Objectives of the Post:

To deliver the Development Programme in accordance with the Association’s policies and procedures, ensuring that targets are met and that programmes are delivered to the required quality, within budget and to timescale.

Manage the sale of shared ownership homes.

Create and investigate the opportunities that contribute to the social, economic and physical regeneration of the neighbourhoods and communities in which Unity is a stakeholder.

Manage and implement financially viable and sustainable community developments projects.

To lead, develop, motive and manage a multi skilled team,including the Unity Employment Services Team, in the delivery of high quality services to tenants and clients to support them back into employment and training.

To develop, encourage and initiate across team/function working throughout the association to promote and maximise efficiencies.

KEY TASKS

  1. Recruit, manage, motivate, appraise and develop a team, ensuring that they have the appropriate skills and experience to achieve agreed targets services. Promote a ‘one team’ approach.
  2. Have overall responsibility for the project management of a number of developments through the co-ordination of the activities of solicitors, consultants, contractors, developers, to ensure that individual developments meet the UHA’s design and programming cost requirements.
  3. Understand Homes & Communities Agency scheme work procedures to ensure that developments are produced in compliance with all necessary requirements.
  4. Input into the review of development policies and procedures, and to be proactive in terms of identifying and analysing new ways of producing homes in accordance with the Regeneration & Development Strategy, always seeking innovation in design, procurement or funding.
  1. Keep the Association’s design, specification and contract standards, internal development & Employment Services procedures manual and other documentation under review. Make and implement recommendations for their revision.
  2. Consult with client departments on a regular basis in relation to development activity. Provide necessary and timely information and seek written confirmation at key stages in the development and procurement process about their acceptability of outcomes.
  3. Assist Senior Management Team and the wider staff team to promote the Association’s activities, establish new relationships with external organisations and enhance and maintain existing relationships ensuring that the Association is the preferred partner for development opportunities.
  4. Prepare development briefs for consultation with Senior Management Team, relevant partners and consultants.
  5. Identify and investigate possible development opportunities and undertake feasibility studies including financial appraisals to ensure the Association’s appraisal parameters are met.
  6. Brief and appoint consultants on scheme requirements to ensure that an affordable quality product is provided.
  7. Ensure that the design response is appropriate to client’s needs, site, context and sustainability. Consult client and seek written confirmation about the acceptability of proposed scheme mix and designs prior to planning application.
  8. Ensure that appropriate and effective procurement methods are used.
  9. Manage approved schemes from inception to completion utilising a project team, including internal colleagues, consultants, developers etc.
  10. Maintain detailed scheme files for internal and external audit purposes and ensure that the Association’s development database system is kept up to date.
  11. Manage and oversee all shared ownership/ home ownership stages including initial sales, stair-casing applications, final stair-casing and buy-backs.
  12. Ensure that the Association is informed in a timely manner of progress or delays which will have an impact on expenditure and or lettings/sales.
  13. Liaise with the Association’s wider staff team during the defects liability period ensuring that defects are dealt with as previously agreed.
  14. Obtain feedback on design/specification standards and development performance, by consultation with the Association’s wider staff team and Tenant Panel to provide feedback to ensure continuous improvement.
  15. Prepare and submit accurate bids for capital funding via the Homes & Communities Agency, theCouncil or any other funding agency.
  16. To process grant confirmation and grant claims on the Homes & Communities Agency’s IMS system.
  17. Input Housing Quality Indicators and ensure that the correct information is provided.
  1. Compile a Risk Appraisal Panel report for each stage (acquisition, start on site and practical completion) for individual schemes in accordance with the requirements of the Association’s internal procedures and where necessary present such reports.
  2. Advise Senior Management Team on scheme viability including financial/commercial implications of intended schemes.
  3. Advise and seek authority for any anticipated increases in expenditure.
  4. Identify opportunities and potential for social and economic regeneration projects and implement those that are in accordance with the Association’s priorities.
  5. Manage a small team of employment advisors to assist our tenants and clients into employment and training.
  6. Advise in respect of the Association’s Duty of Care responsibilities, identifying and effectively managing risk.
  7. Undertake such other appropriate duties as may be identified from time to time and required by the Association.
