Explanatory notes

1Industry technical and safety criteria refers to the candidate performance being carried out in accordance with the Hazardous Substances (Compressed Gases) Regulations 2004 and code(s) of practice approved by the Environmental Protection Authority(EPA)pursuant to sections 78 and 79 of the Hazardous Substances and New Organisms Act 1996.

2All testing operations must comply with the requirements of the Health and Safety in Employment Act 1992, the Health and Safety in Employment Regulations 1995, the Accident Compensation Act 2001, the Hazardous Substances (Compressed Gases) Regulations 2004, AS 2337.1:2004 Gas cylinder test stations – General requirements, inspection and tests – Gas cylinders, Hazardous Substances and New Organisms Act 1996, andthe EPA Guide to Gas Cylinders 2013.

3Sufficiency for this unit standard requires the hydrostatic testing of a minimum of three SCUBA cylinders of differing specifications. Of the three cylinders a minimum of one must be constructed of steel and a minimum of one must be constructed of aluminium.

4Inspections may only be carried out at approved EPA accredited testing stations.

5Whilst conducting hydrostatic cylinder tests the candidate must be supervised by a periodic tester approved as a test certifier by the EPA. The approved periodic tester is the only person who can issue a periodic test certificate for eachcylinder subsequent to the candidate’s assessment.

6Definitions

Organisational requirements refer to a provider’s own policies and associated documents.

SCUBArefers to Self Contained Underwater Breathing Apparatus.

1.1SCUBA cylinder hydrostatic testing regulations are described in accordance with industry technical and safety criteria.

Rangeidentification of the cylinder, removal of any external attachments, external examination in accordance with AS 2337.1:2004 removal of the valve, cleaning of cylinder interior and neck threads, internal examination in accordance with AS 2337 Part 1, checking the valve for correct function and condition in accordance with AS 2337.1:2004, pressure tests in accordance with the cylinder specification andAS 2337.1:2004, drying the cylinder, refitting the valve, partially charging the cylinder with air, checking the cylinder or valve for leaks,tagging or labelling the cylinder, preparation of a periodic test certificate for a customer, cylinder hydrostatic test failure standards and protocol.

Conduct SCUBA cylinder hydrostatic tests.
