This code template supports the preparation of a development application against either the acceptable outcome(s) or performance outcome(s) contained in the code. Development assessment rules are outlined in Section 5.3.3 of the City Plan.

9.3.20  Tourist park code

9.3.20.1  Application

This code applies to assessing material change of use for development for a tourist park where indicated within Part 5 Tables of Assessment.

When using this code, reference should be made to Section 5.3.2 and, where applicable, Section 5.3.3, in Part 5.

9.3.20.2  Purpose

(1)  The purpose of the Tourist park code is to facilitate the provision of a high quality tourist park while ensuring that the amenity and environmental values of the area are maintained.

(2)  The purpose of the code will be achieved through the following overall outcomes:

(a)  The development of tourist parks promote the city’s tourist industry.

(b)  Tourist parks contribute to a range of accommodation types available in the city, while supporting the diversification of tourist accommodation.

(c)  Caravan, recreational vehicle, cabin and tent areas are of a sufficient size and provided with adequate facilities to accommodate the development.

(d)  The design and operation of the tourist parks are of a scale compatible with the surrounding area.

(e)  The scale of tourist parks are limited in non-urban areas to ensure that the open space and low density character is maintained.

(f)  Tourist parks are in accessible and well serviced locations and allow for the safe and convenient movement of pedestrians within the site to internal and external facilities.

9.3.20.3  Criteria for assessment

Tourist parks in urban areas are located with convenient access to community services and facilities, and within convenient and safe walking distance to public transport routes. / ao5

Design of caravan, recreational vehicle, cabin and tent areas

Individual caravan, recreational vehicle, cabin and tent areas are:
(a)  adequate in size and dimension to accommodate the intended use, having regard to length of stay and varying styles and sizes of accommodation; and
(b)  are designed with limited amenities so that they are used for short term accommodation. / AO6.1
Caravan and recreational vehicle areas:
The area allocated to accommodate each caravan and recreational vehicle is a minimum of 75m².

Cabin areas:
A minimum area 100m2 is provided to accommodate cabins.

If the tourist park is in a non-urban area, the GFA of each individual cabin does not exceed 60m².

There is a minimum 3m separation between all cabins.

The area allocated to accommodate each caravan, recreational vehicle or cabin is connected to electricity, water and has suitable site drainage.

For tent areas there are communal facilities connected to electricity and water with suitable site drainage.

The area allocated to accommodate each caravan, recreational vehicle, cabin or tent is marked on the ground and prominently numbered.
Recreational space and guest facilities for tourist parks in urban areas

Tourist parks in urban areas provide recreational space that is:
(a)  useable;
(b)  clearly defined;
(c)  safe and appealing;
(d)  appropriately located to provide opportunities for casual surveillance; and
(e)  available for use by all occupants. / ao7
Tourist parks include a recreational space area of at least 10% of the site area and:
(a)  are provided in addition to landscape buffer areas;
(b)  are clear of obstacles, including clothes lines, access ways, parking spaces and garbage bins;
(c)  has a fenced children's playground; and
(d)  has a games or common room.
Recreational space and guest facilities for tourist parks in non-urban areas

Tourist parks in non-urban areas provide:
(a)  open space that is of a size suitable to meet the recreational needs of its expected number of occupants; and
(b)  guest facilities that do not encourage visitation from non-occupants. / ao8.1
Recreational facilities for tourist parks in non-urban areas are limited to walking paths, passive recreation areas and a common room.

Dining facilities accommodate no more than the expected maximum number of users of the tourist park.

Internal access

Storage
