Sub:Khadi Reform and Development Programme – Establishment of ‘Reform Management Unit’ (RMU) at State / Divisional offices of KVIC - reg.

Implementation of Khadi Reform and Development Programme is one of the most challenging tasks before KVIC. It is, therefore, imperative that utmost importance is accorded for effective implementation of the Reform Programme ensuring that the programme objectives are fulfilled.

2.Reform Implementation Division (RID) has been formed at Central Office, KVIC, Mumbai and RMUs are to be set up at the State/Divisional level to extend support to the KI’S for smooth implementation of KRDP.

3.The issue of establishing RMUs at State / Divisional office level was discussed in detail in the National level Workshops organized at Delhi and Mumbai and subsequently the State and Divisional Directors were requested vide D.O. letter No.DRID&NS/KRDP/INSTNS/105/2010-2011 dated 04.05.2010 of Director (RID) for compliance. Only two field offices viz. Varanasi, Gorakhpurand Bangalore have initiated action on the subject.

4.Though the State and Divisional Directors will be the controlling officers for RMUs, it should be headed by an Assistant Director or official of similar rank and supported by a khadi technical staff. The RMUs will co-ordinate with khadi institutions and facilitate monitoring and implementation of the direct reform programme to be implemented by Khadi institutions. The RMUs shall report to the Director (RID) through State / Divisional Directors concerned.

5.The terms of reference (TOR) of RMUs will be as follows:

  • Plan, detail and develop a comprehensive work plan for program implementation at Khadi Institution level ;
  • Actively engage stakeholders and address their concerns to ensure smooth implementation of all aspects of the proposed program;
  • Handholding support to Khadi Institutions and affiliated bodies, State KVIBs through various operational and technical aspects of the implementation plan;
  • Implement institutional strengthening measures as per agreed plans and monitor progress.
  • Arrange to organize training programmes, workshop, collect periodical reports from Khadi Institutions and submit to RID.

6.A separate budget for meeting the expenditure for the functioning of RMUs is being communicated.

7.All the State / Divisional Directors aredirected to comply the direct reform requirements by forming the RMU and report compliance to Directorate of RID thereon within a fortnight from the date of issue of the circular.
