Social Engagement for Budgetary Accountability (SEBA) Project

Terms of Reference (ToR) for hiring consultant for documentation of social accountability tools and preparation of SEBA project reports.

Background:

'Social Engagement for Budgetary Accountability (SEBA)' project of Manusher Jonno Foundation (MJF) is being implemented in 45 Union Parishads in 5 Divisions i.e. Dhaka, Chittagong, Rajshahi, Barishal and Sylhet Division supported by the GPSA. The GPSA is an initiative of the World Bank (WB) that supports civil society and governments to work together to solve critical governance challenges in developing countries. GPSA provides support to MJF to implement the 'Social Engagement for Budgetary Accountability (SEBA)' project that aims at promoting social accountability in Union Parishad (UP) budgets with special focus on LGSP II. MJF has engaged 5 CSOs (one CSO in each Division). Each CSO is covering 9 Unions in respective Division. Name of CSOs and their working areas are shown in the following table. GPSA project period is from April 2013 to March 2017.

Objective(s) of the Assignment:

To provide technical support on facilitating social accountability tools to be used by the selected Union Parishads and community support groups and prepare reports based on project achievements and documentation of the good practices.

Scope of Services, Tasks and Expected Deliverables:

The consultant will engage with SEBA project till completion of the project (March 2017) as required for the tasks below. It has definite purpose and result targets (outputs and outcomes), guidelines and specific reporting formats. The project is working with the Union Parishad and local authorities involved with the implementation of LGSP (Local Government Support Project). Thus, it has to follow the directions and guidelines of LGSP, World Bank, especially the Task Team Leader, and government laws and policies related to local government especially Union Parishad. The reports, to be prepared under this assignment, will be shared with and convincing to the related stakeholders. Also the consultant has to share technical matters with the CSOs during implementation of the social accountability tools at field level. Following tasks are to be considered separate work and to be done within the time frame given below:

1.  Review and compile partner based 1st round community score card report and prepare one report on community scorecard according to requirement of World Bank;

2.  Provide technical guidance to implement and practice of social audit and prepare a report based on the findings as per requirement of World Bank;

3.  Review and compile 2nd round community scorecard report based on CSOs report on community score card along with comparison between 1st and 2nd round status of community score;

4.  Review periodical reports (MJF and its partners) of SEBA project and prepare a completion report according to requirement of World Bank;

5.  Prepare a lessons learn documentation on the experience of SEBA project;

Respective stakeholders (CSOs, MJF, World Bank and Government implementing agencies) will provide feedback on the report step by step. The consultant will have to review and incorporate in the report according to suggestion/feedback and incorporate in the revised report.

·  A complete report on social audit process and findings under SEBA project

·  A complete report on 2nd round community scorecard along with comparison between 1st and 2nd round CSC progress status

·  A complete report on project completion of SEBA project for the World Bank

Duration of Consultancy:

·  Duration of the work mentioned in the above table for separate work. The task is not at a stretch, days require within the time frame can be determined by the consultant.

Work Modalities:

During consultancy period the consultant should engage MJF team, CSOs staffs, respective stakeholders and visit selected project sites for gaining field base insights.

Reporting Requirements and Time Schedule for Deliverables:

·  The consultant will be engaged for different time for separate work (see above mentioned table). Based on the consultancy work consultant may provide orientation/training/instruction to the CSOs staff before starting specific work.

·  The consultant will responsible for specific work for preparing report and documentation. Issue based draft report should be submitted electronically within the proposed deadline. The report should be reviewed and developed based on respective stakeholders’ feedbacks/suggestions.

·  The consultant will produce project completion report of SEBA project and submit to MJF after completion of the project. The report will be finalized according to feedback of World Bank and MJF.

·  Report should be submitted to Mr. Shahin Kauser, Deputy Program Manager, Governance program, MJF.

·  All the reports will be accepted by MJF as final from the consultant after receiving by the World Bank and Government implementing agencies (LGSP-II team).

Client’s Input and Counterpart Personnel:

Services, facilities and property to be made available to the Consultant by the Client:

·  Provide necessary support during documentation by CSO partners and MJF

·  Social Accountability tools implementation plan

·  Relevant documentation of the project

·  Feedback on draft documents and reports

·  Organized orientation session by CSOs and MJF

·  Social Audit and community scorecard related data and information will provide to the consultant by MJF (more information from CSOs)

Remuneration and payment

·  All individual assignment cost is separately mentioned in the above table. As per government rules Vat and tax will be charged from individual part of the consultancy work only.

·  Payment procedure will be followed as separate work. For individual task 30% will be paid after signing of each contact on receiving the inception report, 40% will be paid after submission of draft report and 30% will be paid after satisfactory completion of the individual assignment. The payment will be made through account payee cheque or bank transfer upon submission of invoice.

Reporting

For this assignment, Mr. Shahin Kauser, Deputy Program Manager, MJF will be the contact person and you will make all correspondence accordingly to him.

Declarations and representations

By signing the contract you certify that you are not in a situation of conflict of interest in relation to this contract.

Termination of contract

MJF reserves the right to terminate the contract without prior notice in case of your failure to fulfill/complete the assignment in a satisfactory manner.

Entry into force of contract

This contract shall enter into force and effects after signature by both parties of individual contact for specific work (see the table mentioned above).

The EOIs would be reviewed on the basis of the following:

•  Individual consultant/organization should have working experience on Governance and social accountability related field.

•  Five or more years of progressively responsible experience of conducting research/study in any of the field related to good governance, local government institutions and human rights.

•  Copies of recently completed two reports on governance/social accountability/Similar assignment, especially related to World Bank financed program/project.

•  List of similar assignment/s conducted with references.

Technical Evaluation Criteria:

·  Specific experience of the Consultant/s related to the assignment

·  Experience in working with World Bank funded project/program

·  Experience in conducting research in the area of social accountability and good governance

·  Experience in conducting similar assignment in Bangladesh

·  Understanding the assignment, comments and suggestions of Consultant/s on the Terms of Reference

·  Experience in community engagement and participatory research ethics
