Introduction

In 1996 the SAS started a tournament for its members. This Tournament started small with only a few teams entered. The tournaments mantra was “Just For Kicks”! Designed to give teams an opportunity in a friendly fun atmosphere to get together and play, talk, and socialize regarding the game of soccer.

Since its inception, the Just for Kicks Tournament (or JFK as it is now called) has grown to become the “Year End Soccer Party” for the District of Saskatoon. Teams from all over the province also come to enjoy the great atmosphere and style the tournament has to offer.

The following document contains all the information regarding this great tournament.

Please read all of the material carefully, and then come to your own conclusions on whether or not you want to be involved in the best Adult Soccer Tournament in the province!

General Tournament Provisions

Section 1

Definitions

In this manual –

  1. “SAS” – Refers to the Saskatoon Adult Soccer Incorporated.
  2. “SSA” – Refers to the Saskatchewan Soccer Association.
  3. “CSA” – Refers to the Canadian Soccer Association.
  4. “JFK” – Refers to the Just for Kicks Tournament.
  5. “Open” – Refers to a division in which any player or team may enter.
  6. “M2, 3 etc” – Refers to a Men’s 2, 3, etc Division.
  7. “MM etc” – Refers to a Men’s Masters etc Division.
  8. “W2, 3, etc” – Refers to a Women’s 2, 3, etc Division.
  9. “WC 2, 3, etc” – Refers to a Women’s Classics 2, 3, etc Division.

Section 2

Code of Conduct SAS

The objects of the Association are: to promote, foster, develop, and govern the game of soccer, both indoor and outdoor, and to take such steps as deemed necessary or advisable for preventing infringements of the rules of the game, or other improper methods and practices in the game, and for protecting it from abuse.

The SAS adheres to all standards and directives established by the international (FIFA), national (CSA) and provincial (SSA) soccer associations.

Teams will always conduct themselves with the utmost attention to respect for fellow teammates, opposition players, officials, fans, staff of facilities, and office staff.

Section 3

Responsibility

Although the SAS creates and adheres to rules and regulations of theInternational (F.I.F.A), National (C.S.A.) and Provincial (S.S.A.) soccer associations, the SAS Tournaments that are sanctioned by the S.S.A are developed and run by the SAS. With respect therefore to all aspects of this tournament the onus lies strictly on the Teams Entering the tournament to ensure the integrity of the Rules and Regulations put in place for the specific event.

It is the responsibility of the Teams to ensure that all requirements of the tournament rules and regulations have been met, and are being followed throughout the course of the tournament.

The SAS will enforce all rules and regulations described in this document and wish to remind teams that sanctions against teams who break the rules and regulations of the tournament will happen as described in this document for the various infringements.

PLEASE REMEMBER THAT THIS TOURNAMENT IS FOR THE ENJOYMENT OF ALL SOCCER ENTHUSIASTS BE THEY FANS, OFFICIALS, PLAYERS, AND TEAMS. WHEN RULES ARE NOT FOLLOWED IT BRINGS THE GAME INTO DISREPUTE AND THIS IS UNACCEPTABLE.

Section 4

Code of the Tournament

In the “Just for Kicks” tournament the code is as follows:

Players are to remember that this tournament is all about having a good time and socializing with others in a friendly non confrontational environment.

Section 5

Headquarters, Admissions, Change Rooms, Medical

Headquarters

The Tournament Headquarters is located in the Boardroom of the Henk Ruys Soccer Centre.

Change Rooms

Change room keys can be obtained from the Admissions Office with the exchange of a set of car keys. Change Rooms MUST be vacated 20 minutes after the game ends.

Medical

Medical assistance is provided when available for this and all sanctioned tournaments of the SSA.

Specific Tournament Regulations

Section 6

Tournament Format
  1. All games will be 2 x 25 minutes halves.
  2. All teams are guaranteed a minimum of 3 games. Format is at the discretion of the scheduler and depends solely on the number of tournament entries available.
  3. Round Robin games can end in a tie. In there are games where a winner is needed, if there is a tie, a shootout will decide the winner as per FIFA Laws of the Game.
  4. Semi Finals and Finals - If the game is tied after regulation time, shots will be taken from the penalty spot as per SAS and FIFA Laws of the Game.
  5. All Games will be at the Henk Ruys Soccer Centre located at 219 Primrose Dr.

Section 7

Ranking and Tie Breaking

Group Ranking

  1. Each team receives 3 points for a win, 1 point for a tie.
  2. In the event of a default, the game shall be awarded to the team defaulted against. The score of such a match will be 3-0.
  3. If two (2) or more teams amass an equal number of points, the following rules, in the following order, shall be used to determine final standings:

Tie-Breaking Rules to decide Round Robin Standings

  1. Previous Match Result (the winner of the match between the two or more teams tied).
  2. Goal Difference (Maximum of +5/-5 per goal difference per game, Ex. If you Win 7-1 it would = +5)
  3. Most Goals Scored.
  4. Least Goals Allowed.
  5. If still tied, then 5 person shoot out as per FIFA Laws of the Game.

Tie-Breaking Rules to decide Wildcard Standings

  1. Most Points (3 for a win, 1 for a tie)
  2. Best Goal Differential (Maximum of +5/-5 per goal difference per game)
  3. Most Goals Scored.
  4. Least Goals Allowed.
  5. If still tied, then a 5 person shoot out as per FIFA Laws of the Game.

Section 8

Playoffs
  1. The top teams depending on the particular schedule will advance to the championship side or playoff.
  2. In the playoffs, the losing team is eliminated from competition.
  3. It is the responsibility of the team officials to determine if the team advances to the playoffs. Information will be available at Tournament Headquarters.
  4. Consolation playoff games may end in a tie.
  5. Quarterfinals, Semi Finals, a third place match (when required), and Finals if tied will go directly to a 5 person shoot out as per FIFA Laws.
  6. Coed Quarterfinals, Semi Finals, and Finals if tied will go directly to a 5 person shootout. Shooters must be 3 of one sex, and 2 of the other sex.

Section 9

Game Procedures
  1. Except as otherwise provided within this document, the Tournament Rules shall be the Saskatoon Adult SoccerInc.“Indoor Rules".
  2. The first team listed in the schedule is the Home Team.
  3. The Home Team must have an alternate jersey and be prepared to change if, in the opinion of the referee, there is a color conflict. Where alternate uniforms are used, the uniforms need not be numbered. Numbered jerseys are not required for coed, however it is suggested.
  4. Please leave the field and team areas clean after each game.
  5. The HOME TEAM is responsible for providing a FELT game ball approved by the referee. NOTE: If your team does not have a Felt Ball you will be able to sign one out from Tournament Headquarters for your game.
  6. At the Henk Ruys Soccer Centre each team contact must report to Tournament Headquarters 20min to 30 min before game time to fill out the game sheet.
  7. Prior to the teams’ first game a team contact must check in at Tournament Headquarters at least 30 min before.
  8. A team without the required minimum players (4) at 10 minutes past the scheduled game time will default.
  9. ID Cards can be checked at random by a SAS Representative/Tournament Representative.
  10. Game sheets are used in all matches and must be filled in full. Team contacts must sign off on all gamesheets.

Section 10

Discipline
I.Discipline matters will be dealt with at JFK Tournament Headquarters. Any player involved in a discipline matter will be required to report to Tournament Headquarters within 20 minutes of the completion of the game. Failure to appear may result in suspension from the tournament. Please note that any suspensions handed out will follow the SAS Schedule “A” Guidelines.
II.Discipline matters are as follows:

a)Ejection from a game (one red or two yellow cards) results in an automatic 1 game suspension and a hearing.

b)A third yellow card during the tournament results in a 1 game suspension. The team contact and the player must report to the JFK Tournament Headquarters within 20 minutes of the game.

c)A report by a JFK Tournament official or SAS Board Member.

  1. If a player receives a yellow card they will receive a 4 minute penalty and after a goal has been scored the team penalized shall be allowed an extra player back onto the field, but the offending PLAYER must remain in the box to serve the penalty in full. He/she may then re-enter the field at the next closest stoppage in play after the penalty time has been served according to the referee. A player receiving a Red Card will be ejected from the game, and a member of his/her team will be required to serve a 6-minute penalty. The team will play shorthanded for the entire 6-minutes while any player is serving a penalty.

FOUL OR ABUSIVE LANGUAGE OR GESTURES OF ANY KIND WILL NOT BE TOLERATED!

Section 111

Protests
  1. No protests will be heard on any judgment calls by the referee. Protests will be allowed on eligibility or other technical matters. All decisions by the referee will be final concerning the outcome of a game.
  2. Protests, problems or complaints will be dealt with provided they are in writing and submitted to the Tournament Committee within one hour of the completion of the game.

Section 12

Eligibility

Players
All players must be registered with their respective Provincial Association.
  1. If a player is not registered with a Provincial Association, please contact the SAS Office for more information.
  2. If a team or players are from out of the SAS Leagues they must be registered members of the Saskatchewan Soccer Association or other Provincial or District associations. They will be limited to register in the division that they are league registered in or above for this tournament.
  3. All Players Must be registered in their respective divisions in the SAS League or play up a division to be eligible to participate in the JFK Tournament.(Teams and Players may move up Divisions, but not down). Please refer below to the chart for proper and eligible player and team division entries.
  4. All players must be 19 years of age or older (any player registered with the SAS on an ADULT TEAM that is not 19 years of age needs to be approved through the SAS Office).
  5. Players may only participate in 1 Co-Ed Event. Players are allowed to play in oneMen’s or oneWomen’s Division of the JFK andonly 1 Co-Ed event.

Team Eligibility

  1. Team Admittance into the tournament is on a first-come, first-serve basis.
  2. Rosters for Men’s and Women’s Divisions of the JFKwill be due at the SAS Office March 11, 2011,5:00 pm prior to the start of the Tournament.Coed Rosters will be due ½ hour before the first game.
  3. **Rosters will be checked to ensure Team (and therefore players) do not play outside of their eligible divisions.** If no Roster is received by this date and time we will assume that the team has withdrawn and the appropriate fine will be allocated.
  4. Changes to the roster will not be accepted after March 11, 2011, only under extenuating circumstances and approval by the Tournament Committee shall changes be made to the Roster after this date. The onus is on the Team and the contacts to ensure that the players areeligible to play on the teams and in the divisions requested. Any teams found playing ineligible players will have their matches overturned.
  5. Teams are allowed to register a maximum of 18 players.
  6. SAS Reserves the right to move teams into categories as it sees fit to be able to offer the best tournament possible to its customers. Team contacts will be contacted prior to any teams being moved.
  7. Any games where an ineligible player is found playing, the game will be overturned.
  8. Any falsification or misrepresentation of data regarding a players’ eligibility will be deemed as a clear violation of “The Rules and Regulations Manual” of this tournament. Therefore the team and players will be subject to punishment by the SAS.

# Of players on field/substitution

  1. Men's and Women's Open/Recreational, Men’s Masters and Women’s Classics will play 6-a-side (5 players + a goalkeeper).
  2. Co-Ed teams must have 3 women and 3 men on the floor at all times plus a goalie of either sex (7-a-side).
  3. Substitution is on the fly and unlimited.

Section 131

Schedules and Tournament Cancellations
  1. The tournament schedule will be drawn up and sent out to teams no later than March 21, 2011.
CANCELLATION POLICY

If for any reason your team cannot attend the 14th Annual JFK, PLEASE INFORM US IMMEDIATELY BY CALLING: 1 (306) 975-3427 and then in writing by e-mail to . Call even if your participation is questionable or if you are considering cancellation.

Remember that you must cancel your own hotel reservations if from out of town.

If you do not inform us of your cancellation, we will expect your team at your first and subsequent scheduled matches.

Failure to notify of your team's cancellation will result in your Provincial Association being notified of your action. Teams from the SAS could also face fines and further discipline.

Cancellation Deadline for all teams entering the Tournament will be Friday March 11, 2011. The entire fee will be retained if a team withdraws after this date.

Reminder that if a team is found using ineligible players that their games will be overturned and possible further discipline from the SAS could occur.

Note:

Teams from outside of Saskatoon follow their Divisional designations for the tournament. Players also follow their designations from their local district associations.

If players are playing in the JFK from other districts their status WILL be checked, therefore again be advised that the onus is on the TEAM and the TEAMS CONTACT to ensure that the player is eligible for the division selected.

Any falsification or misrepresentation of data regarding a player’s eligibility will be deemed as a clear violation of the Tournaments Policies. Therefore the team and players will be subject to punishment by the SAS.
