co-Chairs of the APPG for the running of the APPG Secretariat.
