PurposeThis unit standard is for people in the automotive industry who are required to pre-assess a motor vehicle for compliance with CoF requirements prior to the vehicle being inspected by a Land Transport New Zealand certified Vehicle Inspector; it does not permit the candidate to issue or influence the issue of a CoF. People credited with this unit standard are able to determine CoF requirements, and pre-assess a motor vehicle to determine compliance with CoF requirements.

3Definitions

Company requirements refer to instructions to staff on policy and procedures which are documented in memo or manual format and are available in the workplace. These requirements include but are not limited to – company specifications and procedures, work instructions, manufacturer specifications, product quality specifications, and legislative requirements.

Elements and performance criteria

Element 1

Determine CoF requirements.

Performance criteria

1.1The class of vehicle required to be pre-assessed for compliance with CoF requirements is identified in accordance with legislative requirements.

Rangemay include but is not limited to – licensed passenger service, licensed rental service, licensed vehicle recovery, goods service, heavy motor vehicle as a place of abode, motor vehicle with a gross laden weight of 3500 kg or more.

1.2The VIRM and legislative requirements relevant to any section of a motor vehicle subject to CoF inspection are sourced for reference in accordance with company requirements.

Element 2

Pre-assess a motor vehicle to determine compliance with CoF requirements.

Performance criteria

2.1Safe working practices are observed throughout the task in accordance with legislative requirements.

Rangepersonal safety, safety of others, equipment and vehicle safety.

2.2Vehicle components are assessed to determine compliance with the VIRM and relevant legislative requirements, and faults are recorded in accordance with company requirements.

Rangecomponents may include but are not limited to – lights, horn, mirrors, wipers, windows, sun visor, seat belts, seats, upholstery and trim, cleanliness, doors and door fastenings, direction indicators, reflectors, mudguards and flaps, dangerous fittings, steering and suspension, corrosion and weakening of the structure, exhaust system, noise, fumes, tyres, hubometer, brakes, drive train, speedometer, warning devices, couplings, alternative fuels, TV or monitoring systems, first aid kit, wheel changing equipment, fire extinguisher, body security, vehicle documentation, owner identification, vehicle identification, tare weight marking.

2.3A recommendation on any faults found that are subject to a CoF is made in accordance with company requirements.

Providers must be accredited by NZQA, or an inter-institutional body with delegated authority for quality assurance, before they can report credits from assessment against unit standards or deliver courses of study leading to that assessment.

Industry Training Organisations must be accredited by NZQA before they can register credits from assessment against unit standards.

Accredited providers and Industry Training Organisations assessing against unit standards must engage with the moderation system that applies to those standards.
