The 28thmeeting of State Level Environment Impact Assessment Authority, Chhattisgarh was held on 08/07/2013 at 3:00 PMonwards at Conference Hall, SEIAA, Secretariat, Commercial Complex, Chhattisgarh Housing Board Colony, Kabir Nagar, Raipur. Shri N.S. Bhadauria, Chairman, SEIAA, Chhattisgarh chaired the meeting. The following members of SEIAA were present in the meeting: -

At the outset, the Member Secretary, SEIAA, Chhattisgarh welcomed the Chairman and member of Environment Impact Assessment Authority, Chhattisgarh. 27th meeting of SEIAA, Chhattisgarh was held on 07/06/2013. The minutes of 26thmeeting has already been approved / signed by the Chairman and all the Members of the SEIAA, Chhattisgarh.

Agenda wise discussions were carried out as follows: -

Agenda Item No. 1: -Discussion on theproposals received after recommendation of SEAC, Chhattisgarh

(1)M/s Shri Dhuni Ram Banjare, Village – Parsapali,Tehsil – Balodabazar, District – Balodabazar

Project proponent submitted application (Form-I and Project Report) for obtaining Environment Clearance on 30/10/2012 for mining of lime stone (minor mineral) of capacity (ROM) 1200 metric tonne per year at Khasra no. 484/1, 2, 3, 4,5 & 6, Village - Parsapali,Tehsil – Balodabazar, District – Balodabazar - Bhatapara (C.G.). Mining lease area is 0.332 ha.

The case was discussed in the 94th meeting of SEAC, Chhattisgarh held on 29/12/2012. Committee unanimously decided to ask the project proponent to submit the some information/documents.

After submission of the above information/document, proposal shall be considered accordingly. Project proponent was informed vide letter dated 08/03/2013. Project proponent submitted the information / documents vide letter dated 08/04/2013. The information / documents submitted by project proponent were persued in the 98th meeting in the SEAC, Chhattisgarh held on 21/03/2013. Committee then decided to ask the project proponent to present their case along with relevant information / documents before SEAC, Chhattisgarh. The project proponent was informed vide letter dated 08/05/2013.

Shri Dhuni Ram Banjare proprietor of M/s Shri Dhuni Ram Banjare presented the case in 103rd meeting of SEAC, Chhattisgarh held on 18/05/2013.

It is noted that it is a new lime stone quarry proposed at Khasra no. 484/1, 2, 3, 4,5 & 6, total area 0.332 ha, Village - Parsapali,Tehsil – Balodabazar, District – Balodabazar - Bhatapara (C.G.). Project proponent has submitted NOC of Gram Panchayat Dongaridih. Project proponent has submitted land documents. Project proponent has submitted copy of quarry lease deed. There are 05 mines within 05 km radius of the proposed mine. There is 01 mine within 500 m radius of lease area. It is a barren land. National Highway is about 07 km away from the site. There is river at 01 km away from the proposed site. Nearest habitation is about 2.5 km away. There is no notified protected area under wild life act / no critically polluted area / national park / reserve forest / protected forest with 10 km radius. No forest land is involved. Mining will be done manually. There will be no blasting. Drill machine, loading machine will use for mining operation. Estimated reserve is 6,000 tonnes. Annual production will be 1200 tonnes. Mined out lime stone will be used for making gitti. Ultimate depth of the mining will be 6.0 m. Overburden will be used to make bund. Stone crusher will not be installed. Green belt will be developed around the lease area.

SEAC, Chhattisgarh considered the activity from the point of view of its location (in rural area), no involvement of forest land for mining, having small lease area of 0.332 ha and felt that no significant impact on the surrounding is anticipated. State level Expert Appraisal Committee (SEAC) considered the proposal as ‘B2’ category and unanimously recommended to grant environmental clearance for mining of lime stone (minor mineral) of capacity – 1200 tonnes per year at Khasra no. 484/1, 2, 3, 4,5 & 6, Village - Parsapali,Tehsil – Balodabazar, District – Balodabazar - Bhatapara (C.G.) subject to the fulfillment of the terms and conditions mentioned in the minutes of the meeting.

SEIAA, Chhattisgarh perused the application submitted by the project proponent and minutes of the meeting of SEAC, Chhattisgarh in the 28th meeting held on 08/07/2013. After deliberation, SEIAA, Chhattisgarh unanimously accepted the recommendation of SEAC, Chhattisgarh and decided to grant environmental clearance for mining of lime stone (minor mineral) of capacity – 1200 tonnes per year at Khasra no. 484/1, 2, 3, 4,5 & 6, Village - Parsapali,Tehsil – Balodabazar, District – Balodabazar - Bhatapara (C.G.) subject to the fulfillment of terms and conditions mentioned in the minutes of the meeting.

Project proponent should be intimated accordingly.

(2)M/s Shree Ramesh Kumar, Village – Khaliba, Tehsil - Ambikapur, District – Surguja

Project proponent submitted application (Form-I and Project Report) for obtaining Environment Clearance on 08/01/2013 for mining of clay (minor mineral) and fixed chimney bricks plant of capacity – 30,00,000 nos. per year at Khasra no. 1007/1, 1008/1, 1015, Village – Khaliba, Tehsil - Ambikapur, District - Surguja (C.G.). Mining lease area is 0.614 ha.

The case was discussed in the 96th meeting of SEAC, Chhattisgarh held on 08/02/2012. Committee then decided to ask the project proponent to submit the some information/documents.

After submission of the above information/document, proposal shall be considered accordingly. Project proponent was informed vide letter dated 14/03/2013. Project proponent submitted the information / documents vide letter dated 03/04/2013. The information / documents submitted by project proponent were persued in the 98th meeting in the SEAC, Chhattisgarh held on 21/03/2013. The committee unanimously decided to ask the project proponent to present their case along with relevant information / documents before SEAC, Chhattisgarh. The project proponent was informed vide letter dated 08/05/2013.

Shri Ramesh Kumar proprietor of M/s Shree Ramesh Kumar presented the case in 103rd meeting of SEAC, Chhattisgarh held on 18/05/2013.

It is noted that it is a new clay quarry and bricks plant at Khasra no. 1007/1, 1008/1, 1015, total area 0.614 ha, Village – Khaliba, Tehsil - Ambikapur, District - Surguja (C.G.). Project proponent has applied for clay quarry lease. Project proponent has submitted NOC of Gram Panchayat Khaliba. Project proponent has submitted land agreement documents. There are a 09 mine and fixed chimney, brick kiln, within 05 km radius of the mine. There is 01 mine within 500 m radius of lease area. It is a agriculture land. National Highway is about 08 km away from the site. A River is about 02 km away from the site. Nearest habitation is about 0.6 km away. There is no notified protected area under wild life act / no critically polluted area / national park / reserve forest / protected forest with 10 km radius. No forest land is involved. Mining will be done manually. Project proponent has submitted NOC of Forest Department. There will be no blasting. No drill machine, loading machine will use for mining operation. Estimated reserve is 30,000 cum. Mined out clay will be used for making bricks. Ultimate depth of the mining will be 2.0 m. Loading will be done manually. Fixed chimney bricks plant of capacity 30,00,000 nos. per year has been install. Height of Kiln stack is 33 meters. Coal will be used as a fuel in bricks kiln. Ash generated from bricks kiln will be used in brick making. There is no fly ash generating unit within 25 km radius. Green belt will be developed around the lease area.

Project proponent submitted application (Form-I and Project Report) for obtaining Environment Clearance on 11/12/2012 for Mining of Clay (minor mineral) and fixed chimney bricks plant of capacity – 20,00,000 nos. per year at Khasra no. 76/7, 76/93, 76/94 and 76/95, Village – Khurandih, Tehsil – Lundra dhaupur, District – Sarguja (C.G.). Mining lease area is 1.524 ha.

The case was discussed in the 94th meeting of SEAC, Chhattisgarh held on 29/12/2012. Committee then decided to ask the project proponent to submit the some information/documents.

After submission of the above information/document, proposal shall be considered accordingly. Project proponent was informed vide letter dated 01/02/2013 and 08/03/2013. Project proponent submitted the information / documents vide letter dated 09/04/2013. The information / documents submitted by project proponent were persued in the 98th meeting in the SEAC, Chhattisgarh held on 21/03/2013. The committee unanimously decided to ask the project proponent to present their case along with relevant information / documents before SEAC, Chhattisgarh. The project proponent was informed vide letter dated 08/05/2013.

Shri Krishn Lal Yadav proprietor of M/s Mahamaya Bricks presented the case in 103rd meeting of SEAC, Chhattisgarh held on 18/05/2013.

It is noted that it is a new clay quarry and bricks plant at Khasra no. 76/7, 76/93, 76/94 and 76/95, total area 1.524 ha, Village – Khurandih, Tehsil – Lundra dhaupur, District – Sarguja (C.G.). Project proponent has applied for clay quarry lease. Project proponent has submitted NOC of Gram Panchayat Jamira. Project proponent has submitted land agreement documents. There are a 21 mine and fixed chimney, brick kiln, within 05 km radius of the mine. There is no mine within 500 m radius of lease area. It is a agriculture land. National Highway is about 15 km away from the site. A River is about 03 km away from the site. Nearest habitation is about 1.5 km away. There is no notified protected area under wild life act / no critically polluted area / national park / reserve forest / protected forest with 10 km radius. No forest land is involved. Mining will be done manually. Project proponent has submitted NOC of Forest Department. There will be no blasting. No drill machine, loading machine will use for mining operation. Estimated reserve is 30,000 cum. Mined out clay will be used for making bricks. Ultimate depth of the mining will be 2.0 m. Loading will be done manually. Project proponent submitted application (Form-I and Pre-feasibility Report) for obtaining Environment Clearance on 03/12/2012 for mining of Dolomite (major mineral) of capacity (ROM) 1,52,500 metric tonne per year at Khasra no. 207/2, 207/3, 208/2, 209/1 to 209/6, 210/2,3,4, 211/1,2,3,4, 212, 214/1,2,3,4 and 226/4, Village – Jhalraunda, Tehsil – Janjgir District - Janjgir-Champa (C.G.). Mining lease area is 4.998 ha.

The case was discussed in the 94th meeting of SEAC, Chhattisgarh held on 29/12/2012. Committee then decided to ask the project proponent to submit some information / documents. Project proponent was informed vide letter date 04/02/2013 and 08/03/2013. Project proponent submitted partial information / documents vide letter dated 12/04/2013. In the 98th meeting of SEAC, Chhattisgarh held on 21/03/2013, it was unanimously decided to ask the project proponents to present their case along with all relevant information/documents, who have submitted desired information / documents.

Project proponent was informed vide letter dated 16/05/2013 to present the case. The case was discussed in the 104th meeting of SEAC, Chhattisgarh held on 24/05/2013.

It is noted that it is a new Dolomite Mine quarry proposed at Khasra no. 207/2, 207/3, 208/2, 209/1 to 209/6, 210/2,3,4, 211/1,2,3,4, 212, 214/1,2,3,4 and 226/4, total area 4.998 ha, Village – Jhalraunda, Tehsil – Janjgir District- Janjgir-Champa (C.G.). Project proponent has submitted NOC of Gram Panchayat Dongaridih. Project proponent has submitted land documents. Project proponent has submitted approved copy of mine lease deed. There are 28 villages and 07 mines within 05 km radius of the proposed mine. There is 02 mine within 01 km radius of lease area. National Highway is about 8.65 km away from the site. There is Borai river at 4.3 km away from the proposed site. One seasonal nallah is at a distance of 90 m. Nearest habitation is about 01 km away. The entire lease falls in Non Forest Private land. There is no notified protected area under wild life act / no critically polluted area / national park / protected forest with 10 km radius. However, ChhitaparariyaReserveForest falls at a distance of 4.7 km. Open cast and semi-mechanized mining will be carried out. Controlled blasting will be practiced. Transportation of dolomite from the mining area will be done through trucks. Mineable reserves is 1.59 Million Tonnes. Annual production will be 1,52,500 tonnes per year. Ultimate depth of the mining will be 19 m. Overburden will be used to make bund. Stone crusher will not be installed. Green belt will be developed around the lease area.

Project proponent submitted application (Form-I and Pre-feasibility Report) for obtaining Environment Clearance on 18/10/2012 for mining of lime stone (minor mineral) of capacity - 5,000 metric tonne per year at Khasra no. 60, Village – Badiadih, Tehsil – Patharia, Distrct - Mungeli (C.G.). Mining lease area is 1.15 Acres.

The case was discussed in the 94th meeting of SEAC, Chhattisgarh held on 29/12/2012. Committee then decided to ask the project proponent to submit some information / documents. Project proponent was informed vide letter date 08/03/2013. Project proponent submitted partial information / documents vide letter dated 18/04/2013. In the 98th meeting of SEAC, Chhattisgarh held on 21/03/2013, it was unanimously decided to ask the project proponents to present their case along with all relevant information/documents, who have submitted desired information / documents.

The project proponent was informed vide letter dated 16/05/2013. Project Proponent presented the case in 104th meeting of SEAC, Chhattisgarh held on 24/05/2013.

Project proponent has submitted NOC of Gram Panchayat Patharia. Project proponent has submitted land documents. There are 01 mines within 05 km radius of the proposed mine. There is 01 mine within 500 m radius of lease area. It is a barren land. State Highway is about 03 km away from the site. There is Shivnath river at 02 km away from the proposed site. Nearest habitation is 02 km away. There is no notified protected area under wild life act / no critically polluted area / national park / reserve forest / protected forest with 10 km radius. No forest land is involved. Mining will be done manually. There will be no blasting. Drill machine, loading machine will use for mining operation. Annual production will be 5000 metric tonnes / per year. Ultimate depth of the mining will be 6.0 m. Overburden will be used to make bund. Stone crusher will not be installed. Green belt will be developed around the lease area.
