EDAC had some questions on this collection (see discussion below.)
  1. Can you let me know what format the survey comes in? Is it web based?
The Self-Assessment survey is web based.
2. What kind of response do you expect from teachers? Some districts thought that they might have little response from teachers.
I’ve had several districts (Widefield specifically) ask when the survey will be available. They found the data valuable.
3. Is there a glossary of terms for this survey? There were a lot of terms that might be interpreted in a number of different ways.
Glossary of terms is attached.
4. Is this collection tied to Title IID? EDAC thought that went away and was wondering if this was a continuation.
It was a requirement of Title IID however this program has been de-funded. The department made a decision to continue to support the survey as it provides valuable information for districts.
5. EDAC asked that it is stated as voluntary on the cover of the form.
The survey is voluntary as it was two years ago. This did not change.

Overview: The Division of Capital Construction would like feedback regarding our yearly grant selection meetings. They are looking for feedback on how to improve all areas which include: the grant application, technical assistance provided by our staff, the selection process, and what we are doing well in each of these areas. To align with CDE's internal goals on how we can effectively measure the performance as a department, to show we are providing outstanding customer service and meeting our customer's needs.
Discussion: EDAC made some recommendations to the structure and placing of questions and asked that the survey is anonymous and voluntary.
Conclusion: Approved
30 Minutes / IMS-105 Data Pipeline Staff Profile Interchange and IMS 106 Data Pipeline Student an Enrollment Interchange / Lisa Bradley
Overview:As CDE moves to reduce the data burden placed on districts, the Automated Data Exchange (ADE) system was targeted for replacement. As part of the replacement, CDE is now renaming ADE to Data Pipeline.
There are several goals of the Data Pipeline project. CDE intends to:
Move from a program-centric collection system to a student-centric collection system
Reduce data demands placed on districts
Reduce/Eliminate data Redundancy
Capture more real-time information
Enable the district to district sharing of data related to student transfers
by 2013/2014 school year, you will have a new system for reporting collected data that will reduce many of the redundancies found in the current system. Through extensive analysis the data has been restructured to reduce the data redundancies while retaining the current business rules used to collect student data.
The Data Pipeline is moving from 19 point in time collections to 7 interchanges and 2 periodic collections. These interchanges are intended to be transactional in nature therefore, allowing districts to submit data regularly to CDE and clean the data as they go. The interchanges are listed below:

There is no legislative mandate for replacing the current ADE system.
Discussion: The two collections are not open for all districts so a new class of EDAC stamp was requested. The new stamp will be called the EDAC Pilot Stamp. There was discussion about what role EDAC will play in the Data Pipeline implementation process.
Conclusion: Approved

Conclusion: Questions on how a Pre-Kindergarten teacher should be reported as in the HR collection. CDE will need to get input from a number of units. Review put on hold until October Meeting

Discussion: The Department of Higher Education presented to EDAC some of the data they have for Colorado High School students progressing through Higher Education.
20 Minutes / ELA-104 Certificate of Eligibility (COE) Bundle / Brenda Meyer
Discussion: Changes to come current migrant collections. In March 2012 ELA-104 COE and ELA 108 FERPA were reviewed. ELA-104 added some links and ELA-108 has been closed.

15 Minutes / NU-115 Nutrition Survey for Professional Development / Lindsay Hucknall
Overview: The Colorado Department of Education has contracted with a research team from Colorado State University to conduct a survey to understand how nutrition education is currently being taught to students and identify nutrition education materials educators are currently using to address Colorado pre-kindergarten through high school Comprehensive Health and Physical Education Standards (CHPES.)
The goal is to use the information obtained from the survey to identify and develop professional development and other resources to aid educators in the CHPES implementation process.
Aid in implementation of the Comprehensive Health and Physical Education Standards.
Discussion: EDAC had some questions on incentives for creating professional development and the need to have it stated that it is an anonymous survey.

10 Minutes / DAR-106 ADE Student October / Kevin Smith
Overview: Requested to add a new code for Community College Dropout Recovery. A new code of 8 was requested by the Audit Unit per HB 12-1146. The definition of Community College Dropout Recovery code is as follows: A dropout recovery program allowing a student who has dropped out of high school, or a student who is at-risk of dropping out of high school, to complete his or her high school graduation requirements exclusively at the Community College. Any individual age 16 to 21 who has dropped out of school may participate with the permission of the school district. A participating student who is enrolled in at least seven credit hours per semester is counted as full-time in the school district’s funded pupil count.
Discussion: No Comments

30 Minutes / TEE, SEE, TEI Online Process Discussion / Lauren Rossini
Discussion: This was a discussion with EDAC about moving the TEE, SEE and TEI online as part of the licensing process. The idea of moving it online is to resolve a time lag that currently exists. TEE, SEE and TEI have already been reviewed in March 2012 and Approved.
50 Minutes / Data Pipeline Readiness Assessment / Teri Lopez
Discussion: This was a discussion with district personnel on EDAC about their readiness for Data Pipeline.
30 Minutes / TAL-104 Colorado Read Act Data Collection / Dian Prestwich
Overview: House Bill 12-1238 (the Colorado READ Act) requires each local education provider to annually report to the department information necessary to determine a) the prevalence of significant reading deficiencies among students in kindergarten and first through third grades; b) whether students who have significant reading deficiencies and who advance to the next grade level attain reading competency and, if so, at what grade level; c) whether students who have significant reading deficiencies and who do not advance to the next grade level attain reading competency within the school year during which they do not advance; d) whether students who have significant reading deficiencies and who do not advance to the next grade level attain reading competency at a lower grade level than those students who do advance; and e) whether students who have significant reading deficiencies continue to advance to the next grade level despite having a continuing significant reading deficiency and the degree to which local education providers are recommending that said students do not advance.
Additionally, school and district performance ratings will include the percentage of students identified for a READ plan who subsequently score a proficient level on the state assessment of reading.
In addition to the information provided above, the READ Act also requires the department to annually submit to the state board, the governor, the president of the senate, the speaker of the house of representatives, and the education committees of the house of representatives and the senate, or any successor committees, and post on the department web site a report summarizing READ data.
Discussion: There were some members of EDAC that had concerns with the timing of this collection. Since the legislation came after April 1 there was concern that districts would not be ready to collect this information and the implications of the data on determining READ Act funding per pupil (because the definition of READ Status will not be approved by State Board of Ed until March 2013). Districts were cautious as to unintended consequences since the state board has yet to define significant reading deficiencies and would have liked it to go into effect for 2013-14 school year. Dian Prestwich agreed to go to ACEE to talk about this with the assessment community. As for the data pieces to the READ Act EDAC approved since the assessment data reported did not change.
Conclusions: Approved with Jefferson County and Boulder Valley Not-Approving
30 Minutes / EE-101 Assurances: Implementation of Great Teachers and Leaders Act / Toby King
Overview: To ensure the District and BOCES evaluation systems meet the requirements in the State Board Rules for Evaluation Systems. 1 CCR 301-87 Rules for administration of a statewide system to evaluate the effectiveness of licensed personnel employed by school districts and boards of cooperative services and senate bill 10-191 required that districts and BOCES implement evaluation systems for all licensed personnel.
Discussion: Some district members of EDAC had some concerns because of the weight of the collection and were concerned about assuring things that have not been established yet. Some items that need assurances have not come out so the timing is a great concern. The other view is that this will go through regardless and that this is a necessary step in the process even though not everything is known. The model state evaluation system does not fully meet the assurances. As an exampleas the assessments and teacher-student attributions for growth that are yet to be determined. There are things in the assurances that neither the CDE nor districts have determined how to do.
Conclusions: Approved with Jefferson County and Boulder Valley Not-Approving
