A CONCURRENT RESOLUTION Directing a Study of the Kentucky Enterprise Zone Program

A CONCURRENT RESOLUTION directing a study of the Kentucky Enterprise Zone Program.

WHEREAS, the General Assembly declared that the purpose of the Enterprise Zone Program is to revitalize economically depressed areas of the state, having the goals of improving the quality of life of individuals living in the zone, providing employment opportunities, job training, and neighborhood improvements; and

WHEREAS, additionally, the General Assembly created the Kentucky Enterprise Zone Program in 1982, to encourage economic activity by existing and new businesses, and to eliminate blighted and deteriorated areas with the hope of bringing new or renewed development to targeted and economically depressed areas; and

WHEREAS, the Kentucky Enterprise Zone Program has provided to businesses, not only state and local tax incentives, but also strategic location to transportation networks, suppliers, and other city services, and provided undeveloped land suitable for industry and older buildings adaptable to modern industrial needs; and

WHEREAS, the total number of qualified businesses active in the ten designated enterprise zones is 2,503, and the number of businesses certified since the beginning of the program is 4,066, according to the annual report for the period July 1, 2000 through June 30, 2001;

NOW, THEREFORE,

Be it resolved by the House of Representatives of the General Assembly of the Commonwealth of Kentucky, the Senate concurring therein:

Section 1. The Legislative Research Commission is directed to have the Interim Joint Committee on Economic Development and Tourism conduct a study of the Kentucky Enterprise Zone Program. The study shall focus upon the effectiveness of the program to achieve its stated goals and make findings as to changes needed to increase the effectiveness and efficiency of the programs and determine whether the program merits continuation beyond the statutory dates of expiration.

Section 2. The findings of the Interim Joint Committee on Economic Development and Tourism shall be presented to the Legislative Research Commission no later than October 31, 2002. Proposed legislation may be submitted to the 2003 Regular Session of the Kentucky General Assembly.

Section 3. Provisions of this resolution to the contrary notwithstanding, the Legislative Research Commission shall have the authority to alternatively assign the issues identified herein to an interim joint committee or subcommittee thereof, and to designate a study completion date.
